2020-12-01 Council Minutes - RegularCIT Federal Way CITY COUNCIL REGULAR MEETING MINUTES Remote Meeting December 1, 2020 — 6:30 p.m. CALL MEETING TO ORDER Mayor Ferrell called the meeting held remotely to order at 6:32 p.m. City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember Leandra Craft, Councilmember Martin Moore, and Councilmember Linda Kochmar. City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney. 2. PLEDGE OF ALLEGIANCE Mayor Ferrell led the flag salute. 3. PRESENTATIONS a. Eyes on Federal Way Launch IT Director Thomas Fichtner provided background on the city's new software application (app) which was discussed by Mayor Ferrell during his State of the City address early this year. The app will be launched on December 15 and available on both android and apple phones. The mobile app, which is cloud based and also available via the website, is a citizen request management tool and will also be used by the Parks Department for work order management. The city's vendor SeeClickFix currently partners with over 400 cities including Renton, Auburn, and Kent; Mr. Fichtner and his staff viewed the software before selecting it for Federal Way He provided a preview of how the mobile app and the desktop version will display and showcased some of the options citizens would use. Mayor Ferrell thanked Mr. Fichtner and his team for the hard work on this project. City Councilmembers also thanked staff and asked various clarifying questions regarding the new software and its capabilities. b. Mayor's Emerging Issues and Report CARES Act Distribution to Restaurants and Shop Local Campaign Federal Way City Council Regular Minutes Page I of 9 December 1, 2020 Mayor Ferrell noted he is proud of his office and the work they have done to disperse grant money to the Federal Way restaurants who have closed their indoor dining after a new round of restrictions was put into place by Governor Inslee. He noted within one week the city was able to distribute $400,000 to aid over 80 restaurants that had been previously awarded $1,000 and $2,000 grants. Policy Advisory Bill Vadino was pleased to report on the new "Shop Local' marketing campaign in conjunction with the Great Federal Way Chamber of Commerce. He has placed signs in the community and is urging community members to support the local businesses. Commerce Shelter Grant Update Community Services Manager Sarah Bridgeford provided an update on shelter services. Reminder: December 15 City Council Meeting Canceled Mayor Ferrell reminded everyone the second meeting in December is canceled for staff and elected officials to take time off, in accordance with the Council Rules of Procedure and as has been historically done. He noted a remote meeting with the 2021 state legislators and the City Council will be scheduled in December to review the legislative priorities. Report on Facebook Town Hall Mayor Ferrell was pleased to report on a successful and well -attend Facebook Live event where he addressed questions from the community. He thanked everyone who was involved and took time to participate. Downtown Holiday Decorations & Tree The downtown is decorated for the holidays. Due to COVID restrictions there was not an official community tree lighting event, however the tree and snowflake lights lighting South 320th Street are on and create a festive atmosphere. He thanked the Public Works crews for their hard work and efforts in this regard. c. Council Committee Reports Parks/Recreation/Human Services/Public Safety Committee (PRHSPS): Chair Kochmar reported the December meeting is canceled. Land Use/Transportation Committee (LUTC): Chair Baruso stated the next meeting would be December 7 at 5:00 p.m. via Zoom. Finance, Economic Development Regional Affairs Committee (FEDRAC): Chair Tran noted Deputy Chief Neal made an informative presentation on the police overtime budget; he thanked Chief Hwang and Deputy Chief Neal for the information. He noted the December committee meeting is canceled. Lodging Tax Advisory Committee (LTAC): Chair Assefa-Dawson corrected information given at a previous meeting. She noted there was a meeting held on November 18, and the next meeting scheduled in December may be canceled due to lack of a quorum. Council President Report: Council President Honda encouraged citizens to visit the City Council Facebook page for updated information and noted she attended the King County Board of Health meeting where the COVID vaccine was discussed. She also attended the Sound Cities Association and encouraged citizen engagement with the Council in issues that are important to the community. 4. PUBLIC COMMENT The City Clerk read a letter from James Taylor thanking the City for the CARES Act Funding he received. The City Clerk read letters from Scott Chase, Mary Herman, Charae Ashcraft, Dana Hollaway, Rachel Mu�rove, David Magarrell, Ken & Marie Gage, Anna Patrick, Grace Lubrano, and Mechelle Hau lum in support of the Police Department's request for additional beds at the SCORE Jail Facility. 5. PUBLIC HEARING Councilmember Craft yes Councilmember Moore yes Councilmember Kochmar yes a. Third Amendment to the 2019 CDBG Annual Action Plan Mayor Ferrell opened the public hearing 7:50 p.m. Community Services Manager Sarah Bridgeford provided a presentation regarding a third amendment to the 2019 CDBG Annual Action Plan. She reported the city has received an additional $667,660 in CDBG-CV funds for a total of $1,100,282 in Community Development Block Grant COVID-19 funding. These funds are available specifically to prevent, prepare for, and respond to the coronavirus (COVID-19). Funds must support low- and moderate -income residents and funded services must have a documented connection to COVID-19. The Human Services Commission has evaluated the proposals received and provided recommendations for funding based on the projects that focus on homelessness, housing stability, childcare for school -aged children, and financial recovery. Ms. Bridgeford stated following Council consideration the projects will be funded after HUD approval in