PRHSPSC MINS 02-09-2021City of Federal Way City Council PARKS RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday, February 9, 2021 5:00 p.m. SUMMARY Committee Members Participating via Video Conference: Chair Kochmar and Committee members Assefa-Dawson and Baruso Council Members Participating via Video Conference: Council President Honda and Councilmember Moore Staff Members Participating via Video Conference: Del Kolde, Assistant City Attorney, John Hutton, Parks Director, Jason Gerwen, Parks Deputy Director and Mary Jaenicke, Administrative Assistant Il. Chair Kochmar called the meeting to order at 5:00pm Public Comment: None BUSINESS ITEMS .Approval of Minutes Committee member Baruso motioned to approve the January 12, 2021 minutes as written. Committee member Assefa-Dawson seconded. Motion passed. Elevator Services -Contract Award Staff Gerwen provided the background information. This is a five-year contract for a total amount of $87,650.00. The proposed contract includes allocations for monthly maintenance, potential repairs and upgrades. The elevator was previously serviced by Thyssen Krupp. The City notified them that they would not be renewing the contract at the conclusion of the 5-year term. This was mainly due to a lack of communication and unresponsiveness. Also, the modernization estimates were double the available budget. Eltec Systems LLC the only company that has sourcing to service the existing elevator controls. After meeting with Eltec Systems LLC, staff believes that they are the best contractor to fit the city's needs. Committee member Assefa-Dawson moved to forward the proposed Agreement to the February 16, 2021 consent agenda for approval. Committee member Baruso seconded. Motion passed. 2021 Parks and Recreation Commission Work Plan Staff Gerwen provided the background information. The Work Plan is lighter than usual due to the uncertainty of what events will be able to take place in 2021. Staff Gerwen reviewed the Work Plan. A new project on the Work Plan is developing a prioritization matrix to help staff prioritize Capital projects. No discussion was held. Committee member Baruso moved to forward the proposed 2021 Parks and Recreation Commission Work Plan to the February 16, 2021 full Council consent agenda for approval. Committee member Assefa-Dawson seconded. Motion passed. Enerp_v Discussion Staff Gerwen highlighted the energy efficiency improvements to city facilities that have taken place over the last ten years. When the City started these efficiencies in 2010 the city could not afford to have their own Resource Conservation Manager (RCM), so the City partnered with the City of Auburn to hire an RCM. The improvements to City Hall include replacing the two 80-ton rooftop units — this provided major energy savings. Installed occupancy sensors, and LED fixtures. There are over 2000 overhead fluorescent light fixtures and those have not been replaced. Photo cells and timers have also been installed. Improvements made to the Community Center includes LED conversions, installing timing and sensors, weather stripping and efficiency improvements to the Splash Cafe, Dumas Bay Centre has had numerous improvements. Those include installing LED bulbs, occupancy sensors, motion sensors in all of the common areas, and de-lamped fluorescent fixtures. Mini -splits were also installed which adds comfort to the building. The windows were also re -caulked. A lot of the same improvements were also made at the Maintenance Shop and school sites. The biggest opportunity for energy efficiency would be replacing the old sports field lighting with LED lighting. Councilmember Moore requested a report on the improvements that the Parks Department has made to City facilities. He added that he is confident that with the new state lobbyists there is plenty of funding for energy efficiency improvements. Staff Hutton summarized the changes to the facilities. He also stated that there were two Park Planners and 50% of their job was writing grants and running projects. The Parks Department has not had a Park Planner for over ten years. Staff has done a lot over the past ten years despite not having a Planner. A lot of the work was done by the RCM and he's been gone for over seven years. We're as efficient as we possibly can be given where we're at and the funding that is available. Staff would like to explore changing out the stadium lights. Other Federal Way Community Center The Center will be opening up as a warming shelter if the temperatures get as low as they're projected to be. It will most likely operate as a warming shelter Thursday and Friday with the possibility of extending into Saturday. NEXT REGULAR MEETING March 9, 2021 ADJOURNMENT Meeting adjourned at 5:34p.m.
