10-20-2020 Collective Bargaining CBACity Council Meeting October 20, 2020 PSSA Composition Represents non-management police support service personnel in the following positions: Customer Service Specialist Records Specialist Administrative Assistant 1 Property/Evidence Tech. Animal Services Officer Public Records Coordinator CALEA/Volunteer Coordinator Quartermaster Transport Officer Crime Analyst/Prevention Program Coordinator 2 Background Last CBA expired December 31, 2019. Negotiations were paused when Class and Compensation study was started. Union proposed a “roll-over” contract covering Jan 1, 2020 to December 31, 2021 in order to get employees paid an expected COLA for 2020 and to allow the City time to come up with a plan to address the contents of the upcoming Class and Compensation study. 3 Wages 2% wage increase retroactive to 1/1/2020 3% wage increase effective 1/1/2021 Same COLA as non-represented employees for 2020 and Mayor’s proposed COLA for 2021 for non-represented employees Total Increase for 2020-21: $94,217 Total cost of these employees with increase from this COLA, is $1,918,970 for the term of this contract. 4 Mayor’s Recommendation Approve the 2020-2021 Collective Bargaining Agreement with PSSA. 5 Questions? 6
