01-26-2021 FEDRAC MINUTESCITY OF Federal Way City Council Finance/Economic Development/Regional Affairs Committee Tuesday, January 26, 20215:00 p.m. SUMMARY MINUTES Meeting held remotely via Zoom CALLTO ORDER: Councilmember Kochmar chaired the meeting and called the meetingto order at 5:02 p.m. COMMITTEE MEMBERS VIA ZOOM: Councilmember Craft and Councilmember Kochmar. EXCUSED COMMITTEE MEMBERS: Councilmember Tran. COUNCILMEMBERS VIA ZOOM: Council President Honda; Councilmember Baruso and Councilmember Assefa — Dawson. STAFF MEMBERS VIA ZOOM: Finance Director, Ade Ariwoola; Accounting Manager, Chase Donnelly; City Attorney, Ryan Call; Economic Development Director, Tim Johnson; IT Technician, Colby Hill; Executive Assistant to the Council, Jeri -Lynn Clark; and Administrative Assistant II, Jennifer Pettie. PUBLIC COMMENT: No public comment A. Approval of Summary Minutes — November 24, 2020 Meeting Motion made by Councilmember Craft to approve the minutes from November 24, 2020; motion seconded by Councilmember Kochmar and carried 2-0. B. Agreement with Seattle Sports Commission to Coordinate the NCAA Swimming Championships: Presented by Economic Development Director, Tim Johnson. Economic Development Director Tim Johnson explained the City of Federal Way's Lodging Tax and Advisory Committee (LTAC), King County, and the Seattle Sports Commission were awarded the bid to host the 2021 NCAA Men's and Women's Swimming and Diving Championships at the King County Aquatic Center. The City's financial contribution is $35,000 and this amount has been approved by the City Council as part of the LTAC 2021/22 Budget. Director Johnson went on to explain the two major hurdles regarding the event are feeding the athletes, coaches and judges as well as finding a testing facility. The Committee brainstormed various venues and discussed each in detail (Todd Beamer High School, Performing Arts & Event Center, and the Federal Way Community Center). Motion made by Councilmember Craft to forward the proposed Agreement to the February 2nd, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar and carried 2- 0. Questions were sent through email earlier to the Finance Director and the questions were answered and sent back to all Councilmembers. Motion made by Councilmember Craft to forward the November 2020 Vouchers to the February 2nd, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar and carried 2-0. D. Vouchers — December 2020: Presented by Finance Director, Ade Ariwoola. Questions were sent through email earlier to the Finance Director and the questions were answered and sent back to all Councilmembers. Motion made by Councilmember Craft to forward the December 2020 Vouchers to the February 2nd, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar and carried 2-0. E. Monthly Financial Report — November 2020: Presented by Finance Director, Ade Ariwoola. Finance Director Ariwoola summarized the November 2020 Monthly Financial Report. Notable areas include: e Property Tax • Sales Tax e Admissions Tax • CD Permits & Fees • Lakehaven Franchise Fees ® Park & General Recreation Fees Motion made by Councilmember Craft to forward the November 2020 Monthly Financial Report to the February 2nd, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar and carried 2-0. F. Monthly Financial Report— Preliminary December 2020: Presented by Finance Director, Ade Ariwoola. Finance Director Ariwoola explained that December is still being processed, and next month we will bring forth the finalized December Monthly Financial Report. Ariwoola added that although our total revenue is down, the total expenditure is down as well. Motion made by Councilmember Craft to forward the Preliminary December 2020 Monthly Financial Report to the February 2nd, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar and carried 2-0. Tuesday, January 26, 2021 Page 2 CITY OF Federal Way G. Utility Tax Rebate Program: Presented by Finance Director, Ade Ariwoola. Finance Director Ariwoola stated we are looking at exploring different options regarding the utility tax rebate program (UTRP). Some cities in the surrounding area work directly with their utility district. If someone can prove they are a low-income senior citizen then the utility district doesn't collect the utility tax. Another route would be to set a flat rebate amount versus having to go through each bill. There has been a decrease in participation in the program because some senior citizens are having trouble holding onto their bills for the entire year to submit them. The Committee discussed different possibilities on how to get more senior citizens involved and would like to view a few other city's requirements to see how they compare to ours. This item was for discussion purposes only, no action was taken.
