Exhibit E Community Design Guidelines Statement of Design Intent, dated November 8, 2018RECEIVED NOV 0 8 2018 CITY OF FEDERAL WAY COMMUNfTY DEVELOPMENT Village Green of Federal Way A Seniors Housing Community Statement of Design Intent—1118118 The design intent for this project is to fit the development into the site and surrounding single family community. The design of this project extends the design of the well received existing Village Green campus that won Federal Way's Project of the Year award in 2001. The project includes a mix of duplex and 4-plex "Cottage" units and attached apartment units for independent and assisted living and a 40- unit memory care building. The Cottages are similar in scale to large single family homes. The 4-plexes are daylight basement configurations that keep the overall footprint relatively small. The apartment and memory care buildings are significantly modulated and articulated in plan, elevation, and roof line to visually break up the larger buildings into smaller scale. Color selections are neutral. Materials include lap siding with shingle accents in gable and other areas. Wood trim is provided around windows. Columns are trimmed with stone cladding. Roof lines include generous pitch and multiple gables to mimic quality single family homes. Individual entries with plazas and covered porches are provided for each building to further break up the overall scale and mass of the buildings. Abundant landscaping is provided to both screen the buildings from adjacent single family properties and public right of way and to break up the scale of the larger buildings. Internal landscaping includes both planting and lawn areas with well connected walkways for open space. Surface parking areas are internal to the project and broken up into small pockets to avoid large expanses of parking. Cottage units include individual garages similar to single family homes. The apartment and memory care buildings include basement garages so that parking is not visible from adjacent single family properties or the public right of way. The project involves expansion of the existing Village Green of Federal Way Seniors Housing campus, which was initially developed in 1995 and has been methodically expanded over the years with the most recent buildings being constructed in 2017. The existing development has been well received in the community earning the Project of the Year award in 2001. The current proposal is to essentially extend existing land use approvals to allow continued expansion and build out of the remaining land. Elements of the existing development including Security; Site Design; Building Design; Building and Pedestrian Orientation; and compatibility with the residential zone will carried forward with this project. This project includes construction of 174 independent and assisted living apartments, 13 independent living cottages, and a 40-unit memory care building. This mix of housing opportunities furthers the goal of a Continuing Care Retirement Community. Crime Prevention through Environmental Design (CPTED) The project has been designed with CPTED principals in mind. Refer to the CPTED checklist for a detailed explanation. Security Program The Security Program for Village Green includes: 1. A written security and emergency/disaster response plan; 2. Non -private areas such as exterior walkways, entrances, parking areas, hallways and dining areas include video monitoring. 3. Access points and entries are well lit and include glass doors for visibility. Access points are locked in the evening hours so that visitor and resident access can only be by key holders or as allowed by -site staff. 4. Access points, walkways and parking areas are oriented so they are visible from residents and other interior uses. 5. One of the two vehicle access points is secured by a gate, so that the only open vehicle access passes by the main office, which is continuously staffed. Village Green of Federal Way 1 DCI #: 98480.6 Site Design Natural amenities such as view, areas of retained significant trees and stormwater management areas are incorporated into the landscaping, pedestrian area, open space and site design. Daylight basement units are incorporated into sloping areas to take advantage of grade changes while reducing the visual scale of the buildings. Pedestrian areas and amenities are visible from the interior uses and the internal access roads and drive aisle and are lit with pedestrian scale lighting for the convenience of the residents while also discouraging the potential for crime. Pedestrian areas and amenities include paved walkways, trails, courtyards and covered gazebos to provide convenient, all weather mobility of the senior residents throughout the property. Surface parking areas are broken up into small pockets and are generously landscaped so there is no large expanse of surface parking. Circulation of the parking areas are looped. Structured parking areas are all in basements to minimize mass and are essentially invisible to the right- of-way. Basement parking areas are secured by doors. All parking areas are well lit and video monitored. Pedestrian circulation and common space is well linked to building entrances and many ground level units. Direct connections to the public right of way are provided near adjacent transit stops. All weather pedestrian walkways circulate throughout the site and incorporate a variety of materials for interest. Most pedestrian areas are separated from vehicle traffic by landscaping. Appropriate delineation of pedestrian areas where crossing vehicle traffic areas include colored detectable warning surfaces. Bicycle racks are provided within the garages and in generous common front porch areas in each of the independent living apartment buildings. Pedestrian areas included expanded pavilion areas that include seating, picnic tables and potential fire pit or barbeque areas where residents and visitors can gather. These areas are located next to landscape and significant tree retention areas, while at the same time being visible from internal spaces. Trash receptacles and pet waste bags are provided for the residents' convenience, while at the same time serving to protect stormwater runoff. Areas for gardening and interpretive signs for landscape and native vegetation are provided alongthe pedestrian circulation areas. Soft surface wooded pathways are provided around the campus for enjoyment and exercise during daylight hours. Landscaping is applied generously throughout the site. Landscaping includes generous use of native plants as well as seasonal and ornamental vegetation. The perimeter of the site includes substantial significant tree retention and twice the minimum landscape buffer. These features help to screen and minimize the scale of the buildings from the public right of way. Commercial services such as food delivery and waste collection are all internal to the site and not visible from the public right of way. Trash and recycle areas are located within buildings or walled enclosures. Utility connections for the independent/assisted apartment buildings are located in interior rooms or subsurface vaults where practical. Utility connections for the Cottage units are mounted exterior similar to single family homes. Mechanical HVAC equipment is screened with landscaping. Village Green of Federal Way 2 DO #: 98480.6 Lighting for pedestrian and vehicle areas are small scale to minimize "spill" onto adjacent properties and right of way. Building Design Building design takes advantage of the sloping topography where available with daylight basement Cottage units and the basement garage for the Memory Care building "step down" to accommodate the grade change. All building facades are substantially modulated. Facades longer than 60 feet are modulated in accordance with FWRC 19.115.060 (2) (b) and include pedestrian plazas per FWRC 19.115.060 (2)(d). Due to the practical functionality of the Memory Care building and independent/assisted living apartments, some facades will exceed the 120-foot fagade length. A modification is requested in these instances, as were approved in previous land use review. These functionalities include internal circulation of residents and services such as food services, security, and nursing care between the buildings. The roof lines of longer facades are stepped down and reduced in width to give the appearance of separate buildings. Buildings are designed with substantial articulation and other treatments to reduce massing. In addition to modulation, this includes multiple roof angles, gables, balconies, material differentiation, separate doorways with generous covered porches and roof line variability. Building and Pedestrian Orientation Reference is drawn to FWRC 19.115.090 (4), which more appropriately governs this project. District Guidelines for Residential Landscaping is provided between the buildings and public streets. Parking lots are broken up into 10 spaces or less in most cases and are located behind buildings. Pedestrian walkways are provided throughout the site and connect to the public right of way at locations near the adjacent transit stops. Lighting fixtures are approximately 20 feet or less. Building entrances are highlighted with plazas, landscaping and generous porches with seating and lighting. Common exterior open spaces are overlooked by windows. Where practical, ground floor units have private open spaces. Buildings have roof pitches between 4:12 and 12:12. No garages or carports are located in the front yards. Building facades in excess of 120 have significant modulation. A modification is requested for facades over 120 feet. Of the long facades facing public right of way or single family properties, the average fagade length is approximately 104 fee. Buildings have a distinct base, middle and top. The base level includes the entry porch and greater level of window variability, gabled porte-cochere entries and stone clad columns. Top levels have setbacks, reduced scale and pitched roofs with variable roof lines and gables.
