11. Give brief, complete description of your proposal, including the proposed uses and the size of the
project and site. There are several questions later in this checklist that ask you to describe certain
aspects of your proposal. You do not need to repeat those answers on this page. (Lead agencies may
modify this form to include additional specific information on project description.)
The proposed project is located on an approximate 19.94-acre site located on the northeast
corner of South 320th Street and I-5. The project will construct two buildings to include a 64,077
square foot truck maintenance building with areas for office, showroom and parts warehouse
(Building A). The maintenance shop will have 11 double-deep work bays and one bay for Pac
Lease office and one wash rack bay. The building will be 32’-10” to the ridge and the entry
feature will be 36’-6”. In additions, the project includes a 14,000 square foot maintenance body
shop building (Building B) with 5 double-deep work bays. The building will be 27’-5” to the ridge
and the entry feature will be 32’-11”. The site includes 111 passenger vehicle parking stalls with
111 stalls required based on a parking study of four similar Pape facilities. The site also includes
outdoor storage area for trucks that arrive on the site in association with maintenance or repairs
to the cab portion of the truck. If trucks arrive with trailer in tow, space for the trailer to be
stored is provided in the northwest corner of the site.
The project will provide a combination of infiltration galleries and storm detention facilities to
manage surface storm water generated by the proposal. Since the site is very “hilly”, there is an
extensive amount of retaining walls proposed along the north, east, south and west property

perimeters.
Off-site improvements include tapered 3/4 street improvements along 32nd Avenue South with
street trees, landscaping and lighting. It is anticipated that pavement, curb, gutter and sidewalk
improvements to the north side of South 320th Street will be construction as part of the
proposed project.
Demolition includes removal of existing residential structures. On-site utility work includes
stormwater facility, domestic and fire line water extensions, sanitary sewer extensions,
landscaping, roadway improvements and franchise utility extensions.
The site is currently undergoing an annexation process with the City of Federal Way. A boundary
line adjustment will be processed to configure the seven existing lots to two or three separate
lots.
12. Location of the proposal. Give sufficient information for a person to understand the precise location
of your proposed project, including a street address, if any, and section, township, and range, if
known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s).
Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available.
While you should submit any plans required by the agency, you are not required to duplicate maps or
detailed plans submitted with any permit applications related to this checklist.
The site is located on the northeast corner of South 320th Street and I-5 and is within a portion
of the southeast quarter of Section 19, Township 21 North, Range 4E, W.M.

B. ENVIRONMENTAL ELEMENTS
1. Earth
a. General description of the site:
(circle one): Flat, rolling, hilly, steep slopes, mountainous, other
b. What is the steepest slope on the site (approximate percent slope)?
The eastern upland is level to gently sloping at 10 to 25 percent. The ground surface between
the upland and lowland slopes down to the west, being steepest in the south with inclinations
on the order of 35 to 42 percent with vertical relief of about 45 feet. The northern portion of
this transitional slope is inclined down to the west at about 16 to 24 percent with vertical relief
of 50 feet. The western lowland is generally level to gently sloping. From the toe of the
transitional slope, the ground surface is inclined up to the west at about 10 percent or less.
Total topographic relief across the site is on the order of 70 feet.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If
you know the classification of agricultural soils, specify them and note any agricultural land of
long-term commercial significance and whether the proposal results in removing any of these
soils.
The USDA Natural Resource Conservation Survey (NRCS) Web Soil Survey maps most of the site,
including the areas of proposed development, as being underlain by Alderwood gravelly sandy
loam (AgB, AgC, AgD). An area in the western portion of the site (approximately the mapped
wetland area) is mapped as underlain by Seattle Muck (Sk). The Alderwood soils are typically
derived from glacial till or outwash and form on slopes of 0 to 8 (AgB), 8 to 15 (AgC) and 15 to 30
(AgD) percent. These soils are listed as having a “slight” (AgB), “moderate,” (AgC), and
“moderate to severe” (AgD) erosion hazard when exposed, and are included in hydrologic soils
group B. Seattle Muck (Sk) is derived from grassy organic material, forms on level ground, does
not have a listed erosion hazard, and is included in hydrologic soils group B/D, with the “D”
designation typically for the deeper, unweathered more fine grained deposits.
At the locations explored, we encountered somewhat variable subsurface conditions that
partially differed from the mapped stratigraphy. In general, we encountered surficial materials,
including undocumented fill, overlying glacial till and advance outwash.
Surficial Materials and Fill: Topsoil thicknesses at the locations explored generally
ranged between about 6 and 15 inches. Based on our site reconnaissance and subsurface
explorations, the area north and west of the existing barn, including a steep slope with
vertical relief of about 12 feet, appears to consist of loose fill material including manure. In
the vicinity of the proposed pond, encountered about 3½ feet of silty sand with gravel and
scattered construction debris underlying the topsoil, which we interpret as fill material.
Weathered Soils: Underlying the topsoil, where encountered, we generally observed 1½
to 3 feet of tan to gray silty sand with variable amounts of gravel in a medium dense,
moist condition. We interpret these soils to be consistent with weathered glacial till and
weathered outwash soils.

