Ms. Robin O'Grady, Executive Director of FUSION, reviewed the two (2) years of planning
2nd renovation that will culminate with their grand opening on Thursday at 3:00 p.m.
Councilmembers thanked Ms. O'Grady and expressed excitement about the services
provided to our community through this project.

Quartadv Meeting of African /\nnericon/B|ooh Forum — Mayor Ferrell announced the
second quarterly African American/Black Forum is scheduled for October 14 at 7:00 p.m.
via Zoom.
Rescheduling of Community Litter Pickup Event — He explained the previously arranged
Community Litter Pickup Event was postponed due to the smoke from the local wildfires.
The rescheduled event will take place Saturday, October 17beginning Gt the PAEC.
Report onthe Federal Way Community Menta|HealthDay—OnSeptember 26 the
Federal Way Community Mental Health Day took place at the Performing Arts and Event
Center despite the inclement weather. Mayor Ferrell thanked Brian Hoffman with Spectra
and Policy Advisor Bill \/8dino for their assistance.
30-veorTlme Capsule —[)nNovember 6the rTime Capsule Event will take place
including the unveiling of the plaque and reviewing items selected. Mayor Ferrell stated
the box is five feet long and he and the City Council are open to suggestions for items.
Parks/Recreation/Human Services/Public Safety Committee (PRHSPS) — Chair Kochmar
announced the upcoming committee meeting scheduled for October 13 and reviewed the
agenda.
Land Use/Transportation Committee (LUTC) — Chair Baruso referred to items from their
October 5 meeting being forwarded to the October 20 City Council Meeting. The next
LUTC meeting will take place November 2 at 5:00 p.m.
Finance, Economic Development Regional Affairs Committee(FEDRAC)—ChairTran
indicated the committee met on September 22 and forwarded several items to the consent
agenda tonight. Hehigh|ight1heproposed resolution toreduce the risk nlonagenlentfund
as the city is no longer self -insured for liability and is covered under the Association of
Washington Cities (AWC).
odging Tax Advisory Committee (LTAC) — Chair Assefa-Dawson announced the

Council President Renort— Council President Honda indicated the interviews for the
vacant councilmember position are scheduled for October 15 where the five finalists will

meetings have been held remotely.
CindvPiennett spoke onbehalf mfthe League ofWomen Voters. She shared about 8Climate Action
tool kit that has been designed to help cities set and achieve climate goals.
Robin Corak with Multi -Service Center shared some information about the rezone request for the
Redondo Heights project. The project is e joint effort with SFl| and would preserve aging housing
stock as well as provide affordable housing in Federal Way.

b. Council Discussion of Ordinance: Comprehensive Plan/Rezone Amendment for
Shelter Resources
Community Development Director Brian Davis presented a PowerPoint reviewing the
projected housing needs of Federal Way by 2040 indicating that an additional 4,500
affordable units are forecast as needed by this date. This request matches the
surrounding comprehensive plan zoning and will encourage more affordable housing in
transit areas.
He noted the Planning Commission held a public hearing and forwarded the proposal to
LUTC who in turn forwarded it to Council for discussion. He reviewed land use policies
which encourage compatibility with existing structures as is proposed.
Councilmember Moore recused himself as he is a Multi -Service Center (MSC) board
member.
The Council thanked Mr. Davis for his presentation asking additional questions during
which he indicated the city core is where the highest density is allowed although the
development could take place elsewhere at a less dense rate. Council also requested
future discussion in development impact fees.

$160,000 annually.
He reviewed what these funds could be used for and who it would serve; the options for
implementing the tax, and that King County Council has considered the tax at their
October 6 Committee of the Whole Meeting.
