The subject site is located on 6th Avenue Southwest in the City of Federal Way, Washington. mostly rectangular in shape and measures approximately 150 feet in width, east to west, by 290 feet in length, north to south, and encompasses 1.08 acres. The site is currently developed with a single-family residence onsite. The proposed project includes subdividing the parcel into a total of 3 lots. Access to the parcels will be by way of 6th Avenue Southwest a private road. Pre-Developed Site Conditions The subject site is located on Military Road South in the City of Federal Way, Washington. The site is mostly rectangular in shape and measures approximately 150 feet in width, east to west, by 290 feet in length, north to south, and encompasses 1.08 acres. The site is currently developed with a single-family residence onsite. Total topographic relief across the parcel is approximately 12 feet. The property is bounded by residential properties to the west, east and south and by a regional stormwater facility to the north. See Figure 3 – Existing Site Conditions. Post-Developed Conditions Based on our conversations with the owner and our review of the provided site plan, it is our understanding that the proposed development will include the future construction of 2 single family residences, one on each of the newly created lots. It is assumed that each residence will measure approximately 3,000 sqft in roof area with approximately 1,000 sqft of driveway area. Access to the lots March 16, 2020 18-217 Horner.TIR.docx Page 3 will be by way of a private shared access road, with curb gutter and sidewalk along the proposed development frontage. Private road and sidewalk improvement impervious areas will include a total of 2,600sqft of road widening and 880sqft of new sidewalk for a total added area of 3,480sqft. Including the future residences the proposed development will result in more than 10,000 sqft of total area since 2000. Stormwater runoff from the roofs of the structures will be tightlined to individual infiltration trenches located on each of the lots. Stormwater runoff from the proposed driveway areas will be infiltrated through the use of porous surfacing. The private access road will be routed to an on-site Bio- Retention pond. It is understood that each proposed lot is to retain, replace, or augment tree coverage as part of the building permit approval for each lot. Site Soils Our office has prepared a geotechnical reported dated March 16, 2020. Based on the results of our investigation, the site soils are capable of supporting a minimum long-term design infiltration rate of 7 inches/hour. SECTION 2 – CONDITIONS AND REQUIREMENTS SUMMARY Per the FEMA Flood Map no portion of the site is located within a 100-year flood plain. According to the SWMM the site should be subject to “Full Drainage Review”. The site will disturb more than 7,000 sqft of area and will add than 10,000 sqft of new impervious area since 2001. It is assumed that full infiltration will be necessary to comply with City of Federal Way requirements. Surface Water Design Manual Minimum Core Requirements: Core Requirement 1. Discharge at the natural location: The site currently drains to the north leaving as sheet flow through the property where it is intercepted by the regional drainage facility. Core Requirement 2. Off-Site Analysis: An Off-Site Analysis is included in Section 3 of this report. The analysis includes site inspection and research as required to meet the requirements of a “Level 1” off-site analysis. Core Requirement 3. Flow Control: The project lies within the Conservation Flow Control area. Flow Control is provided through full infiltration for each lot, specifically for the added roof impervious area through the use of infiltration trenches. Water runoff from the driveway will be infiltrated through porous surfacing. Core Requirement 4. Conveyance System: A detailed conveyance analysis is included in Section 4 of this report. Core Requirement 5. Temporary Erosion & Sediment Control: Basic erosion control measures have been shown on the attached plans with a more detailed explanation given in Section 8 of this report. Core Requirement 6. Maintenance & Operation: An operation and maintenance manual has been included as part of this report. March 16, 2020 18-217 Horner.TIR.docx Page 4 Core Requirement 7. Financial Guarantees & Liability: A bond will be required for construction of the private road and proposed infrastructure. Core Requirement 8. Water Quality: The project would be required to meet the “Enhanced Basic” water quality menu. The total amount of added impervious area is less than 5,000 sqft of pollution generating impervious surface. Therefore, this requirement is not applicable. King County Surface Water Design Manual Special Requirements: Per the FEMA Flood Map no portion of the site is located within the 100 year flood plain. Wetlands are not