The Wall Short Plat project includes King County tax parcel 0121039146, which totals approximately 6.25 acres of RS-15 zoned property located in the northwestern portion of Federal Way, with a Comprehensive Plan designation of Single Family, Medium Density. The project proposes a short plat consisting of six (6) single-family lots and three tracts (One (1) critical areas tract/Open Space, one (1) access and utility tract, and one (1) stormwater tract). The following is a general project narrative that outlines the proposal as well as known constraints that are relevant to this project: Existing Conditions The site contains a stream on the northwest corner of the project site. The property also contains a single-family home, which will remain, and contains a large number of trees. Utilities The project will be served by Lakehaven Utility District for water service. Water service is available, with mains (6” or 4”) located within 20th Place SW. It is anticipated that the existing water facilities will provide adequate capacity for this development. Sewer service will be provided through private on-site septic systems. Preliminary septic approval from King County Public Health was received on February 20, 2020 under activity SU0991438 (attached with this submittal). Ms. Natalie Kamieniecki July 14, 2020 Page 2 Stormwater The proposed storm water facility will be located within the proposed stormwater tract (Tract C) in the northern portion of the project site. The facility will be a combined detention/water quality pond. The facilities have been sized according to the King County Surface Water Design Manual for Level 2 Flow Control and Basic Water Quality. Roadways Access is proposed through 20th Place SW and 19th Place SW. 20th Place SW is proposed to be widened by approximately 2 feet with an additional 4-foot gravel shoulder, from which Tract “B” stems. Tract “B”, an access and utility tract, is 25 feet wide and approximately 235 feet in length and will provide access to the proposed detention pond and Lots 2 and 4. Additionally, a 20-foot access easement from the cul-de-sac on 19th Place SW is proposed to provide access to Lots 1 and 5. Tree Retention There are 466 trees on site. The total number of tree unit credits for the site is 581.50, per FWMC 19.120.130 the total number of tree units required to be retained are 156.25. As shown on the preliminary tree retention plan, the project proposes to retain 486 tree unit credits.