Glacial Till: Underlying the topsoil and weathered soils, our explorations in the south
and east portions of the site (upland area) encountered gray silty sand with gravel in a
dense to very dense, moist condition. We interpret these soils to be consistent with
undisturbed glacial till.
Advance Outwash: Underlying the weathered soils in the north and west portion of the
site and the glacial till, our explorations encountered brown gravel soils in dense to very
dense condition. We interpret these dense gravelly soils as consistent with advance
outwash.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe.
We did not observe evidence of active or ongoing movement or slope instability at the time of
our site visit. No areas of mass wasting or landslide deposits are mapped at the site by the
geologic map or the Washington DNR Geologic Information Portal. No areas of active or
ongoing were observed on the site.
e. Describe the purpose, type, total area, and approximate quantities and total affected area of any
filling, excavation, and grading proposed. Indicate source of fill.
Approximately 69,000 cubic yards of cut and 93,000 cubic yards of fill material will be used to
prepare site for future development. Approximately 17,000 cubic yards of stripping material is
anticipated. Source of fill is unknown at this time but will be from an approved source.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
The soils mapped in the areas of proposed development are AgB, AgC, and AgD which have a
slight, moderate, and moderate to severe erosion hazards when exposed, respectively. The
AgD soil type is mapped underlying the northwest corner of the proposed development and
underlying the more steeply sloping portion of the site to the west of the proposed
development. In our opinion the potential erosion hazard can be mitigated by installing
conventional construction BMPs prior to beginning construction. Properly installed and
maintained BMPs should provide adequate erosion control for the disturbed areas of the site.
g. About what percent of the site will be covered with impervious surfaces after project construction
(for example, asphalt or buildings)?
Approximately 65 percent of the site will be impervious surface upon project completion.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
A stormwater pollution prevention plan will be prepared per City of Federal Way standards
and implemented during construction to control erosion impacts. A slope exhibit indicating
geologically hazardous areas has been prepared.

2. Air
a. What types of emissions to the air would result from the proposal during construction, operation,
and maintenance when the project is completed? If any, generally describe and give approximate
quantities if known.
During construction, emissions from construction equipment would be present. Upon project
completion, emissions from vehicular and truck traffic to and from the site would be present.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally
describe.
Emissions from vehicular traffic on area roadways could be present but would not be
anticipated to affect the project.
c. Proposed measures to reduce or control emissions or other impacts to air, if any:
Construction equipment will comply with emission standards. No other specific measures are
proposed.
3. Water
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site (including year-round
and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names.
If appropriate, state what stream or river it flows into.
No streams, saltwater, lakes, or ponds are located in the project vicinity. One Category III
wetland (“Wetland A”) is located on the western portion of the subject property that extends
offsite to the north. No other surface water exists on or in the immediate vicinity of the
subject property.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If
yes, please describe and attach available plans.
Yes. The development project will require work within 200 feet of the onsite wetland. No
direct wetland impacts will occur. Minor, administrative buffer averaging is proposed.
3) Estimate the amount of fill and dredge material that would be placed in or removed from surface
water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill
material.
None. No wetland or waterbody fill will occur.
4) Will the proposal require surface water withdrawals or diversions? Give general description,
purpose, and approximate quantities if known.
No surface water withdrawals or diversions are proposed.