mapped on the site; therefore, no development is proposed within any wetland buffer. SECTION 3 – LEVEL “1” OFFSITE ANALYSIS Task 1. Study Area Definition and Maps The site is located within the Hylebos Creek drainage basin. Site topography is generally sloping downward from south to north at grades of approximately 5 to 10 percent. There is limited off-site drainage into the subject, with no defined drainage channels entering the developed areas. Drainage leaves the site as sheet flow and enters the adjacent City owned property that includes the drainage pond for the plat of Bellacarino Woods. We did not observe any defined drainage course leaving the property or entering the adjacent property, see Figure 6: Basin Map for additional information. Task 2. Resource Review The following is a summary of the resources reviewed to identify any potential sensitive areas within, adjacent to and downstream of the proposed site. • Wetlands: iMap mapping shows no wetlands located within the site area. • Streams and 100-year Floodplains: No streams or floodplains are mapped on or within 300 feet of the property. • Erosion Hazard Areas: iMap mapping shows no erosion hazard areas on or near the property. • Landslide Hazard Areas: iMap mapping shows no landslide hazard on or near the property. • Seismic Hazard Areas: iMap mapping shows that no Seismic hazard areas exist on the property. • Drainage Complaints: iMap mapping shows one drainage complaint in the immediate area of the property related to construction activity dating back to 1990. See Figures for maps. Task 3. Field Inspection Level 1 Inspection: 1. Investigate any problems reported or observed during the resource review. No problems were identified within the resource review. 2. Locate all existing/potential constrictions or lack of capacity in the existing drainage system. Properties outside of the subdivision appeared to maintain their stormwater on site. The road system is gently sloped and there was no evidence of overtopping or other capacity issues. 3. Identify all existing/potential downstream drainage problems as defined in Section 1.2.2.1. No significant drainage problems were noted on and around the site. March 16, 2020 18-217 Horner.TIR.docx Page 5 4. Identify existing/potential overtopping, scouring, bank sloughing, or sedimentation. No evidence was observed of these issues. 5. Identify significant destruction of aquatic habitat or organisms. None noted. 6. Collect qualitative data on features such as land use, impervious surfaces, topography, and soil types. The site and surrounding areas generally consists of medium to high density residential properties. There was little evidence of concentrated drainage systems outside of what was developed for the road and plat drainage systems. 7. Collect information on pipe sizes, channel characteristics, drainage structures, and relevant critical areas (e.g., wetlands, streams, steep slopes). No pipes or culverts noted on site. There are no wetlands on the site, there are no steep slopes located on the site. 8. Verify tributary basins delineated in Task 1. The attached Figure 7 Basin Study Area accurately reflects the basin areas based on our field observations. 9. Contact neighboring property owners or residents in the area about past or existing drainage problems, and describe these in the report (optional). Not done. 10. Note the date and weather conditions at the time of the inspection. The inspection was performed in the afternoon of October 30, 2018. The weather was dry and warm. SECTION 4 – FLOW CONTROL AND WATER QUALITY ANALYSIS AND DESIGN The proposed drainage will be maintained on site using full infiltration per the 2016 King County Stormwater Management Manual (SWMM) as adopted by the City of Federal Way. As such we are proposing to apply full infiltration to the individual lots and associated roof areas whil e driveway areas will utilize permeable surfacing. On-site public road areas will be collected and tightlined to an on-site bio-retention facility. To meet the full infiltration criteria for the proposed residences 20 linear feet of trench will be installed for every 1,000 sqft of roof area. For design purposes, we have assumed an average roof area of 3,000 sqft on each lot which will require a 60-foot trench. The private road and sidewalk/driveway areas include a total of 3,480 sqft of new impervious area which will be collected by a catchbasins and pipe and conveyed to the bio-retention cell. Since the total impervious area drainage to the cell is 3,480sqft the minimum top surface area will be 5% of 3,480sqft or 174sqft. We are showing a bio-retention cell with a top area of approximately 300sqft thereby meeting this requirement. Verification of the cell is provided in the attached WWHM calculations that show 100 percent infiltration of the proposed impervious area. Although water quality is strictly not required, it is