Overview
StART was created to foster a spirit of goodwill and
cooperation in order to provide a meaningful and
collaborative public dialogue between our cities, the
airlines, the FAA and the Port on airport related
operations, planning and development.

Overview
StART was conceived to provide an opportunity for our
communities to inform airport-related decision
making of the Port of Seattle in a manner that fully
and candidly discusses matters of mutual concern.
Cities involved include Burien, Des Moines, Normandy
Park, SeaTac, Tukwila and Federal Way.

Overview
On August 13, 2019, the Mayor, with the concurrent
approval of the Federal Way City Council, decided to
suspend involvement in (StART) and “direct staff to
return to council to seek authority to resume
participation after we have discussed with other cities
and parties concerned, our issues and come to an
agreement.”

Overview
The rationale was to join the cities of Des Moines and
Burien in pausing involvement in the group until
specific concerns were addressed between the Port of
Seattle and the cities.

Overview
Since last Fall, discussions about conditions to rejoin
StART have been ongoing between the cities,
including Federal Way, and the Port of Seattle. As a
result, both the Burien and Des Moines Councils
decided to rejoin StART.
Up to date details of these discussions have been
shared with the Land Use and Transportation
Committee (LUTC)

13 Concerns
There are 13 concerns that airport cities proposed as
conditions to re-joining StART as well as the responses
from the Port.
1. Suspend design work until environmental reviews are
completed.

The Burien and Des Moines City Councils have
decided to resume involvement with StART joining
the other three airport cities of Normandy Park,
SeaTac and Tukwila.

Mayor’s Recommendation
The Mayor is recommending to the Council that
the City rejoin StART.

He believes that if Federal Way decides to re-join
StART, that there be a continuing dialogue on the
remaining concerns of the cities.

Mayor’s Recommendation
Please note that the next meeting of StART is October
28, 2020.
In anticipation of the City of Federal Way rejoining
StART, the Mayor is identifying the appropriate
citizens to serve and will have staff update the Council
on StART initiatives on a regular basis.
