02-02-2021 Council Minutes - RegularY OF �Fleral Way CITY COUNCIL REGULAR MEETING MINUTES Remote Meeting February 2, 2021 — 6:30 p.m. 1. CALL MEETING TO ORDER Mayor Ferrell called the meeting held remotely to order at 6:31 p.m. City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember Leandra Craft, and Councilmember Martin Moore. City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney. Mayor Ferrell excused Councilmember Linda Kochmar absence. 2. PLEDGE OF ALLEGIANCE Mayor Ferrell led the flag salute. 3. PRESENTATIONS a. AWC Retro Pool Refund Presentation Association of Washington Cities (AWC) CEO Peter King presented information regarding Federal Way's safety record and announced Federal Way is receiving the largest refund in the program history. He noted the record -setting 2017 refund is due to the diligent work of crews who maintain safe work environments and for Human Resources who manage the program. He also recognized the importance of good leadership from the Mayor and Council in promoting safe work environments. Deputy Parks Director Jason Gerwen also spoke to thank Mr. King for attending the meeting and recognized the members of the city's Safety Committee who represent many various city departments. He also thanked Human Resource (HR) Manager Jean Stanley and HR Analyst Sun So for their work managing the program. Mr. Gerwen noted the city has adopted AWC's theme of making sure every staff member goes home every night and thanked the Mayor and Council for their support. Councilmembers thanked Mr. King and Mr. Gerwen for the information and asked clarifying questions regarding the city's Safety Committee. b. Proclamation: Black History Month Councilmember Assefa-Dawson read and spoke to the Black History Month Proclamation. Mayor Ferrell invited. Pastor Joe Bowman, Lyn Idahosa, Tirzah Idahosa and Louis Guiden Federal Way City Council Regular Minutes Page 1 of 6 February 2, 2021 to provide remarks regarding the importance of recognizing Black History and celebrating the Black Community every day, and not just one month a year. c. Mayor's Emerging Issues and Report ® State of the City Address Mayor Ferrell announced the annual State of the City Address will be held on February 25 at 6:00 p.m. He noted due to the restrictions from COVID-19, the event will be held virtually via Channel 21, YouTube and Facebook Live. He is excited to highlight the past year of accomplishments and share what is to come. • COVID-19 Update Emergency Manager Ray Gross provided an update on the current vaccine distribution and vaccination phase. He highlighted the King County Dashboard which has various COVID-related information and noted the vaccine distribution is being handled through multiple partners including public health clinics, pop- up mobile sites, high volume retail sites and long-term care facilities. He also provided the information specific to Federal Way. Councilmembers thanked Mr. Gross for the information and asked clarifying questions regarding the use of the King County Aquatics Center for testing and future vaccination and if private testing sites are reporting results to the county. It was also noted that the senior community appreciates hearing COVID-19 updates during the meetings. Other questions were related to the percentage of total vaccine distribution in Washington State and the status of the Johnson & Johnson vaccine currently in testing. • Food Drive to support the Federal Way Senior Center Mayor Ferrell reported on the drive-thru Food Drive held on January 30 1 support of the Federal Way Senior Center. Councilmember Baruso noted this event typically is hosted at five or six stores, but it was to ensure all safety precautions were managed. He announced they were able to collected 1,500 pounds of food and $282 in cash donation. Councilmember Baruso thanked Chris Brown, Jeri - Lynn Clark, and the city Diversity Commission for their support in organizing the event which maintained social distance by allowing donations to be collected from cars. • African American Community Quarterly Meeting The Mayor reported on the most recent African American Community Quarterly Meeting which was held on January 27, 2021 via Zoom. He noted the conversation was very honest and emotional at times; he thanked all that attended and spoke as he appreciates hearing the voices in our community. He also thanked the Councilmembers who were able to attend. • Legislative Update Communications and Government Affairs Coordinator Steve McNey noted the city's longtime contracted lobbyist recently ended his contract with the city as he accepted a position with the Washington Tribes. Mr. McNey acknowledged the difficult timing related to the legislative session however, the Mayor has pivoted and has secured short term contract through the end of the session with two reputable lobbyists. He indicated he will provide a more thorough once this transition has been finalized and his belief the city is lucky to be working with the new team and will see project funding this session. Council Committee Reports Parks/Recreation/Human Services/Public Safety Committee PRHSPS : Council President Honda reported the next meeting would be February 9 at 5:00 p.m. via Zoom. Land Use[Trans ❑rtation Committee (LUTC): Chair Baruso reported on the LUTC meeting and the items moving forward to the next Council agenda on February 16. The next meeting is scheduled for March 1 at 5:00 p.m. Finance, Economic Development Regional Affairs Committee (FLDRAC): Chair Tran reported the committee met on January 26 and he thanked Council President Honda and Councilmember Kochmar for running the meeting in his absence. He reported on the items passed through committee and are included on this agenda. The next meeting will be February 23 at 5:00 p.m. Lodging Tax Advisory Committee LTAC : Chair Assefa-Dawson noted the city was notified the NCAA event scheduled for the King County Aquatics Center has been canceled. She thanked Tim Johnson for all his work on this and noted the next meeting in February will be rescheduled or canceled to rework the LTAC budget; no date has been set. Regional Committees Report [PIC): Councilmember Moore reported the next meeting of the SCA Public Issues Committee will be February 10 at 7:00 p.m. Council President Report: Council President Honda attended the Senior Advisory Commission and noted they requested information regarding the Utility Rebate Program which is being discussed at the FEDRAC Committee. She was thankful for the drive-thru food drive which allowed minimal contact and was very helpful to the Senior Center. 