1. CALL MEETING TO ORDER
Mayor Ferrell called the meeting held remotely to order at 6:32 p.m
City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia
Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember
Leandra Craft, Councilmember Martin Moore, and Councilmember Linda Kochmar.
City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney.
2. PLEDGE OF ALLEGIANCE

3. PRESENTATIONS

a. Introduction of New Councilmember Leandra Craft — Position 5
Mayor Ferrell introduced and welcomed newly appointed Councilmember Craft to the "virtual'
dais. Councilmember Craft was appointed by the City Council on October 15, 2020.
Council President Honda and Councilmembers congratulated and welcomed Councilmember
Craft.
b. Proclamation: Federal Way - A Welcoming, Inclusive City
Mayor Ferrell read and virtually presented the proclamation to members of the Federal Way
Black Collective. Those who spoke and thanked the Mayor and Council for this
acknowledgement of working together towards positive change included Cynthia Ricks-
Maccotan, Lyn Idahosa, and Luckisha Phillips, and Yohanna Tewolde.
Councilmembers Assefa-Dawson and Baruso also spoke to this proclamation and its meaning
to the community.

c. Proclamation: Indigenous People Day — October 12
Councilmember Assefa-Dawson read and spoke to this Council Proclamation recognizing
Indigenous People Day.
d. Proclamation: Domestic Violence Awareness Month — October 2020
Council President Honda read the proclamation and invited Janet Chance, Chair of the
Federal Way Domestic Violence Task Force, to virtually accept and speak to the importance
of programs and assistance to victims and their families, especially during this time with the
pandemic.
e. Sound Transit Public Art Program Update
Mayor Ferrell invited Sound Transit representatives Ashley Long, Public Art Project Manager;
Katie Drewel, Government and Community Relations Officer; and Barbara Luedke, PublicArt
Program Manager to provide an update to Council on the proposed concept for the public art
at the Light Rail Station.
Ms. Long presented background on the artist and work which has incorporated the feeling of
Federal Way and the community. Councilmembers asked varying questions of Ms. Long and
her counterparts as to the context of the art selected and their concern over not having input
on art that is being placed in the community. Council noted multiple concerns with the project.
f. 2019 Financial Audit Report
Finance Director Ade Ariwoola provided a report on the successful 2019 Financial Audit. He
noted the auditors have worked hard since February and he appreciates their time in being
thorough. Councilmember thanked Mr. Ariwoola and his staff for their hard work and
congratulated them on another clean audit.
g. Mayor's Emerging Issues and Report
Mayor Ferrell reported on another well attended African American/Black Community Quarterly
Meeting on October 14. He thanked Cynthia Ricks-Maccotan for facilitating the meeting as a
moderator with good discussion between the Council and the community.
He also noted the Community Litter Pickup on October 17 was well attended and those who
participated respected the social distancing rules. Attendance was estimated at nearly 100
people.
Mayor Ferrell shared excitement about the City's 30 -year Time Capsule Event at the
Performing Arts and Event Center on November 6 at noon. The time capsule will then be
opened on the city's 60th Anniversary of incorporation. Items included in the capsule will
include those donated from the city, school district, historical society and the community at
large.
He also provided some Halloween Safety Tip and Suggestions and referred citizens to the city
website for more helpful advice on how to celebrate the holiday with your family in a safe and
responsible manner.
h. Council Committee Reports
Parks/Recreation/Human Services/Public Safety Committee (PRHSPS): Chair Kochmar
reported the last meeting was held on October 13. She noted the items which passed through
Committee and are now on the Council Consent Agenda. The next meeting is November 10
at 5:00 p.m.