5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan.
Per FIRM map panel 53033C1235, dated May 16, 1995, the site is not located in a 100-year
floodplain.
6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the
type of waste and anticipated volume of discharge.
No waste materials will be discharged to surface waters under this proposal.
b. Ground Water:
1) Will groundwater be withdrawn from a well for drinking water or other purposes? If so, give a
general description of the well, proposed uses and approximate quantities withdrawn from the
well. Will water be discharged to groundwater? Give general description, purpose, and
approximate quantities if known.
No water will be discharged to groundwater under this proposal.
2) Describe waste material that will be discharged into the ground from septic tanks or other sources,
if any (for example: domestic sewage; industrial, containing the following chemicals. . . ;
agricultural; etc.). Describe the general size of the system, the number of such systems, the
number of houses to be served (if applicable), or the number of animals or humans the system(s)
are expected to serve.
No waste materials will be discharged to the ground. All sanitary sewer effluent will be
collected and conveyed to Lakehaven Utility District’s sanitary sewer system via a new sewer
extension.
c. Water runoff (including stormwater):
1) Describe the source of runoff (including storm water) and method of collection and disposal, if
any (include quantities, if known). Where will this water flow? Will this water flow into other
waters? If so, describe.
The source of runoff will be stormwater from building rooftops and pavement areas. A portion
of the stormwater will be collected and conveyed via storm pipe and catch basins to a
wet/detention pond located on the southwest corner of the site for detention and water
quality treatment prior to discharging to the existing drainage along I-5. The remainder of the
stormwater will be routed into rock infiltration galleries.
2) Could waste materials enter ground or surface waters? If so, generally describe.
No waste material will enter ground or surface waters.

the development to reduce and control surface water impacts.

the site, if any:
Native vegetation will be preserved within Wetland A and the associated buffer area onsite.
Refer to Soundview Consultants LLC’s wetland assessment and tree retention plan documents.
e. List all noxious weeds and invasive species known to be on or near the site.
Noxious weeds observed on or near the site include Himalayan blackberry, Scotch broom, and
reed canarygrass.

The western portion of the site and associated habitat for common urban wildlife species will
not be impacted by the proposed development. No other specific measures are proposed.
e. List any invasive animal species known to be on or near the site.
No invasive animal species are known to be on or near the subject property.
6. Energy and Natural Resources
a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the
completed project's energy needs? Describe whether it will be used for heating, manufacturing,
etc.
Natural gas will be used for heating and electricity will be used for lighting and overall energy
needs.
b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally
describe.
It is not anticipated that the proposal would affect the use of solar energy by adjacent
property owners.

proposed measures to reduce or control energy impacts, if any:
The majority of the light fixtures will be LED type. The project will utilize high efficiency
furnaces and water heaters. All work will conform to the most recent adopted edition of the
Washington State Energy Code.
7. Environmental Health
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire
and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so,
describe.
None are known to exist to our knowledge.
1) Describe any known or possible contamination at the site from present or past uses.
There is no known contamination at the site.
2) Describe existing hazardous chemicals/conditions that might affect project development and
design. This includes underground hazardous liquid and gas transmission pipelines located
within the project area and in the vicinity.
None are known to exist to our knowledge. There is an existing underground gas line that
extends within the 32nd Avenue South right-of-way along the project’s east boundary.
3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during
the project's development or construction, or at any time during the operating life of the
project.
There will be no long term or operational storage of hazardous materials on site. During
construction we do not anticipate any product or practice that will produce environmental
hazards. Erosion control protections will be in place and carefully monitored.
4) Describe special emergency services that might be required.
Other than fire, medical and police services already available in the area, no special
emergency services are anticipated.
5) Proposed measures to reduce or control environmental health hazards, if any:
During construction and development safety work plans and personal protective
equipment will be utilized to prevent or mitigate the use of any (temporary)
environmental hazards. MSDS sheets will submitted for all solvents or mastics to be
utilized during construction. Excavations will have air quality monitoring to ensure worker
access to healthy air in trenches.

