SUBJECT: Sound Transit OMF-South Study Session
FINANCIAL IMPACTS:

BACKGROUND INFORMATION:
Sound Transit staff is providing a briefing to Council related to the release of the Draft
Environmental Impact Statement (DEIS) of the proposed Sound Transit Operations &
Maintenance Facility South (OMF South). The purpose of this study session is to hear an
overview of the DEIS and provide an opportunity for Council to ask questions direct of Sound
Transit staff. Comments made at this meeting, by either the Council or Public, are not considered
formal comments regarding Sound Transit's DEIS and will not be incorporated into the
environmental record or formally responded to by Sound Transit in the future Final EIS.
The DEIS looks at three (3) alternative site locations, including the Midway Landfill in Kent and
two (2) alternative locations in Federal Way, located generally where I-5 intersects with 336th St.
and the other at 344th St. The DEIS is subject to public comment until April 19th
Sound Transit is the lead agency for environmental review pursuant to RCW 43.21 c and WAC
197-11 (SEPA). For any Federal environmental review, the Federal Transit Authority will be
lead agency (NEPA). The DEIS is available for public review located at either of the following

Sound Transit will host two formal public meetings where verbal comments can be made,
transcribed by a court reporter, and entered in to the record. These meetings will be held online