Land Use/Transportation Committee (LUTC) Chair Baruso reported on the October 5
meeting, highlighting the items moved from Committee to the Council agenda. The next
meeting will be November 2 at 5:00 p.m. via Zoom.
Finance. Economic Development Regional Affairs Committee FEDRAC Chair Tran noted the
next meeting will be October 27 at 5:00 p.m. on Zoom.
Lodging Tax Advisory Committee (LTAC) Councilmember Assefa-Dawson reported on good
news this week regarding NCAA Men's and Women's Swimming and Diving Championships
which will be held at the King County Aquatics Center in 2024. She thanked the Committee
and specifically Tim Johnson for all his hard work on securing this bid. She also noted the
next LTAC meeting will be held November 11 at 10:00 a.m.
Regional Committees Report (PIC) Councilmember Moore was unable to attend the meeting,
however the next meeting will be held November 11 and topics will include discussion of the
legislative agenda and affordable housing tax.
Council President Report- Council President Honda noted she attended the African
American/Black Community Quarterly Meeting and the King County Board of Health. She also
attended South County Area Transportation Board Meeting where Sound Transit CEO Peter
Rogoff spoke about budget concerns and unfunded projects; she will forward the PowerPoint
presentation out to Councilmembers for their review. She encouraged Council to take
advantage of virtual conference and seminars through NLC and AWC. She encouraged
everyone to attend the Farmers Market on Saturday, October 31 for fun games and prizes for
kids ages twelve and under.
4. PUBLIC COMMENT
Bernadine Lund shared that she believes the city should rejoin the Seattle Tacoma Airport
Stakeholder Advisory Roundtable and advocate for our community. She would like to see the
meetings records and for the airlines and the Port to be honest with citizens.
Cynthia Ricks-Maccotan spoke in support of agenda items 5e and 6d. She is happy about The
City's involvement in VITT and the transparency this creates. Ms. Ricks-Maccotan is also
excited about the use of the Covid-19 Relief Grant to help families in need.
Sam Rise spoke on behalf of Sound Alliance in support of the one-tenth of 1 % tax proposal to
fund housing for homeless individuals in King County. Mr. Rise stated that housing is essential
to human dignity and as an educator, shared his passion to help children living in poverty and
experiencing homelessness.
Lori Sechrist with Save Weyerhaeuser Campus shared findings from the Army Corps of
Engineers regarding the historical significance of the former Weyerhaeuser property. She
encouraged the Mayor and Council to continue to look at the historical significance of the
property to the community for now and generations to come.

a. Police Support Services Association (PSSA) Collective Bargaining Agreement
This item was pulled from the agenda at beginning of the meeting. No action taken.
b. Discussion regarding rejoining Seattle Tacoma Airport Stakeholder Advisory Round
Table (StART)
Policy Advisor Bill Vadino provided background information on StART (Seattle -Tacoma Airport
Stakeholder Advisory Round Table). StART was created to provide an opportunity for
communities impacted by the Port to discuss matters of mutual concern. Cities involved were
Burien, Des Moines, Normandy Park, SeaTac, Tukwila, and Federal Way. On August 13,
2019 the Mayor and Council took action to suspend involvement in this group until a time
when issues of concern to other cities as well had been addressed. Council directed staff to
return to the City Council to seek authority to resume participation once concerns have been
addressed.
Mr. Vadino highlighted the thirteen (13) main concerns the airport cities voiced along with the
response from the Port and areas of consensus. He noted that while not all of the concerns
have been addressed the cities of Burien and Des Moines have resumed involvement with
StART joining the three airport cities of Normandy Park, SeaTac and Tukwila.

Councilmember Baruso recused himself as he is employed by the Port.
Council thanked Mr. Vadino for his presentation and stated the belief that elected officials
should be involved and the meetings should be recorded.

c. Resolution Setting a Public Hearing Date for the Transportation Improvement Plan
Amendment
City Traffic Engineer Rick Perez presented information regarding setting the public hearing
date for the adoption of an amendment to the 2021-2026 Transportation Improvement Plan.
Mr. Perez noted the city has applied for two grants for projects on S 288th Street, which are
required to be included in the TIP for the grant award.

