Policy Question
Should City Council approve the Third Amendment to
the 2019 Community Development Block Grant
(CDBG) Annual Action Plan?
Community Development Block Grant
COVID-19 Funding (CDBG-CV)
•The City has received an additional $667,660 in CDBG-CV
funds for a total of $1,100,282 in CDBG-CV funding.
•These funds are available specifically to prevent, prepare for,
and respond to the coronavirus (COVID-19).
•Funds must support low-and moderate-income residents.
•All funded services must document connection to COVID-19.
•The Third Amendment is proposing projects for the
allocation of the $667,660.
Competitive Application
•Proposals were solicited in October.
•The Human Services Commission evaluated
proposals.
•The Commission made the recommendations for
funding included in the third amendment.
Human Services Commission Recommendations
for Reallocation of Funding
▪On November 16, 2020, the Human Services Commission
voted to recommend the included projects.
▪Projects focus on:
•Homelessness,
•Housing stability,
•Childcare for school-aged children, and
•Financial recovery.
▪All projects also align with the City Council adopted
strategies for funding and the CDBG goals and strategies.

South Sound’s counselors work over the
course of several years to support clients
as they create financial stability. Provides
tools, resources, services, and supports
as they climb out of financial and
employment crises resulting from COVID-
19. Program is up to 2 years.
$222,792.00
*Project also funded with the first allocation of CDBG -CV funds.
Timeline
•December 1: Council consideration.
•January 2021: HUD Approval and funding available.
•January 2021: Projects begin.
•Most projects will have a shorter period of performance due to
the requirement of having a direct connection to COVID-19. The
financial counseling project will run through 2022.
