PROJECT BACKGROUND AND DESCRIPTION STATEMENT
Building is intact and has fire damage to upper level (second story) with some aesthetic and
structural damage throughout building upon physical inspection. Becker Excavation was asked to
provide a comprehensive proposal for the removal of the second floor as well as the brick facade.
Further examination found a concrete leveler composition on the second story sub floor that will
need to be removed as well as utility disconnects; water and sewer.

GOAL STATEMENT
Project will encompass shoring building in order to remove the unwanted and unsalvageable
material in order to rebuild a second story. The primary goal is to remove the material without
causing damage to the underlying structure. This will not be guaranteed, nor is it implied that we
can remove the second story without causing structure damage to the lower level. After our site
visit, we discovered the exterior first floor framing to be visible in one corner and it was 2" x 4"
non dimensional framing, which in our opinion, will be difficult to shore and not cause damage
because of the inability to shore properly for sheer and lateral force.

PROJECT APPROACH PLAN
Upon mobilization, our primary goal will be installation of the erosion control measures (TESC)
as well as the shoring of the structure. During shoring, we will focus on the cap and locating of
utilities, ie; water and sewer. Clearing and grubbing of the site will be done as we demo the
structures. The second phase of the project will be the demolition of the second story walls and
floor. This process will require both machines and physical labor in order to remove the material
as required. Once the subfloor is removed and disposed of the brick facade will be removed and
we will work our way out of the building as we remove shoring.
Upon complete demolition of the second floor we will remove all debris that is onsite that was
produced by our scope of work.

This follows our letter of December 30, 2019, and confirms receipt of the following

As previously explained, we have retained Fire Cause Analysis (FCA)as our cause
and origin fire investigator to determine the cause of this loss. According to FCA,
renters insurance carriers (2)and the manufacturer of the stove in Unit 9 (GE)have
been placed on notice of FCA's site visit scheduled on February 3, 2020. To date,
FCA reports that neither the renters insurance carriers nor GE has responded.
In the meantime, we have retained Jensen Hughes, Mr. Mike Bramhall, as our
structural engineer to determine if any temporary shoring is required for FCA's site
visit. This confirms our telephone conversation of January 29, 2020, with
ClaimCo, Inc. PO Box 297 Ravensdale,WA 98051 • (253)887-0225• Fax (253) 887-0224
Mr. Bramhall who informed us that no specific shoring is required at this time for
the purpose of facilitating this inspection.
As you know, we have retained Mr. Boh Ramsey, Astro Consulting, as our building
consultant to assist us in determining the scope and measurement of this loss. As
discussed during our site visit of January 23, 2020, that included Mr. Ramsey, it
appears that the second floor will be removed in its entirety and the first floor will
be gutted to the studs.
We are enclosing testing results from WAT for your review that confirms asbestos
in the joint compound and sheet vinyl mastic in several units that will require
abatement. Hence, we are enclosing estimates from RSG Abatement Company
and Becker to complete this work. Please call to discuss.
Once the scene has been cleared by FCA, we are requesting your authorization
to proceed with demolition/abatement ASAP. Please let us know if you are in
agreement and if you require and advance payment at this time.
Lastly, please let us know if you will be retaining a general contractor or if you
require our assistance in bringing in an experienced contractor for the restoration
process.

