Mayor and lobbyist meet individual legislators to learn their priorities (on-going). Draft submitted to Council on Wed., Nov. 27th. Lobbyist overview of upcoming session at December 3rd meeting and Council finalizes agenda. Legislative Breakfast Wednesday, December 11th. 2 2020 Draft Legislative Agenda Process 3 Overview of Upcoming Session: 60-day short session. Funding will be limited for significant initiatives. This is a year to submit urgent priorities and educate legislators on initiatives for 2021 and beyond. 3 2020 Draft Legislative Agenda Process 4 New and High Priority Items: Additional funding for Academy classes. Additional Safe City Cameras. Support Rep. Pellicciotti ‘s air noise mitigation legislation to include Federal Way. Funding to a 501c3 organization for the proposed Veterans Monument (also Federal and other asks). Support Federal Way Public Schools agenda Support working family initiatives including child care. 4 2020 Draft Legislative Agenda Process 5 Transportation Priorities: Collaborate with 27th District for widening of S. 356th for better access to ST Link and SR 18 from Browns Point and West Federal Way. Pedestrian, bicycle & traffic capacity in downtown Federal Way, 314th ($5m) City Center Access to improve downtown access to and across I-5 including 320th interchange & transit access ($50m). 5 2020 Draft Legislative Agenda Process 6 Crime and Public Safety Priorities: Launch resource center for you in Federal Way like REACH Center ($200k). Youth Substance Abuse Program ($100k). Staff position to oversee youth violence prevention efforts ($80k). Additional funding for academy classes. Additional Safe City cameras. 6 2020 Draft Legislative Agenda Process 7 Aircraft Noise and Health Issues Priorities Support reintroduction of Rep. Pellicciotti legislation to enlarge the distance from a runway which port districts are authorized to operate airport noise abatement programs from 6 to 12 miles. When formulated, fund the second phase of the University of Washington study on ultra-fine particles examining health impacts. Support legislation to replace noise abatement packages if they have failed. 7 2020 Draft Legislative Agenda Process 8 Homelessness Priorities: Partner with a local non-profit on a trial program where “panhandlers” and others experiencing homelessness would be paid an hourly wage to work on city improvement projects ($80,000) Priorities from the Mayor’s Task Force on Homelessness (in process). 8 2020 Draft Legislative Agenda Process 9 Community Priorities Support the legislative agenda for the Federal Way Public Schools. Support Funding to a 501c3 organization for the proposed Veterans Monument (in tandem with Federal and other asks). Youth violence prevention study. Collaborating with DCYF coordination. Design funding for optimizing downtown circulation and traffic capacity completed. 10 2020 Draft Legislative Agenda Process 11 2019 Projects in Process Consultant study regarding the current and ongoing impacts of Sea-Tac International Airport. Six communities matched funds and research in progress (on-going). Administered by Department of Commerce.
