11-20-19 Meeting Minutes FINAL Page 1 of 3 SENIOR ADVISORY COMMISSION SUMMARY November 20, 2019 @ 2:00PM Hylebos Conference Room Commissioners Present: Lana Bostic, Sue Ellebrecht, Debbie Harvey, Lynette Karasuda, Kevin King, Catherine North, Cheryl Volheim, Hope Elder, Frank Fields (Alternate), Dora “Pal” Leonard (Alternate), Absent: None Staff Present: Deputy Mayor Susan Honda & Jeri-Lynn Clark, Executive Assistant Citizens Present: Rev. Colleen Chinen (Assoc. Pastor from Steel Lake Presbyterian Church) 1. CALL TO ORDER The meeting was called to order at 2:02 p.m. 2. CITIZEN COMMENTS None. 3. COMMISSIONER COMMENTS Commissioner North shared that a group of friends buy gifts for families at Wildwood Elementary each year for Christmas. They students get a gift and book. If Commissioner would like to donate please contact Commissioner North directly. Ms. Clark shared that the City of Federal Way has a Giving Tree and we adopt Forgotten Seniors at the Avalon Care Center. We adopt 25 seniors who don’t have any one visiting them. There will be a giving tree located on the 2nd floor in City Hall with gift tags. For more information, please see Jeri-Lynn Clark in the Council Office. 4. COMMISSION BUSINESS A. APPROVAL OF 10/16/19 MEETING MINUTES Motion to approve the October 16, 2019 meeting minutes as presented by Vice Chair Bostic and second by Commissioner Leonard. Motion passed unanimously. Page 2 of 3 B. FEDERAL COMMUNITY CENTER PRESENTATION David Schmidt, Rec. Coord. Senior Svc. & David Clemons, Adm. Asst. from the Federal Way Community Center (FWCC) provided an overview of the different programs for seniors. The Federal Way Community Center offers a full senior program with water- and land-based fitness activities, classes, contests, dancing, day trips and special events. The FWCC offers approximately 110 different trips a year that include day trips, overnight trips, international trips, etc. Average day trips cost around $36 per person and no memberships are required. They also have drop in classes/activities that do not require memberships just a per class fee (bingo, bridge, pinochle, chess and cribbage). The Federal Way Community Center honors the following healthcare programs: Silver Sneakers, Prime, At Your Best, Renew Active, Active & Fit, Silver & Fit, Fitness Coach. You can ask your health insurance carrier to see if you qualify for 50% off discount or a free membership. They also offer fee reduction and disabled veteran discounts. The Federal Way Community Center has a hot lunch program on Fridays, and on Tuesdays and Thursdays they have traditional Korean meals served. Meals on Wheels office is located is also available. WORKPLAN Commission North provided an update from the Communication subcommittee regarding getting quotes for a thousand brochures; each brochure will be stapled bound and have 6- 8 pages. Discussion regarding advertising in the newspaper in the senior section to share about the new brochure; placing them in the King County Libraries and providing quarterly updates at the City Council meetings regarding the progress of the brochure. Commissioner Fields provided the update from the Transportation subcommittee the different transportation options from South King County Mobility Coalition & hopelink. (See attached flyer). The Communications and Transportation Subcommittees will meet before the next meeting with an outline to use in the brochure and verify the accuracy of the phone numbers and website links. D. LEGISLATIVE PRIORITIES Commissioner would like to see the legislature to put a cap on rents after a person reaches age 65. Stop rental rates from increasing due to their income not increasing annually. Commissioner would like to have longer leases and not just a six (6) month or twelve (12) month lease where the landlords can raise their rates each renewal time. They should be able to have two (2) or three (3) year leases and no rate increases during that time. Commissioner would also like to have a law that would exempt anyone over 65 years old from paying property tax. Page 3 of 3 Deputy Mayor Honda will share these concerns with the legislatures at the upcoming Legislative Breakfast next month. 5. STAFF REPORT No report. 6.