January. Project timelines will 'be shorter due to the connection to Federal Way City Council Regular Minutes Page 3 of 9 December 1, 2020 COVID-19, however the financial counseling project will run through 2022. Council thanked Ms. Bridgeford and the Human Services Commission for their work and asked questions regarding the moratorium on evictions and how many Federal Way households are at risk. Citizen Comment Cynthia Rick-Maccotan spoke as both a Human Services Commissioner and as a resident sharing her pleasure with how these resources are being used. COUNCIL BUSINESS Councilmember Craft yes Councilmember Moore yes Councilmember Kochmar yes a. Jail Services Contract — SCORE Jail Police Chief Andy Hwang and SCORE Jail Executive Director Devon Schrum provided information on both the financial impacts of this jail contract and the facility itself. Chief Hwang noted the City Council made the decision in September 2018 to withdraw from the SCORE Interlocal Agreement and to enter into jail services contracts with multiplejail facilities in 2020. Currently, the city has contracts for inmate housing with King County Jail, Kent City Jail, Puyallup City Jail, Issaquah City Jail, and Yakima County Jail. He also provided the daily cost and booking fee (if applicable) for each location and noted the city currently has 13 guaranteed bed, with this additional request to add 3 more beds at the SCORE facility. Guaranteed beds are vital in managing the allotted jail budget. The contract expense does not increase the overall jail budget, it is a re -allocation of existing funds to better diversity the available inmate housing options. Without this contract, the city may be compelled to house more inmates at the King County Jail at twice the cost per bed. The Chief also noted the facility itself is in close proximity to the city, which allows the officers a shorter round-trip and puts them back into the community sooner. SCORE provides jail services to more than 40 other municipalities including Bellevue, Mercer Federal Way City Council Regular Minutes Page 4 of 9 December 1, 2020 Island, Kirkland, Everett, Lynnwood and Puyallup. Chief Hwang introduced SCORE Director Devon Schrum who spoke to the facility and the services it has available to those housed. Council thanked Chief Hwang for the information he presented and asked clarifying questions of him and Director Schrum. Mr. Call noted the plaintiff's alleged facts differ significantly than those documents by police and third parties where it was alleged the officers used excessive force and use of a K-9. He noted the settlement agreement was agreed upon after attending mediation and is less than the cost of a trial. Included in the priorities are COVID-19 Humanitarian Relief; COVID-19 Business Support; Community Programs; Expansion of Broadband Internet; Veterans Monument; Crime and Public Safety; Support of Federal Way Public Schools and the University Initiative; Transportation projects; and Aircraft Issues. Mr. Vadino said the Legislative Breakfast via Zoom is tentatively scheduled for the second week in December. Nuisance Property Demolition Expense Community Development Director Brian Davis provided information on this item. He noted this property has been vacant for nearly two years with the most recent owner -occupants deceased. Arson fires in 2019 and 2020 left the interior of the house destroyed and the building unsecured. The City boarded the house in September 2020 and with no response from the owners, the City initiated demolition process. The winning bid for the demolition is $29,502.11 and is within department budget limitations. The City will place a lien on the property to recover the expense, should the property be sold. (AMENDING ORDINANCE NO. 18-860, 19-867, 19-881 AND 20-891) Finance Director Ade Ariwoola provided the presentation on this budget adjustment for the 2019/2020 budget which includes a second COVID-19 Grant from the State for $1,467,600. The appropriation of this month was allocated to Public Works, IT Equipment, FW Public Schools, Finance budget software, and local business grants. Due to the second meeting of the month being canceled and this is the last meeting of the year, it is the request to waive first and enact this ordinance in one meeting. Councilmember Baruso noted this was a great meeting and also thanked the Mayor and staff for working collaboratively on the budget. He asked everyone to support the local businesses and restaurants, and to please remember to wear your mask in public. Councilmember Tran feels the passage of the budget is a win -win and wished everyone a Merry Christmas and Happy Holidays. Councilmember Craft thanked the Councilmembers and Mayorwho discussed the budgetwith her as she jumped in and continues to learn every day. She noted the positions added to the budget indicating she fees they will help advance the city. She wished everyone Happy Holidays and noted the COVID-19 testing center is still open and she has been through twice with quick results. Councilmember Moore extended thanks to the staff for a good budget process; he feels the community is happy with this outcome. He supports the Shop Local Initiative and attended the Mayor's virtual meeting. He thanked Community Services Manager Sarah Bridgeford and the Human Services Commissioners for all of their hard work during these difficult times. Councilmember Kochmar stated she is pleased to complete a balanced budget at this very difficult time. She also stated concern for families struggling and reminded everyone to donate to the food Federal Way City Council Regular Minutes Page 8 of 9 December 1, 2020 banks. She would like to increase the decorations in downtown for the next holiday season. Council President Honda agreed tonight was a great meeting, she thanked everyone and asked people support local stores. She extended a Happy Holidays to all and is looking forward to a brighter 2021. Mayor thanked the Council and staff for all their work, he noted the Legislative Breakfast meeting will be the last meeting of the year. 10.
