Consulting Engineers and Geoscientists Gramor Development Offices in Washington, 1133 - 164th Street Southwest, Suite 107 Oregon,and Alaska Lynnwood, Washington 98037-8121 Attention: Bob Hart Geotechnical Consultation Proposed Gramor Development Federal Way, Washington File No. 1124-039-00 INTRODUCTION The purpose of this letter is to provide an opinion regarding foundations for the proposed Gramor development in Federal Way, Washington. The site is located east of 9th Avenue South and north of South 344th Street. We understand that the proposed development will include a single-story warehouse type facility approximately 65,000 square feet in areal extent based on a preliminary grading plan prepared by Barghausen Consulting Engineers dated December 3, 1999. The building will be concrete tilt-up construction with a slab-on grade. Parking is planned on the west, south and east sides of the building. Truck loading docks are planned on the north and south sides of the building. The preliminary grading plan suggests that cuts on the order of about 4 feet high are planned on the west side of the site and fills up to 3 feet will occur on the east side of the developed area of the site. SUBSURFACE CONDITIONS Our understanding of subsurface conditions is based on test pit exploration logs prepared by Geotech Consultants, Inc. included in their letter report entitled, "Preliminary Foundation Considerations, Proposed Business Park, Lot 9, West Campus Business Park, Federal Way, Washington dated January 29, 1990. GeoEngineers did not visit the site nor did we complete explorations at the site as a basis for our opinions and recommendations. Based on the test pit explorations by Geotech Consultants, Inc. the site is blanketed with fill consisting of silty sand ranging in thickness from 3.5 to 14 or more feet. The density and moisture content of the fill encountered in the test pits is reported to be highly variable. Organics were observed in TP-2, TP-4, TP-5 and TP-6 and occasional brick fragments were observed in the fill in test pits TP-1 and TP-6. GeoEngineers,Inc. 8410 154th Avenue N.E. " Gramor Development • December 17, 1999 Page 2 A layer of topsoil is present beneath the fill in TP-2, TP-3 and TP-4 ranging in thickness from about 0.5 to 1.0 feet. Beneath the fill and topsoil the test pits encountered loose to very dense native silty sand and medium stiff silt. ON-GRADE SLABS In our opinion, the proposed building slab can be supported on grade on a layer of properly compacted structural fill. The thickness of the structural fill will depend on the expected floor loads but will not exceed 2 feet. Some settlement of on-grade slabs should be expected due to the variable fill conditions. Settlement of floor slabs may result in cracking and "warping" of the slab. We do not anticipate abrupt discontinuities in the slab that would result in a "bump." SHALLOW FOUNDATIONS The test pit explorations completed at the site indicate that the existing fill varies in thickness and density which can result in large total and differential settlements of shallow foundations and on-grade slabs. In our opinion, the building can be supported on shallow foundations bearing on a zone of compacted structural fill ranging in thickness from a minimum of 2 feet up to about one-half the width of the footings. Shallow footings supported as described should be proportioned for an allowable bearing pressure of 2,000 psf(pounds per square foot). We recommend that we complete additional test pit explorations prior to beginning construction to obtain additional subsurface information and finalize our recommendations regarding foundation support and structural fill thickness. The variable fill conditions may result in total settlements up to 1 to 1-1/2 inches and differential settlements up to about 1 inch in 100 feet. The continuous perimeter footing will support the concrete tiltup panels. The majority of the settlement of these foundations will occur shortly after the concrete panel is placed onto the foundation. Post-construction settlement and panel cracking can be reduced by delaying completion of the final connections of the panels until after the majority of the settlement has taken place. Because of the variability of subsurface conditions at the site and the limited subsurface information available at this time, we recommend that we retained to provide construction observation services to verify that the subsurface conditions encountered are consistent with those expected. There is a possibility that additional remedial measures such as GeoPiers will be necessary to provide adequate support for some of foundations for the proposed development in order to limit settlements to tolerable levels. A GeoPier is a crushed rock "column" that extends down below the footing through the fill to the underlying competent soils. We will advise you immediately if we encounter conditions that warrant a change in our foundation recommendations. The report is not intended for use by others and the information contained herein is not applicable to other sites. The data and report should be provided to prospective contractors for their bidding or estimating purposes, but our report, conclusions and interpretations should not be construed as a warranty of the subsurface conditions. The site development was in the preliminary stages at the time of this writing. When the design has been finalized, we recommend that the final design and specifications be reviewed by our firm to see that our recommendations have been interpreted and implemented as intended. Our scope of services did not include completing subsurface explorations at the site to develop our opinions and recommendations. We relied on test pit exploration information reported by Geotech Consultants. The scope of our services does not include services related to construction safety precautions and our recommendations are not intended to direct the contractor's methods,techniques, sequences or procedures,except as specifically described in our report for consideration in design. There are possible variations in subsurface conditions between the explorations and variations are also possible over time. A contingency for unanticipated conditions should be included in the budget and schedule. Additional explorations should be completed prior to construction for this project. Sufficient monitoring, testing and consultation by our firm should be provided during construction to confirm that the conditions encountered are consistent with those indicated by the explorations,to provide recommendations for design changes should the conditions revealed during the work differ from those anticipated, and to evaluate whether or not and foundation earthwork installation activities comply with contract plans and specifications. Within the limitations of scope,_schedule and budget, our services have been executed in accordance with generally accepted geotechnical practices in this area at the time the report was prepared. No other conditions,express or implied, should be understood.
