Introduction
The following report has been developed for the proposed South Campus Estates
residential project in Federal Way, Washington with the purpose of satisfying the City’s
Revised Code (FWRC) 19.120.040 (2) (a) through (e). I have personally visited the site
to conduct an inventory of the trees within the property and assessed each tree to be
retained.
I. Site and Project Description
The 4.73-acre site is currently legally described as TPN3021049041 within the Federal
Way city limits. It is undeveloped but has been impacted by past grazing and hygrade
logging. It is mostly forested with a mixture of native and introduced species. The
dominant species are big leaf maple and Douglas fir. Regeneration is low and invasive
plants have become established.
The proposed project includes 10 residential lots with associated access drives. A 30’
wide ROW dedication will run along the north, east and southern perimeters for a total
of 46,539 sf. It is my understanding that only areas around the proposed footprints of
the homes and the access drives will be cleared.
II. Tree Removal
Only trees shown in the shaded areas and those with orange dots on the attached site
plan are being proposed for removal. These trees are within or near the home footprints
and access drives. I have also identified two additional trees (#124 & #205) that I
recommend removal based on their poor condition and potential impacts from the
clearing.
III. Tree Survey
I originally visited the site on April 30, 2020 to conduct an inventory and tag all trees
measuring 6” and greater. These trees were then surveyed by Larson and Associates and
are presented in Table 1. I conducted a follow-up site visit on December 19 to determine
whether all trees proposed for retention are healthy and windfirm. I also tallied all trees
under 6” in the areas to be retained.

IV. Tree Retention
A total of 53 trees or 110.5 tree unit credits are being proposed for retention. Trees that are
within the ROW dedication area have not been counted and therefore, that area has not been
counted in the gross site acreage. Below is a summary of the retention calculations.
Total site acreage = 4.73 acres
ROW Dedication = 1.06 acres
Gross Acreage = 3.66 acres
Minimum tree density (3.66 acres x 25 units/acre) = 91.5 units
Proposed Retention (110.5 + 72) = 182.5
This property will remain well above the City’s minimum tree density requirement and
replanting will not be necessary.
V. Tree Protection
I am recommending that tree protection fencing be installed around the areas of retention
(shown in orange on the attached site plan). This is especially important to protect the
critical root zones of the larger trees and preserve the smaller trees and understory
vegetation.
I would also suggest that the large amount of invasive English laurel in the southeast corner
near Trees #113 and 140 be removed by hand so that it doesn’t out-compete the native
vegetation.
