Gig Harbor, WA 98332 RE: McClellan Remodel Wetland Reconnaissance in Federal Way Dear Mr. Wanaka: Sheldon &Associates (S&A)has completed a wetland reconnaissance of the McClellan property in Federal Way, Washington. The McClellan property is located on the eastern shore of North Lake at 33211 38th Avenue S. It is our understanding that Harrison Homes proposes to demolish the existing house and build a new house on the same footprint. Approval of the City of Federal Way building permit(#05-104705-000-00-SF) application is contingent on additional information on sensitive areas in the project vicinity. This letter describes the results of our wetland reconnaissance and implications according to Federal Way City Code (FWCC) Chapter 22, Article XIV-Critical Areas. Wetland Findings I conducted a wetland reconnaissance of the McClellan property on November 10, 2005. I examined two soil pits (designated as SP-1 and SP-2) and identified the ordinary high water mark (OHWM) of North Lake on the McClellan property to document wetland conditions. A sketch map of the portion of North Lake near the McClellan property(Figure 1) and two data sheets are attached. I used the Atypical Situations method to delineate the wetland boundary based on the Corps of Engineers Wetland Delineation Manual and the Washington State Wetlands Identification and Delineation Manual. Soil pit SP-1 is located on a sandy beach between the waters edge and the OHWM. The soil profile in SP-1 within the top 9 inches is characterized by imported sand and two plastic liners,which overlie the historic soil. Signs of hydrology include standing water in North Lake, saturated soils below the plastic liner at 9 inches, and drift lines at the OHWM. The plant community at SP-1 consists of sparse growth of emergent vegetation and annual weeds that include creeping bentgrass, creeping spikerush, tapertip rush, toad rush, daggerleaf rush,marsh cinquefoil, and creeping buttercup. Soil pit SP-2 is located in a lawn area above the OHWM. The soil profile in SP-2 within the A horizon consists of grass sod and sandy silt,while the B horizon consists of gravelly sandy silt loam that is non-hydric. Based on observations at these two soil pits, wetland conditions do not exist above the waters edge of North Lake. Although there is evidence of hydrology and hydric soil below the plastic liner, the wetland criterion is not met in the surface soils. However, I did observe wetland vegetation along the shoreline on adjoining properties approximately 200 feet northwest of the existing McClellan house (see attached Figure 2). Regulatory Implications The wetland on the adjoining property is identified on City of Federal Way maps as a Category I wetland. Based on the Federal Way City Code, Category I wetlands require a 200-foot buffer. The northwest corner of the McClellan house occurs approximately 200 feet from this off-site wetland. The proposed construction of a new house will occur in the same footprint that is currently outside of this 200-foot buffer.