1.0 PURPOSE OF SURVEY
A pre-demolition hazardous material inspection is intended to investigate a structure for potential
ACM, sample and provide accurate results to the customer in accordance with 40 CFR 763.86, the
EPA regulations for Asbestos Hazard Emergency Response Act (AHERA).
Sample test results will be displayed in the survey. Depending on the material sampled, there may be
multiple layers within each sample.These layers you will find broken out within each sample on the
results report. Each layer of the sample is prepared onto individual slides to be analyzed to provide
the most accurate result.
1.1 DEFINITION OF ASBESTOS
Class I: The most potentially hazardous class of asbestos jobs. This work involves the
removal of asbestos-containing thermal system insulation and sprayed-on or troweled-on
surfacing materials. Employers must presume that thermal system insulation and surfacing
material found in pre-1981 construction is ACM. That presumption, however, is rebuttable.
If you believe that the surfacing material or thermal system insulation is not ACM, the OSHA
standard specifies the means that you must use to rebut that presumption. Thermal system
insulation includes ACM applied to pipes, boilers, tanks, ducts, or other structural
components to prevent heat loss or gain. Surfacing materials include decorative plaster on
ceilings and walls;acoustical materials on decking, walls, and ceilings;and fireproofing on
structural members.
Class ll: This work includes the removal of other types of ACM that are not thermal system
insulation such as resilient flooring and roofing materials. Examples of Class ll work include
removal of asbestos-containing floor or ceiling tiles, siding, roofing, or transite panels.
Class III: This asbestos work includes repair and maintenance operations where ACM or presumed
presumed ACM(PACM)are disturbed.
Class IV: This work includes custodial activities where employees clean up asbestos-containing waste
containing waste and debris produced by construction, maintenance, or repair activities.
This work involves cleaning dust-contaminated surfaces, vacuuming contaminated carpets,
mopping floors, and cleaning up ACM or PACM from thermal system insulation or surfacing
material. (Asbestos Standard for the Construction Industry, OSHA 3096 2002(Revised))
**Highlighted asbestos class work are what applies to the removal of the materials found to
contain ACM in this survey. If no class is highlighted, no asbestos was detected in this survey.
Friability: Friable ACM is any material containing more than one percent asbestos (as determined by
Polarized Light Microscopy)that, when dry, may be crumbled, pulverized, or reduced to powder by
hand pressure. Non-friable ACM is any material containing more than one percent asbestos (as
determined by Polarized Light Microscopy)that,when dry, cannot be crumbled, pulverized,or
reduced to powder by hand pressure. Under the Asbestos NESHAP, non-friable ACM is divided into
two categories. Category I non-friable ACM are asbestos-containing resilient floor coverings
(commonly known as vinyl asbestos tile (VAT)), asphalt roofing products, packaging and gaskets.
These materials rarely become friable. All other non-friable ACM are considered category II non-
friable ACM.

1.2 LIMITATIONS .
There are limitations to any one survey. First, surveys are designed to have the inspector take
samples at random when following the method.This is important to understand because it is
impossible to sample every square inch of a structure. Areas that are not addressed in this survey
must be considered homogeneous materials, unless requested in an additional survey.
Excluded from the survey are toilets, hot water tanks, light fixtures, HVAC units, and all other
appliances that may still be present in the building at the time of the survey but will be removed
before the demolition of the structure.
Other limitations may be when the inspector cannot access areas during the survey.This could be
any multitude of reasons. For example, in cases where destructive sampling is not allowed and the
inspector is unable to sample beneath many layers of flooring, or behind walls, structures or tight
spaces.
This report is in request and for exclusive use of the client and their interested parties.The inspection
and report follow the general guidance recommended by AHERA, and no any other warranty,
expressed or implied, is made.Any unauthorized use or use of this report beyond its scope is strictly
prohibited.Washington Asbestos Testing LLC, its inspectors and its analysts hold no liability.
If any suspect materials are found that were not found during the initial survey inspection, please
contact us IMMEDIATELY so that we can return to the job site and test the material.Any untested
suspect materials must be considered asbestos-containing unless proven otherwise.
Survey was limited to damage areas.
2.0 EXECUTIVE SUMMARY
On 01/16/2020,Washington Asbestos Testing LLC conducted a survey for suspect asbestos-
containing building materials at 3300 SW 320th St., Federal Way,WA.The sampling was conducted
at the request of Mike Edmunds with Claimco Inc. prior to demolition activities.

2.2 ADDITIONAL INFORMATION
Health Risks: Asbestos is a known carcinogen that is highly regulated in terms of proper removal and
disposal. Licensed asbestos contractors and certified asbestos workers,trained in the use of
personnel protective equipment and engineering controls, are required if the matrerials will be
disturbed or removed.
PSCAA Notification for Demolition:The Puget Sound Clean Air Agency (PSCAA, Regulation Ill, Article
4) requires notification for building demolition. For a notification form, regulations,and contact
information, go online at www.pscleanair.org. Demolition notification can be completed and fees can
be paid online.The 10-day waiting period is waived if the notification is filed as an emergency.
Point Count Analysis: This type of analysis includes testing of bulk building materials for
asbestos by performing 400 point counts (EPA 600/R-93/116).This is a more detailed method for
estimating asbestos in a building material and is more accurate than a visual estimate. While the
visual estimation of asbestos in a building material works well for most samples, a point count can be
very important when low asbestos concentration in a building material is detected.This
methodology, which has a detection limit of 0.25%, increases the accuracy and precision of the
asbestos concentration determined in a sample and is commonly used to comply with NESHAP
regulations requirement of performing point counting on samples with low concentrations of
asbestos.

