I have owned the property and lived here since 1991. Since the proposed development will directly affect my property along with other home owners in my same situation, in many ways, due to the proximity to the project, I for one, have questions and concerns regarding the project and would like answers to my questions. Originally, the notice the city sent out on 11/27/19 stated the public was promised a public meeting to address the questions and concerns they had. Please tell me when that meeting will happen? I assume, by that letter issued by the city, that the public meeting will happen before the final decision to allow the development to move forward is made. Questions: 1. Why is an environmental impact statement not been required for a property containing wetlands? During the 29 years I have lived here, there have been two formal proposed developments that were planned for this property. Both were halted and then discarded by developers due to the wetlands and development issues they create. The first proposal was for a residential project of 12 one acre lots with larger homes of 2,500 sq. ft. or larger to be built. The second project proposed for a complex of 400 apartment units. Both never occurred. I know this to be true because I was at a meeting with the city council regarding these issues, and attended one meeting in a court room that was televised. Original covenants and development options for the land were brought into play by local residents and helped to stop the projects in their tracks. Since then, other developments in and around the Federal Way area I'm sure have had to produce environmental impact statements around wetlands, and also include green belts and setbacks. I know this to be true because I was a licensed contractor for 25 years in Federal Way during the times of major residential expansion in and around the entire Federal Way area. Has there been a formal road study made to study and address the traffic issues that will increase on 304th? It is a well -traveled main link between Military Rd and Pacific Hi - way, and with a development of 67 houses, this will only add to the traffic congestion that already exists on a daily basis. Not to mention having to consider installing a traffic revision where 20th Ave meets 304th due to the visibility issues. A copy of the road and traffic study report must be provided for public review. 3. Has the Autobahn Society been contacted regarding the removal of habitat for the wild birds and animals on the property? I personally enjoy a variety of both wild birds and animals year round, as do my neighbors, and I was assured on a phone call by Ms. Chapin back in late January that contact with the Autobahn Society by the city would happen, and a report would be provided to the public before the development would begin. 4. What are the particulars of the building lot foot prints that border the existing property lines as shown on the plot plan of the development? Are there setbacks measured in feet? For example, 25 to 30 feet from property line to structure, or a green belt buffer between property line, and structures.? Will there be a greenbelt buffer between the development property line and the back of lots that border the property lines, and (specifically for purposes of my letter) lots #'s 1, 11, 12, 13, and 14 located off road B on the plat plan you provided? 5. Should the project receive final approval from the city, and move forward into the land clearing stage, will new permanent fencing be installed along the perimeter property line before any major land clearing or construction begins? What type of fencing is proposed, and How tall will the fence be? 6. What constitutes "open space" as stated in the notice of determination and where does it exist on the plat plan? 7. Will any of the forest remain? Please note, I have passed this letter along to my neighbors in the immediate areas who all will be affected by this development and encourage them to express their concerns, views and issues on the proposed development too.
