TENW SUBJECT: Traffic Impact Analysis for the proposed IRG Warehouse B – Federal Way TENW Project #5219 This memorandum summarizes the traffic impact analysis conducted for the proposed IRG Warehouse B industrial development. This document includes a project description, trip generation estimate, trip distribution and assignment, traffic volumes, and Level of Service analyses at the adjacent intersections. Project Description The project site is located on the west side of Weyerhaeuser Way S, north of SR-18, and south of the proposed IRG Warehouse A development. A vicinity map of the surrounding area is shown in Figure 1. The project includes the development of up to 215,365 square feet of warehouse building area on a site that is currently vacant. Vehicle access is proposed at five locations; four via the existing Loop Road that connects to Weyerhaeuser Way S to the north and a shared access with Warehouse A on Weyerhaeuser Way S via a new driveway aligned with S 341st Street, which is a private drive. The driveways on the Loop Road will serve passenger cars only, and the access on Weyerhaeuser Way S will serve both passenger cars and trucks; all trucks will use the shared access driveway on Weyerhaeuser Way S. Project buildout is expected in 2018. A preliminary site plan concept is shown in Figure 2. Trip Generation The trip generation estimate for the proposed IRG Warehouse B industrial development was based methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual 9th edition for LUC 150 (Warehousing). Table 1 summarizes the total trip generation estimate. A detailed trip generation calculation can be found in Attachment A. Traffic Volumes Weekday AM and PM peak hour traffic volumes at the six study intersection were conducted in 2016 and 2017. The existing count data sheets are included in Attachment B. Consistent with other projects in the area, a 4 percent growth rate was applied to the 2016 counts to estimate 2017 existing volumes. The existing AM and PM peak hour traffic volumes at the study intersections are shown in Figure 3 and Figure 4. It should be noted that westbound left-turns from the S 341st Street private driveway (intersection #4) onto Weyerhaeuser Way S are not permitted based on existing signage and striping that indicates „right turn only,‰ however some vehicles currently make this turn illegally. Based on the existing traffic counts, there were 3 westbound left turning vehicles during the AM peak hour and 23 vehicles during the PM peak hour. For the level of service (LOS) analysis, these vehicles were re-assigned as westbound right-turning vehicles onto Weyerhaeuser Way S to the north and as legal U-turns at the Weyerhaeuser Way S / 33rd Place S existing roundabout. The existing northbound U-turns on Weyerhaeuser Way S at the S 341st Street private driveway were also re-assigned as northbound U-turns at the Weyerhaeuser Way S / 33rd Place S existing roundabout. The southbound U-turns on Weyerhaeuser Way S were included in the southbound left-turn volume. Project-generated traffic for Warehouse B at the adjacent study intersections and site access locations was assigned based on existing and anticipated travel patterns in the vicinity area. The distribution of non-truck project trips generated by the proposed IRG Warehouse B industrial development was based on EMME/2 traffic model distribution plots (provided by the City) consistent with the IRG Warehouse A analysis. All truck trips were assigned at the site driveway on Weyerhaeuser Way S where trucks are expected to and from the south on Weyerhaeuser Way S using the SR-18 interchange. The assignment of AM and PM peak hour trips generated by the proposed IRG Warehouse B industrial development at the six study intersections is shown graphically in Figure 5 and Figure 6. The EMME/2 traffic model distribution plots are included in Attachment C. Future 2018 traffic volumes at the study intersections were estimated by applying a 4 percent annual growth rate to the existing counts to estimate future year 2018 AM and PM peak hour traffic volumes without the project. In addition to the background growth rate, trips from the following developments were included in the future baseline traffic volumes: · IRG Warehouse A · Office buildings on the east side of Weyerhaeuser Way S (assuming full occupancy) Future without-project traffic volumes during the AM and PM peak hours are shown in Figure 7 and Figure 8. Future AM and PM peak hour traffic volumes with the IRG Warehouse B industrial development were derived by adding the project trip assignment (shown in Figure 5 and Figure 6) at the study intersections to the without- project traffic volumes (shown in Figure 7 and Figure 8). Figure 9 and Figure 10 illustrates the future AM and PM peak hour with-project traffic volumes. The LOS methodology is described in Attachment D. The Synchro Version 10 software package was used to determine LOS results for stop controlled and signalized intersections. The Sidra 6.1 software was used to determine LOS results at the roundabouts. Tables 2 and 3 summarize the AM and PM peak hour LOS analysis results at the study intersections. The detailed LOS calculation sheets are included in Attachment D. Heavy vehicle percentages were adjusted to account for the anticipated increase in truck trips from the proposed IRG Warehouse A and Warehouse B developments at the shared site access driveway. As shown in Tables 2 and 3, all study intersections are anticipated to operate at acceptable levels (LOS D or better) in 2018 with the proposed IRG Warehouse B industrial development during both the AM and PM peak hours. Additionally, all v/c ratios are anticipated to be less than 1.2 for all lane groups at signalized intersections, and less than 1.0 for all movements at unsignalized intersections, meeting City standards. SR-18 is classified as a WSDOT Highway of Statewide Significance (HSS) and has an established LOS standard of LOS D. The SR-18 ramp study intersections are anticipated to operate at LOS D or better in 2018 with the proposed IRG Warehouse B industrial development during both the AM and PM peak hours. Traffic Impact Analysis IRG Warehouse B TENW September 1, 2017 Page 15 Queue Analysis Future weekday AM and PM queuing analyses with the proposed IRG Warehouse B industrial development were conducted along Weyerhaeuser Way S at the SR-18 ramp intersections and at the proposed shared site access location aligned with the S 341st Street private drive. An average of five SimTraffic simulations were used as requested by the City and WSDOT. A summary of the analysis results is shown below in Table 4. As shown in Table 4, all turning movements at the site access location on Weyerhaeuser Way S are anticipated to have a 95th-percentile queue of no more than 100 feet during the AM and PM peak hours with exception of the eastbound right-turn during the PM peak hour which is anticipated to be 175 feet. It should also be noted that all inbound truck traffic will use the northbound left-turn lane into the site at the site access location on Weyerhaeuser Way S. It is recommended that the northbound left-turn lane be striped for a 100-foot turn lane with a 140-foot opening. LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported for signalized intersections represents the average control delay (sec/veh) and can be reported for the overall intersection, for each approach, and for each lane group (additional v/c ratio criteria apply to lane group LOS only). The LOS reported at stop-controlled intersections is based on the average control delay and can be reported for each controlled minor approach, controlled minor lane group, and controlled major-street movement (and for the overall intersection at all-way stop controlled intersections. Additional v/c ratio criteria apply to lane group or movement LOS only). Table D1 outlines the current HCM 6th Edition LOS criteria for signalized and stop-controlled intersections based on these methodologies.