d. King County COVID-19 Relief Grant Change of Scope and Allocation
Economic Development Director Tim Johnson provided information regarding the change of
scope and allocation for a portion of the CARES Act funds. The proposed change will address
individual financial stability and support the reopening of amateur sports, hospitality, and
tourism. The proposed reallocation includes staff time necessary to implement the programs
by the end of the year. Funds will be reallocated to the following programs:
• Financial counseling support for vulnerable communities impacted by COVID-19
from job loss or reduction ($90,000)
• The return of amateur sports in a COVID-19 Environment ($20,000)
• The Hospitality Education and Tourism Training will transition to an online program
that will further the goal of providing information on City assets and tourism venues
for front-line employees of Federal Way ($20,000)
• Staff implementation and PPE ($19,000)

e. Allocation of CARES Act Funds for Accounting/Budget and Transparency Software
Finance Director Ade Ariwoola provided background and information on the financial software
OpenGov. He noted this software is already used by many jurisdictions will help with
transparency and with budget input and staff time. He explained the software and
implementation costs are covered for the first 5 -years and is reimbursable with CARES Act
funds. Mr. Ariwoola also introduced Mr. Greg Balter, Account Executive with OpenGov who
also answered technical questions.
Councilmembers thanked Mr. Ariwoola for the presentation and asked he provide an update
on how much money has been paid out using the CARES Act funds.

Community Development Director Brian Davis provided background regarding the
proposed comprehensive plan amendment and rezone request to reclassify/rezone
property in Redondo Heights from single family high density to multi -family high
density. The Planning Commission held a public hearing and approved the proposal
on July 15, 2020 and the Land Use Council Committee moved this discussion to full
Council.
Mr. Davis noted the proposal is adjacent to multiple family/commercial/transit areas
making it a compatible use.
Councilmember Moore recused himself as he is a Board Member for the Multi Service
Center.
Public Comment:
Robin Corak with MSC shared additional information aboutthe rezone requestforthe
Redondo Heights project.
Mark Simpson, with Bumgardner Architects, clarified the total number of units that
would be allowed on a property of this size is no more than 130.
The City Clerk read letters from Matthew Chantry and Telda Holmes supporting the
rezone of the Redondo Heights project.

Associate Planner Chaney Skadsen provided a brief presentation on the topic of
Cottage Housing. She noted the Planning division received an application for a code
amendment to allow this type of housing under Title 19. The term "cottage housing"
refers to small detached houses on small lots built in clusters. She noted these type of
developments are innovative and land efficient as they tend to attract smaller
households with fewer bedrooms, fewer cars, and communal amenities.
Ms. Skadsen noted this type of housing is largely missing from the housing options the
city currently offers which is mainly single family housing and multi -family housing.
Council thanked Ms. Skadsen for the presentation and asked clarifying questions
including referencing the school impact fees. Community Development Director Brian
Davis said he is currently working with the School District on the impact fees and' will
provide a report back to Council.

8. COUNCIL REPORTS
Councilmember Kochmar had no report this evening noting her concern for decisions being made
solely by Sound Transit for our community.
Councilmember Moore congratulated Councilmember Craft on her appointment.
Councilmember Craft thanked the Mayor and Council and noted she attended the clean-up event at
the PAEC and was able to bring her family. She was happy to be able to meet many members of the
community.
Councilmember Tran welcomed Councilmember Craft and thanked all the applicants who applied to
fill the vacancy. He appreciates citizens who are willing and able to step up and serve. He noted he
recently took a COVID test and was pleased to test negative; he encouraged citizens to utilize the free
testing in the community.
Councilmember Baruso also welcomed Councilmember Craft to the virtual dais, he is hopeful they will
all one day make it back to in person meetings. He also recognized October 18th as the 433rd
Anniversary of Filipinos landing on the Central Coast.
Councilmember Assefa-Dawson welcomed and congratulated Councilmember Craft. She encouraged
councilmembers to sign up for training opportunities. She also noted she was tested for COVID and
also had negative results.
Council President Honda spoke regarding concerns with the artwork proposed for the Sound Transit
light rail station. She is hoping more thought and study go into the piece before it is finalized. She
welcomed Councilmember Craft to the Council and thanked her for attending and bringing her young
family to the litter pick up event at the PAEC. She thanked Executive Assistant Jeri -Lynn Clark for
ensuring the event was safe and successful. She looks forward to the budget meeting tomorrow at
5:00 p.m.
