a. Jail Services Contract — SCORE Jail

information on both the financial impacts of this jail contract and the facility itself.
Chief Hwang noted the City Council made the decision in September 2018 to withdraw
from the SCORE Interlocal Agreement and to enter into jail services contracts with
multiplejail facilities in 2020. Currently, the city has contracts for inmate housing with King
County Jail, Kent City Jail, Puyallup City Jail, Issaquah City Jail, and Yakima County Jail.
He also provided the daily cost and booking fee (if applicable) for each location and noted
the city currently has 13 guaranteed bed, with this additional request to add 3 more beds
at the SCORE facility. Guaranteed beds are vital in managing the allotted jail budget.
The contract expense does not increase the overall jail budget, it is a re -allocation of
existing funds to better diversity the available inmate housing options. Without this
contract, the city may be compelled to house more inmates at the King County Jail at twice
the cost per bed.
The Chief also noted the facility itself is in close proximity to the city, which allows the
officers a shorter round-trip and puts them back into the community sooner. SCORE
provides jail services to more than 40 other municipalities including Bellevue, Mercer