b. Noise
1) What types of noise exist in the area which may affect your project (for example: traffic,
equipment, operation, other)?
Noise from vehicular traffic in the area could be present but would not be anticipated to
affect the proposed project.
2) What types and levels of noise would be created by or associated with the project on a short-
term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what
hours noise would come from the site.
On a short-term basis, noise from construction equipment would be present from
approximately 7 am to 6 pm, Monday – Friday. On a long-term basis, noise from vehicular
traffic to and from the site would be present daily.
3) Proposed measures to reduce or control noise impacts, if any:
Construction equipment will meet noise ordinance requirements. The use of perimeter
landscaping will help to reduce and control noise impacts generated by the completed
development.
8. Land and Shoreline Use
a. What is the current use of the site and adjacent properties? Will the proposal affect current land
uses on nearby or adjacent properties? If so, describe.
The site contains vacant land and residential structures. I-5 is located to the west and South
320th Street is located south of the site. Vacant land and residential uses are located to the
east and north of the site.
b. Has the project site been used as working farmlands or working forest lands? If so, describe. How
much agricultural or forest land of long-term commercial significance will be converted to other
uses as a result of the proposal, if any? If resource lands have not been designated, how many
acres in farmland or forest land tax status will be converted to nonfarm or nonforest use?
The site has not been used as working farm or forest land to our knowledge.
1) Will the proposal affect or be affected by surrounding working farm or forest land normal
business operations, such as oversize equipment access, the application of pesticides, tilling,
and harvesting? If so, how:
There are no working farm or forest lands in the vicinity of the site.

The site is outside of the city boundaries however, an annexation is in process and the city is
assuming for review of this application that the site will be located in the BC – Community
Business zone.

“Wetland A” on the western portion of the subject property has been classified as a Category
III wetland by the City of Federal Way. Refer to Soundview Consultants LLC’s wetland
assessment for additional information. An area of slopes over 40 percent or greater is located
in approximately the southwest portion of the site. Refer to the revised Geotechnical Report
prepared by GeoResources for additional information.
i. Approximately how many people would reside or work in the completed project?
Approximately 45 persons will work at the completed facility
j. Approximately how many people would the completed project displace?
The project will remove four single family residential structures; three located in the southern
portion of the site and one located in the northeast corner of the site. If occupied, it would be
anticipated that approximately 8 to 16 persons could be displaced.
k. Proposed measures to avoid or reduce displacement impacts, if any:
No specific measures are proposed.
l. Proposed measures to ensure the proposal is compatible with existing and projected land uses and
plans, if any:
The site will comply with the BC zoning designation and City of Federal Way design standards.

Four single family residential structures will be removed. Based on King County Assessor

10. Aesthetics

Ridge of main building will be approximately 32 to 34-foot above finished floor. Principal

The project will incorporate City of Federal Way “design guidelines” to reduce the bulk of the
building, modulate and break up the facades and to provide composition of building materials
and overhangs to express the primary entry. Perimeter and parking lot landscaping will be
incorporated to soften the edges of the development per current zoning code requirements.

Glare from window glass could be present during the day. Light or glare from vehicular traffic
to and from the site and from lot lighting could be present at night.

It is not anticipated that light or glare from the proposed project would be a safety hazard.
c. What existing off-site sources of light or glare may affect your proposal?
Light from vehicular traffic on area roadways would be present but would not be anticipated
to affect the proposed project.
d. Proposed measures to reduce or control light and glare impacts, if any:
Lot lighting will be shielded and directed towards the project site and building glass will be
non-glare. No other specific measures are proposed.
12. Recreation
a. What designated and informal recreational opportunities are in the immediate vicinity?
There are no recreational opportunities in the immediate vicinity. The site is located in close
proximity to shopping, theaters and restaurants.
b. Would the proposed project displace any existing recreational uses? If so, describe.
No recreational uses will be displaced.
c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to
be provided by the project or applicant, if any:
No specific measures are proposed.
13. Historic and Cultural Preservation
a. Are there any buildings, structures, or sites, located on or near the site that are over 45 years old
listed in or eligible for listing in national, state, or local preservation registers ? If so, specifically
describe.
There are four single family structures on the 19.94 acre site likely greater than 45 years old
however, we are not aware that any of these structures are on the national, state or
preservation registers.

