2021-2022 Budget Study Session
Remote Meeting
October 21, 2020 — 5:00 p.m.
CALL MEETING TO ORDER
Mayor Ferrell called the meeting held remotely to order at 5:03 p.m.
City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia
Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember
Leandra Craft, Councilmember Martin Moore, and Councilmember Linda Kochmar.
City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney.
2. PLEDGE OF ALLEGIANCE
Mayor Ferrell led the flag salute.
3. PUBLIC COMMENT
No public comment was received.
4. CITY COUNCIL BUDGET DELIBERATIONS
The City Council discussed the proposed budget and asked clarifying questions of various
department directors. Questions were raised regarding the current level of training for City Hall staff
and Police Department, the city's current level of debt service including the HUD Section 8 funds,
current and projected jail -costs, and the possibility of re -negotiating labor contracts.
Additional discussion took place between Councilmembers regarding the desire to add additional
positions such as a Diversity and Inclusion Manager, administrative support for the IT Department,
additional support in Economic Development, a contract Federal Lobbyist, and an additional Planner
position in Community Development.
At 7:30 p.m. Mayor Ferrell announced the Council would take a brief recess. He reconvened the
meeting at 7:36 p.m.
Council President Honda asked Councilmembers to go back through the proposed budget and look
for areas where they feel they can find a savings for the next budget discussion.
