Remote Meeting
September 1, 2020 — 6:30 p.m.
1. CALL MEETING TO ORDER
Mayor Ferrell called the meeting held remotely to order at 6:34 p.m.
City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia
Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember Martin
Moore, and Councilmember Linda Kochmar.
City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney
2. PLEDGE OF ALLEGIANCE
Mayor Ferrell led the flag salute.
1 PRESENTATIONS
a. Proclamation: "Ukraine Day"
Mayor Ferrell read and virtually presented the proclamation to Honorary Consul General
Valeriy V. Goloborodko in recognition of the 29th Anniversary of Ukrainian Independence.
Mr. Goloborodko thanked the Mayor and Council on behalf of the Ukrainian community
noting the importance of being welcomed by your community.
b. Certificate of Recognition to Sandy Sandoval for Outstanding Community Clean -Up Efforts
Mayor Ferrell introduced citizen Frank Young who wrote to Mayor Ferrell regarding Mr.
Sandy Sandoval's service. Mr. Young shared his observations and expressed gratitude for
his service. Mayor Ferrell also thanked Mr. Sandoval for his outstanding service and good
citizenship. Mr. Sandoval shared his inspiration was to help others who are also serving
the city and hopes others will do the same.
c. Proclamation: "Constitution Week" — September 17-23
Council President Honda read and virtually presented the Constitution Week Proclamation
to Sally Jarvis, Chair of the Lakota Chapter of the National Society of the Daughters of the
American Revolution NSDAR). Ms. Jarvis thanked the Mayor and Council for the
presentation and is grateful to celebrate and honor of our county.

d. Proclamation: National Recovery Month — September 2020
Councilmember Tran read and virtually presented the proclamation to Jamie Lee, LICSW
for King County Behavioral Health and Recovery Division. Ms. Lee thanked the Mayor and
Council for their leadership and support.
e. Update on Request for Proposal (RFP) Process for City Joint Use Operations Facility
Public Works Director EJ Walsh provided an update regarding the City Joint Use
Operations Facility. He shared a request for a proposal was been issued and staff is
beginning to review the proposals. The proposal included a needs assessment for sizing
to compare other facilities in similarly sized cities; performing a property search for
potential locations; and looking at identifying 3 additional sites including city owned
properties. Staff received twelve responses and the top three firms will be interviewed.
The anticipated timeframe for this project returning before Council is early 2021.
Council President Honda thanked Director Walsh for the information and requested
ongoing updates as Council has received a lot feedback from citizens.
f. Mayor's Emerging Issues and Report
Re -Installation of the 320th Flag Pole — Tonight!
Mayor Ferrell was pleased to announce the re -installation of the flag pole on South
320th Street. He expressed excitement the flag will again fly after a newly fabricated
pole was installed after damage caused by an auto accident. He indicated the city is
seeking reimbursement from the individual that hit the flag pole: the case is still
pending with Federal Way Municipal Court.
City Financial Update & 2021-2022 Biennial Budget Meetings -
-- Finance Director Ade Ariwoola -presented on the current -financial --state of the -City
and the upcoming budget process and meetings. He noted although there are
challenges coming our way, Federal Way is in a better situation than most cities.
Litter Removal Event
Mayor Ferrell announced the Litter Removal Event scheduled for Saturday,
September 12. He announced a 9:00 a.m. check in at the Performing Arts and Event
Center (PAEC) parking lot. He has partnered with the City Council and they have been
working since May to make this event a possibility while adhering to social distancing
requirements.
Drive -In Movie;Night at the PAEC
Mayor Ferrell shared the upcoming drive-in movie at the PAEC will be Aladdin and
is scheduled for Saturday, September 12.
2021-2022 Biennial Budget Meetings —
Finance Director Ade Ariwoola covered this information under the financial report.