worth noting that by infiltrating 100percent of the runoff through the bio-retention cell, water quality requirements are implicitly being met. Offsite Analysis The stormwater from the site flows to the north and into the adjacent property containing the stormwater facility for the plat of Bellacarino Woods. The facility appears to be a large retention pond and as such has no outlet outside of the emergency overflow for the pond. March 16, 2020 18-217 Horner.TIR.docx Page 6 SECTION 5 – CONVEYANCE SYSTEM ANALYSIS AND DESIGN As previously mentioned, the road will be conveyed to a catchbasin within the site, and tightlined through an 8-inch pipe to the bio-retention facility. Roof drainage will be fully infiltrated at a design specification of 20 linear feet per every 1,000 sqft of roof space equating to approximately 60 linear feet in total per trench, per lot. A 4-inch PVC pipe at a slope of 0.02 ft/ft has a capacity of 0.32 cfs while the 6-inch line has a capacity of 0.66 cfs. Given that the maximum tributary area to one line will be a maximum of 3,000 sqft or 0.069 acres, using the rational method as found in the KCSWDM the 100 year peak flow is (0.9)x(0.069)x(4.5)x(0.95) = 0.27 cfs (C, A, Pr, and Ir respectively) therefore the pipe is adequately sized to meet or exceed the expected peak flows from the proposed impervious area. SECTION 6 – SPECIAL REPORTS AND STUDIES. None noted. SECTION 7 – OTHER PERMITS A Building Permit, SEPA, site development permit and other utility permits are anticipated for this project. SECTION 8 – CSWPPP ANALYSIS AND DESIGN Typical erosion control measures have been shown on the provided plans. Given the limited amount of area to be worked at any given time and the near surface soils, the chance of erosion from leaving the site is minimal. While we have shown a silt fence along the down slope portions of the clearing limi ts, it is our opinion that little surface runoff will leave the site uncontrolled and that this will be adequate erosion protection for the site. Surface areas that are cleared are expected to be seeded or landscaped shortly after they have been cleared further minimizing the chance for erosion. In our opinion the plans as prepared are adequate for a project of this nature. Since this project is related to a single-family residential construction project the proposed erosion control measures are adequate for the project scope and size, see referenced plans for details. Specifically the 12 elements have been addressed as follows; 1. Mark Clearing Limits: The clearing limits have been clearly shown on the engineered plan sheet C-1 2. Establish Construction Access: The construction access will be stablished at the proposed entrance to the plat. 3. Control Flow Rates: This will be accomplished through the provided erosion control plan and the permanent drainage system. 4. Install Sediment Controls: The provided plans will include the location and appropriate notes and details for a Silt Fence BMP C233, Construction Entrance BMP C105, Mulching C121 and other erosion control methods. 5. Stabilize Soils: The limited amount of site disturbance and the nature of the project as a residence limit the opportunity for exposed soils. Temporary site stabilization will include mulching, with final site stabilization including amended soils, permanent landscaping, and driveway surfacing. BMPs to be used will include but not necessarily be limited to C120: Temporary and Permanent Seeding, C121: Mulching, C123: Plastic Covering, C124: Sodding, and C125 Topsoiling. 6. Protect Slopes: No steep slopes (greater than 40 percent) will be disturbed on the site. March 16, 2020 18-217 Horner.TIR.docx Page 7 7. Protect Drain Inlets: Catchbasin locations will be protected until after construction. 8. Stabilize Channels and Outlets: This is not applicable to this project. 9. Control Pollutants: This is a single-family residential project, it is expected that there will be limited opportunity for construction pollution to be present on site. Contractors will be required to follow standard procedures concerning site cleanup, material storage etc. 10. Control Dewatering: This is not expected to be required for this project. 11. Maintain BMPs: It will be the owners and contractors’ responsibility to maintain the installed BMPs and to maintain a clean and safe work site. Appropriate notes and details are included on the referenced plan sheets. 12. Manage the Project: It will be the owners and contractors’ responsibility to manage the project. Again, due to the limited amount of clearing and nature of the project, it is expected that a minimal amount of effort will be required to manage the site construction stormwater. SECTION 9 – BOND QUANTITIES, FACILITY SUMMARIES, AND DECLARATION OF COVENANT It is anticipated that a Performance bond and Maintenance bond will be require for the public improvements related to this project.
