Purpose of Checklist
Governmental agencies use this checklist.to help determine whether the environmental impacts of your
proposal are significant.This information is also helpful to determine if available avoidance,minimization
or compensatory mitigation measures will address the probable significant impacts or if an environmental
impact statement will be prepared to further analyze the proposal.

Grading and filling will occur under the porposed building. Grading will also occur for for an
above ground stormwater pond.

With any clearing and grading actions there is always the potential for erosion. The
implementation of applicable erosion control BMPs will limit the potential for erosion.

be in-place until on-site construction operations have concluded and the site is fully stabilized.

Normal amounts of emissions will result from the operations of equipment during construction
Best management practices will be continually employed to minimize dust and emissions.

b. Ground Water:

Will water be discharged to groundwater?Give general description,purpose,and approximate
quantities if known.
No ground water will be withdrawn. We are currently evaluating the potential of an injection
well to infiltrate clean stormwater runoff.
2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if
any(for example: domestic sewage;industrial,containing the following chemicals. . . ;agricultural;
etc.). Describe the general size of the system,the number of such systems,the number of houses to
be served(if applicable),or the number of animals or humans the system(s)are expected to serve.
The project does not create any waste materials other than what is discharged directly
into the sanitary sewer system.
c. Water runoff(including stormwater):
1) Describe the source of runoff(including storm water)and method of collection and disposal,if any
include quantities,if known). Where will this water flow?Will this water flow into other waters?If
so,describe.
Stormwater runoff from all proposed hard surfaces(roofs and pavements)will be collected and tightlined to an underground detention system to
reduce the peak flows from the project site.Prior to discharge,stormwater will be treated to meet current federal way water quality standards.
After treatment stormwater will be either conveyed to the municipal drainage system or infiltrated into the substrate soils.
2) Could waste materials enter ground or surface waters?If so,generally describe.
With the correct BMPs in place,there is minimal potential for waste from equipment storage and use,eroding soil,or other wastes generated
during construction activities to enter either ground or surface waters.However,common pollutants from parked vehicles may collect on
impervious surfaces and be washed into the storm drainage system.Common pesticides and nutrients from landscaping areas may also
enter the storm drainage system,but these will be treated with the proposed on-site treatment systems.
3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site?If so,describe.
No.
d.Proposed measures to reduce or control surface,ground,and runoff water,and drainage pattern
impacts,if any:
All required storm water will be collected to provide for a clean approved release. Stormwater
quality mitigation efforts will include the use of sand filters or other approved BMPs. Quantity
control will be provided by either a detention pond or underground injection control. Temporary
BMP's during construction may include silt fences and other BMP's may be employed.

The site will be appropriately landscaped with native materials to the greatest extent possible and
per requested regulations.A good majority of the existing vegetation will be left in its natural state. New
landscaping throughout the project will be drought tolerant landscaping.

Observed invasives: Himalayan blackberry(Rubus armeniacus), English ivy(Hedera helix),

The facilities are designed to meet the Washington State Energy Code. Fixtures used will be

The building is fully alarmed, sprinkled, and equipped with devices to monitor and report
hazards that might occur. The operations policies will prepare for any event allowing a quick
response as the needs arise.

Traffic will create normal transportation noise but not be a significant impact to the function
of the facility.
2) What types and levels of noise would be created by or associated with the project on a short-
term or a long-term basis(for example:traffic,construction,operation,other)?Indicate what
hours noise would come from the site.
Temporary increase in noise from construction equipment will raise noise levels during construction.
The completed project will not affect noise levels, since traffic volumes will not be increased as a result
of this project. There will not be a long-term increase in noise resulting from this project beyond the
normal urban business activity in core area.
3) Proposed measures to reduce or control noise impacts,if any:
Other than the required perimeter landcaping being provided, no noise reductions are
being considered.
8. Land and Shoreline Use
a. What is the current use of the site and adjacent properties?Will the proposal affect

The current use of the site is Church and Religious Services. The proposal will not affect current land uses
as the use will not be changing.

ministry building, and two modular buildings, 1,084 SF and 1,792 SF.

Yes,the 7,806 SF building will be demolished. The two smaller modular buildings will be removed from the
site.

The current zone is RS9.6

uses and plans, if any:
Architecturally, the building will comply with the City's Community Design Guidelines. Functionally,
the Church will continue to provide a much needed use to the surrounding high density residences.
The Church will continue its partneship with the School District to ensure fire and life safety measurements
are met for both parties.
m. Proposed measures to reduce or control impacts to agricultural and forest lands of long-term
commercial significance, if any:
None needed.
9. Housing

32'-0" is the tallest height of any portion of the proposed structure. Fiberglass reinforced concrete panels,
structural CMU and CMU veneer are the proposed exterior building finishes to match the existing building.

No views would be altered or obstructeted by the project.
c. Proposed measures to reduce or control aesthetic impacts, if any:
Building modulation as required by the Community Design Guidelines and strategically designed
landscaping will help to regulate any impacts from the proposal to the neighboring properties.
11. Light and Glare
a. What type of light or glare will the proposal produce?What time of day would it mainly occur?
LED wallpaks will be used for property security after dusk until dawn.
b. Could light or glare from the finished project be a safety hazard or interfere with views?

LED wallpaks will be sheilded and photocell controlled so that unnecessary lighting will not occur.

Marine Hills Pool is to the west, Sacajawea Parks are to the east, and many shopping
opportunities along Pacific Highway to the east.

The site is accessed to the south directly from South Dash Point Road.

The site is not directly served by public transit. However, there are bus stops along Pacific
Highway near the Dash Point intersection.

There will be no additional spaces. 30 spaces will be eliminated.

A Traffic Impact Analysis by Heath &Associates indicate that a left turn is warranted at the mid
entrance, Sacajawea Middle School.

Sunday Peak Hour trips are approximately 104 (50 inbound/54 outbound)are estimated using
modified ITE rates. See Section 4.1 of the Traffic Impact Analysis report.

There are three vehicles that are used for the transportation of Church Members who are limitted
in trasnsportation. There are two 15 passenger vans and one shuttle.