g. Council Committee Reports
Parks/Recreation/Human Services/Public Safety Committee (PRHSPS) — Chair Kochmar
remarked on an ongoing trend of people being interested in relocating to Federal Way as
telecommuting becomes more of an accepted option. The next committee meeting is
scheduled for September 8 at 5:00 p.m.
Land Use/Transportation Committee (LUTC) — Chair Baruso announced the upcoming
committee meeting scheduled for September 14.
Finance, Economic Development Regional Affairs Committee (FEDRAC) — Chair Tran
explained the committee met August 25 and approved many items that are on the consent
agenda. The next meeting is scheduled for September 22.
Lodging Tax Advisory Committee (LTAC) — Chair Assefa-Dawson reported no meeting
was held last month and thanked Economic Development Director Tim Johnson for his
work. She announced the next meeting is scheduled for September 9.
Regional Committees Report (PIC) — Councilmember Moore provided no report as no
meeting was held in August.
Council President Report— Council President Honda indicated there has been a response
posted on the City Council's Facebook page in response to the concerns about the public
works maintenance yard. She spoke about the council appointment process and thanked
those who applied. She shared the Diversity Commission hosted a virtual Flavor of
Federal Way which included restaurants providing Flavor of Federal Way specials.
4. CITIZEN COMMENT
Lyn Idahosa voiced concerns over recent overtime expenditures within the Police Department. Ms.
Idahosa would like to see more opportunity for the public to be involved in the upcoming budget
meetings.
Bernadine Lund shared her support for agenda item 7e, the Lease of Old Target Parking Lot to Fred
Hutchinson Cancer Research Center. She also spoke regarding a concern filed with the Government
Accountability Office regarding the FAA.
Tirzah Idahosa voiced her concern regarding Police overtime in relation to the police responding to
protests in Seattle.
Sai Samineni expressed excitement regarding the strong interest in the vacant council position. Ms.
Samineni also voiced budget concerns stating that she feels the Police Departments overtime budget
should not be used to provide aid to other law enforcement agencies.
The City Clerk read a letter from Mary Ehlis regarding the Operations and Maintenance (O&M) Facility.

6. PUBLIC HEARING
a. Second Amendment to the 2019 CDBG Annual Action Plan
Mayor Ferrell opened the public hearing at 8:36 p.m.
Community Services Manager Sarah Bridgeford overviewed the funding allotment and
adjusted requirements for the spending of CDBG funds in 2019-2020; namely the services
cap has been removed for funds being used to prevent, prepare for, and respond to COVID-
19. Additionally funds must support low and moderate -income residents. She reviewed the
current status of rent delinquency in the area and shared Federal Way residents account for
as much as $5 to 10 million due in rent arrears.
On August 17, 2020 the Human Services unanimously voted to recommend an additional
$300,000 allocation of funding to the CDBG fund by reallocating existing funds. This
reallocation would be put towards the Multi -Service Center's rental assistance program in
response to COVID-19 rental issues.
No public comment was received.

AMENDMENT TO THE 2019 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL
ACTION PLAN AND AUTHORIZE THE MAYOR TO EXECUTE ALL NECESSARY DOCUMENTS
TO IMPLEMENT THE PLAN AND THE CORRESPONDING FUNDING AGREEMENTS WITH THE
U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND SUBRECIPIENTS;
COUNCILMEMBER BARUSO SECOND.
Councilmember Moore indicated he supports this measure but as he is on the Board of
Directors for the Multi -Service Center (MSC) he is recusing himself.

e. Lease of Old Target Parking Lot to Fred Hutchinson Cancer Research Center
Autumn Gressett, Community Relations Liaison for the PAEC, provided information on Fred
Hutchinson/ UW Vaccine trials indicating their desire to expand COVID-19 research to areas
beyond Seattle. The proposed lease is $1,000 per month with an anticipated timeline of one
year or less.
Council asked about the viability of parking at the Performing Arts and Event Centerwhile they
are located in the parking lot as well as what services would be provided.
Ms. Gressett responded the use will not be full time and the PAEC will still have access to
parking on evenings and weekends. Anticipated actions for the trials include education,
screening, vaccination visits, and checkup appointments.
When asked about power and water, Ms. Gressett indicated the tenants will work directly with
Puget Sound Energy and Lakehaven Utility District to address those needs.

Finance Director Ade Ariwoola indicated this is a house keeping issue as the
state used to allow the city to have advance travel fund. No one has used it
since 2015 and once the account is closed the minimal amount will go back
into the general account.

Councilmember Baruso thanked Mr. Sandoval and like-minded citizens who help keep our city going.
He reminded citizens to clear the fallen leaves from the storm drains. He also thanked the Diversity
Commission for a successful Flavor of Federal Way.
Councilmember Tran shared he has the shingles and encouraged anyone over 50 years of age to get
the vaccine as it is very painful.

Councilmember Moore was grateful to witness the Ukraine Day proclamation and to see the
engagement of the public in the community. He wished the students and teachers the best of luck
with their new school year.
Councilmember Kochmar provided no report but added to Councilmember Tran's advice sharing the
flu and pneumonia vaccines are recommended by her nurse friends.
Council President Honda shared it will be a particularly challenging school year for families and
students. She encouraged helping families and school staff as you are able and to wear masks if you
are able.
