10-20-2020 Seattle-Tacoma Airport StakeholderShould the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 1 Federal Way City Council October 20, 2020 Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 2 Overview StART was created to foster a spirit of goodwill and cooperation in order to provide a meaningful and collaborative public dialogue between our cities, the airlines, the FAA and the Port on airport related operations, planning and development. Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 3 Overview StART was conceived to provide an opportunity for our communities to inform airport-related decision making of the Port of Seattle in a manner that fully and candidly discusses matters of mutual concern. Cities involved include Burien, Des Moines, Normandy Park, SeaTac, Tukwila and Federal Way. Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 4 Overview On August 13, 2019, the Mayor, with the concurrent approval of the Federal Way City Council, decided to suspend involvement in (StART) and “direct staff to return to council to seek authority to resume participation after we have discussed with other cities and parties concerned, our issues and come to an agreement.” Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 5 Overview The rationale was to join the cities of Des Moines and Burien in pausing involvement in the group until specific concerns were addressed between the Port of Seattle and the cities. Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 6 Overview Since last Fall, discussions about conditions to rejoin StART have been ongoing between the cities, including Federal Way, and the Port of Seattle. As a result, both the Burien and Des Moines Councils decided to rejoin StART. Up to date details of these discussions have been shared with the Land Use and Transportation Committee (LUTC) Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 7 13 Concerns There are 13 concerns that airport cities proposed as conditions to re-joining StART as well as the responses from the Port. 1. (Address) outstanding requests from cities to the Port have never been responded to. 3. Request for elected participation; a. Potential merge with Highline Forum. 4. Audio/Visual recording of meetings (find a way) 6. Co-Equal agenda settings including identification of speakers 7. Outboard messaging/PR by consensus only (by elected) 9. Restructuring of StART with elected 10. Intent of StART is to address growth and growth of operations Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 16 The Burien and Des Moines City Councils have decided to resume involvement with StART joining the other three airport cities of Normandy Park, SeaTac and Tukwila. Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 17 Mayor’s Recommendation The Mayor is recommending to the Council that the City rejoin StART. Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 18 Mayor’s Recommendation He believes that if Federal Way decides to re-join StART, that there be a continuing dialogue on the remaining concerns of the cities. Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 19 Mayor’s Recommendation As we move forward, the Mayor is resolute that our community needs tangible and attainable solutions and will continue our commitment to the findings and proposed solutions in the Federal Way Mayor’s Quiet and Healthy Skies Task Force Report. Should the City of Federal Way Rejoin the Seattle- Tacoma Airport Stakeholder Advisory Round Table (StART)? 20 Mayor’s Recommendation Please note that the next meeting of StART is October 28, 2020. In anticipation of the City of Federal Way rejoining StART, the Mayor is identifying the appropriate citizens to serve and will have staff update the Council on StART initiatives on a regular basis.
