2021-2022 Biennial Budget Study Session
Remote Meeting
September 24, 2020 — 5:00 p.m.
1. CALL MEETING TO ORDER
Mayor Ferrell called the meeting held remotely to order at 5:00 p.m.
City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia
Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember Martin
Moore, and Councilmember Linda Kochmar.
City staff in attendance: City Attorney Ryan Call and Deputy City Clerk Jennifer Marshall.
2. PLEDGE OF ALLEGIANCE
Mayor Ferrell led the flag salute.
3. BUDGET PRESENTATIONS
a. Department Presentations:
• Municipal Court budget was presented by Judge David Larson.
• Law Department budget was presented by City Attorney Ryan Call.
• Police Department budget presented in Police Chief Andy Hwang.
At 7:36 p.m. Mayor Ferrell announced the Council would be taking a brief recess. Mayor
Ferrell resumed the meeting at 7:50 p.m.
Community Development Department budget was presented by
Director Brian Davis.
• Information Technologies Department budget was presented by
Director Thomas Fichtner.
Council President Honda and Councilmembers thanked staff for their presentations and
also asked clarifying questions throughout the meeting.

4. CITIZEN COMMENT
No citizen comment was received.
5. ADJOURNMENT
There being nothing further on the agenda; the special meeting was adjourned at 9:43 p.m.
