MEETING MINUTES Present: Chair Dawn Coggins, Vice Chair Michael Campsmith, Thomas George, David Berger and George Pfeiffer
Excused: Carrie BeSerra Unexcused: Gary Rich and George Vadino Staff: John Hutton, Parks Director, Jason Gerwen, Parks Deputy Director and Mary Jaenicke, Parks Adm. Asst. II. Chair Coggins called the meeting to order at 5:05pm. PUBLIC FORUM None
APPROVAL OF MINUTES
Commissioner Berger moved to approve the November Parks and Recreation Commission regular meeting minutes as written. Vice Chair Campsmith seconded. Motion passed. COMMISSION BUSINESS Election of Chair and Vice Chair Commissioner Berger nominated Vice Chair Campsmith for Chair. There were no other nominations. Vice Chair Campsmith was nominated Chair by acclimation. Chair Campsmith asked for nominations for Vice Chair. Commissioner Coggins stated that she would be willing to be the Vice Chair. Commissioner Berger
nominated Commissioner Coggins. There were no other nominations. Commissioner Coggins was nominated Vice Chair by acclimation. 2021 Work Plan The draft of the 2021 Work Plan was discussed. The Master Plan for Lakota Park was discussed. The current
Master Plan for Lakota was done years ago and is no longer a reality for the current time period. Staff Gerwen stated that if a new Master Plan is done, the commission should hold some public meetings to discuss ideas for Lakota. Commissioner Pfeiffer suggested “dusting off” the front page of the Master Plan and sending it out to the Commission. Staff Gerwen stated that the City is at least five years away from implementing a Master
Plan. Commissioner Berger spoke regarding an inconstancy between the PROS Plan and the Work Plan. The PROS Plan states a near-term need is to design and construct improvements identified in the Facilities Master Plan, which is not feasible at this time. Why was this left in the PROS Plan. Staff Gerwen stated that there is a strong desire to redo Lakota which is why it’s in the PROS Plan. The PROS Plan is a roadmap and a guide for
the future. Commissioner Berger moved to approve the 2021 Work Plan. Vice Chair Coggins seconded. Discussion was held. Minor changes were made to the Work Plan. Commissioner Berger amended the motion and moved to approve the 2021 Work Plan with the requested changes. Commissioner Pfeiffer seconded. Motion Passed.

STAFF REPORTS Matrix Staff Gerwen provided background information on the development of a matrix. The matrix needs to be
comprehensive, defensible, fair and equitable and will be used to help staff and the commission make decisions; it will give them a quantifiable way to explain the decisions. A long discussion was held on the criteria for the weighting of a project and how to set the scorings. Two topics will be discussed at the commission meetings until the matrix is complete. Chair Campsmith stated that he would like the matrix to be
something that is logical and transparent. The matrix will become the tool to make decisions. Vice Chair Coggins would like to add Environmental Impact to the Matrix. OTHER BUSINESS
Commissioner Pfeiffer inquired about when the gates would be installed at some of the city parks. Staff is waiting to receive the contract back from the vendor. The gates are scheduled to be installed the first quarter of the year.
Staff Hutton reported that the Community Center is scheduled to open on January 18, 2021. A press release will be done and there will be announcements on all Social Media sites. The notification will include the safety protocols.
Staff Gerwen reviewed the Park Maintenance Work Plan for 2021. NEXT MEETING/AGENDA ITEMS Commission Business Prioritization Matrix
Staff Reports Park Code Update ADJOURNMENT A motion was made by Vice Chair Coggins and seconded by Commissioner Pfeiffer to adjourn the meeting. Chair Campsmith adjourned the meeting at 6:11 pm.