None are known to exist on the site to our knowledge, however, if any cultural artifacts are
discovered during project construction, the proper agencies will be contacted.
c. Describe the methods used to assess the potential impacts to cultural and historic resources on or
near the project site. Examples include consultation with tribes and the department of archeology
and historic preservation, archaeological surveys, historic maps, GIS data, etc.
No assessment has of yet been prepared for the site however, according to the Washington
Information System for Architectural and Archeological Records Data (WISAARD), there are no
cultural or historic resources on or near the site.
d. Proposed measures to avoid, minimize, or compensate for loss, changes to, and disturbance to
resources. Please include plans for the above and any permits that may be required.
No specific measures are proposed, however, if cultural artifacts are found on site during
construction, the proper agencies will be notified.
14. Transportation
a. Identify public streets and highways serving the site or affected geographic area and describe
proposed access to the existing street system. Show on site plans, if any.
The project is generally bound by I-5 to the west, South 320th Street to the south and 32nd
Avenue South to the east. Access to the site would be provided via two driveways on 32nd
Avenue South.
b. Is the site or affected geographic area currently served by public transit? If so, generally describe.
If not, what is the approximate distance to the nearest transit stop?
Yes, the site is currently served by public transit. King County Metro bus stops are located on
South 320th Street east of 32nd Avenue South.
c. How many additional parking spaces would the completed project or non-project proposal have?
How many would the project or proposal eliminate?
Approximately 90 parking stalls will be provided. No parking will be removed.
d. Will the proposal require any new or improvements to existing roads, streets, pedestrian, bicycle or
state transportation facilities, not including driveways? If so, generally describe (indicate whether

Yes, frontage road improvements will be completed on South 320th Street to include removal
and replacement of asphalt pavement utility relocations, ADA curb ramp and channelization

coordination with WSDOT as needed. 32nd Avenue South will be constructed per Type “K”
Street standards with 28-foot wide pavement, curb, gutter, sidewalk and landscape strip.
Right-of-way dedications as needed for 32nd Avenue South will be coordinated as necessary.
e. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or air
transportation? If so, generally describe.
No.
f. How many vehicular trips per day would be generated by the completed project or proposal? If
known, indicate when peak volumes would occur and what percentage of the volume would be
trucks (such as commercial and nonpassenger vehicles). What data or transportation models were
used to make these estimates?
Approximately 924 weekday daily trips with 69 occurring during the AM peak hour and 69
occurring during the PM peak hour. Please refer to the updated Traffic Impact Analysis for
additional information.
g. Will the proposal interfere with, affect or be affected by the movement of agricultural and forest
products on roads or streets in the area? If so, generally describe.
There are no farm or forest lands near the site to our knowledge.
h. Proposed measures to reduce or control transportation impacts, if any:
Proposed measures to reduce or control transportation impacts include the payment of
transportation impact fees as well as frontage improvements along South 320th Street and
32nd Avenue South. Improvements for 32nd Avenue South will be consistent with City of
Federal Way Type “K” Street standards. The payment of transportation impact fees will help
pay for capital improvements that are needed to serve new development.
15. Public Services
a. Would the project result in an increased need for public services (for example: fire protection,
police protection, public transit, health care, schools, other)? If so, generally describe.
The development will require additional public services including parking, frontage, water service
and stormwater.
b. Proposed measures to reduce or control direct impacts on public services, if any.
Construction of a new fire line service and new fire hydrants, payment of system development
charges, if applicable, roadway improvements and payment of traffic impact fees will reduce
impacts to public services.