2.3 OTHER HAZARDOUS MATERIALS
PCBs:
PCBs belong to a broad family of man-made organic chemicals known as chlorinated hydrocarbons.
PCBs were domestically manufactured from 1929 until their manufacture was banned in 1979.They
have a range of toxicity and vary in consistency from thin, light-colored liquids to yellow or black
waxy solids. Due to their non-flammability, chemical stability, high boiling point, and electrical
insulating properties, PCBs were used in hundreds of industrial and commercial applications including
electrical, heat transfer, and hydraulic equipment; as plasticizers in paints, plastics, and rubber
products; in pigments, dyes, and carbonless copy paper; and many other industrial applications.
Congress banned the manufacture of PCBs in the United States in 1976 because of their toxic effects.
In July of 1979, EPA phased out the processing or use of PCBs, except in totally enclosed equipment.
However, a large number of FLBs that were installed prior to the ban, or that were stored and later
used after the 1979 phase-out, may contain PCBs and may still be in use in U.S. schools. EPA
regulations also require that all FLBs built between July 1, 1978 and July 1, 1998 that do not contain
PCBs must be labeled "No PCBs."
Mercury:
Management and disposal by businesses of fluorescent light bulbs and other mercury-containing
bulbs are regulated under the Resource Conservation and Recovery Act (RCRA) Universal Waste Rule
(UWR) and Subtitle C hazardous waste regulations.
All fluorescent bulbs contain some amount of mercury, generally ranging from 3.5-8mg. Follow state
laws regarding-proper disposal.
Mercury-containing equipment means a device or part of a device(including thermostats, but
excluding batteries and lamps)that contains elemental mercury integral to its function.
Lead:
Lead paint or lead-based paint is paint containing lead. As pigment, lead(II) chromate (PbCr04,
"chrome yellow")and lead(II) carbonate (PbCO3, "white lead") are the most common forms. Lead is
added to paint to speed up drying, increase durability, maintain a fresh appearance, and resist
moisture that causes corrosion. It is one of the main health and environmental hazards associated
with paint. In countries such as the U.S. and the U.K. have regulations prohibiting this, although lead
paint may still be found in older properties painted prior to the introduction of such regulations.
Although lead has been banned from household paints in the United States since 1978, paint used in
road markings may still contain it.

considered an unclassified asbestos operation by DOSH.Unclassified asbestos operations cover employees likely to be exposed in excess
of the permissible exposure limit(PEL),and who are performing operations not covered by Class I through IV.For construction work
involving unclassified asbestos the applicable requirements will include:an exposure assessment,use of vacuum cleaners equipped with

4.1 STATEMENT OF COMPLIANCE
In accordance with W.A.C. 296-62-00721 and PSCAA Regulation III, Article 4, Washington Asbestos
Testing LLC performed an asbestos survey for property address 3300 SW 320th St., Federal Way, WA.
Should employees or contract personnel encounter any suspect ACM (asbestos containing materials)
1. Contact a representative of the owner or the owner themselves.
2. Consult the inspection report(survey)to determine whether or not the suspect material
contains asbestos.
3. If the suspect material was not sampled and analyzed in the inspection report (survey), then
the material must be presumed to contain asbestos until proven otherwise by sampling the
new material and undergoing PLM analysis.
4. Make sure to notify all employees and contractors working on this project of the location and
type of materials found to contain asbestos.
It is safe to assume all wall textures are positive for asbestos.
It is safe to assume all black mastic found is positive for asbestos.

"Clarifications:
1)Price does not include any other hazardous material testing or abatement.
2)Price only includes the specific areas listed above;Any work that is outside of the scope of work will be invoiced as a
supplement to the original estimate/invoice. $95 per hour,plus all materials, including disposal costs,will be charged for
any work that is above and beyond the original agreed upon signed contract and will be assessed on final billing.
General Conditions:
•Payment to be made within the timeframe specified on the invoice.
•In the event of payment default,customer agrees to pay RSG Abatement&Demolition,Corp(RSG)finance charges
of 1.5%per month on any outstanding amount over 30 days from the date of invoice.
•The work area must be cleared of all contents prior to RSG arrival.
•A$45.00 per man hour charge will be assessed if RSG has to manipulate contents or gain access to the area.
•RSG is not responsible for damage to contents which must be moved to access the work area or perform our work.
•All work will be performed in compliance with Federal,State,and Local regulations.
RSG Abatement&Demolition is not responsible for any of the following:
1. Disconnecting and reconnecting permanent power supplies,telephone systems, and/or computer systems;
2. Reinstalling appliances, light fixtures,toilets, hot water tanks,vanities,and/or sinks,or any other plumbing items;
3. Moving, packing and/or storing personal contents of building;
4. Providing any permanent or temporary weather protection for the site where the work will be performed.
5. Providing any security of the structure, its site and/or its contents;
6. Causing minor damage resulting from the work being performed, including, but not limited to:tape damage,
nicks,scrapes and staple holes to sheet rock,wallpaper and paneling