4. PUBLIC COMMENT Pastor Gordon Banks spoke regarding ongoing food drives in the community and at his church stating he is always grateful to partner together with others for the community. Betty Taylor spoke in concern over landlord/tenant issues and would like to see a new ordinance in Federal Way which provides more protection for tenants by requiring an independent inspection prior to moving in a rental unit. She thanked the Mayor and City Council for listening and being responsive to her concerns. Allison Fine asked the city to review traffic light timing and overall safety on South 348tn Street near WinCo. She spoke in concern over a recent video of a young girl being detained by police elsewhere in the country using drastic measures. She would like to make sure there are procedures in place to prevent the same happening in Federal Way. Cynthia Ricks-Maccotan appreciates the real talk in the community and would like to thank the Federal Way Black Collective and Mayor Ferrell for allowing her to moderate the Quarterly Meetings. Moving forward she would like to see a professional facilitator used who can keep the meetings moving forward and in a positive direction. 5. He noted the city was recently notified the event has been canceled. He is concerned this event will move to another state and it will be difficult to get the championship back in Washington. Councilmember concurred with Mr. Johnson's disappointment over the loss of this large event and the tourism dollars it produces for the area businesses. 6. COUNCIL BUSINESS a. Planning Commission Appointments COUNCILMEMBER BARUSO MOVED THE FOLLOWING APPOINTMENTS TO THE PLANNING COMMISSION: DIANA NOBLE-GULLIFORD, DALE COUTURE, AND TIM O'NEIL TO VOTING POSITIONS WITH TERMS TO EXPIRE SEPTEMBER 30, 2024 AND JAE SO AND ANNA PATRICK TO ALTERNATE POSITIONS WITH TERMS TO EXPIRE SEPTEMBER 30, 2024; SECOND BY COUNCILMEMBER MOORE. Copier and Printer Maintenance Contract IT Director Thomas Fichtner provided information regarding the citywide copier and printer maintenance contract. He noted due to timing this contact did not go through the FEDRAC Committee. This contract is with Copiers Northwest who has worked with the city since 2011 and has a great service history. Mr. Fichtner noted the contract term is January 1, 2021 through July 31, 2024 for an annual compensation of $50,000 which is included in the Council approved budget. Mayor and Council thanked Mr. Fichtner for the presentation. COUNCILMEMBER TRAN MOVED APPROVAL OF THE PROPOSED AGREEMENT WITH COPIES NORTHWEST INCORPORATED FOR A SUM NOT TO EXCEED $150,000.00 AND AUTHORIZE THE MAYOR TO EXECUTE SAID AGREEMENT; SECOND BY COUNCILMEMBER CRAFT. COUNCIL REPORTS Councilmember Assefa-Dawson suggested supporting local black owned businesses and restaurants in the community this month as a course of action for Black History Month. Councilmember Baruso supports Councilmember Assefa-Dawson's suggestion of supporting local black businesses this month for Black History Month. Councilmember Tran wished everyone a Lunar New Year. Councilmember Craft wished everyone a Happy Lunar New Year and also acknowledged Black History Month. She thanked Councilmember Assefa-Dawson and Councilmember Baruso for their call to action and would like to encourage the community to attend any of the number of virtual events this month celebrating Black History. She was happy to assist with the drive-thru food drive where she was able to engage with the community. Councilmember Moore encouraged everyone to celebrate the black community 365 days a year and not just one month a year. He thanked Councilmember Baruso for his leadership with the drive which supported the Senior Center Food Bank. He also thanked Jeri -Lynn Clark and the Diversity Commission for the assistance in planning the event. He recently attended the African American Quarterly meeting and felt it was an authentic meeting and appreciates the powerful voices in our community. He supports a rental inspection program and feels tenants should be able to come to the city for an inspection. Council President Honda reported on her attendance at the Public Health Meeting with Director Patty Hayes. She noted everyone should make sure they are wearing a properly fitted mask, maintain social distancing and get the vaccination if able. She is concerned the phases may get rolled back and emphasized supporting local businesses and restaurants who are struggling. She noted there are many things to celebrate this month including Black History Month, Valentine's Day, and the anniversary of the city's incorporation. Federal Way City Council Regular Minutes Page 5 of 6 February 2, 2021 Mayor Ferrell asked Chief Hwang to speak regarding the police officer who recently lost his life in the line of duty and his connection to Federal Way. Chief Hwang noted 2020 has been the worst year for in the line of duty deaths for officers. He further noted a founding member of the Federal Way Police Department Lt. Michael Boutte was killed while answering a mental health call for the Sheriff's Department in Necaise, Mississippi. Mayor Ferrell asked for a moment of silence to honor Lt. Boutte. 8.
