Permit requirements are implemented through the City's
Stormwater Management Program (SWMP) Plan that details all
Permit -related activities planned for the upcoming year.

1. Stormwater Planning
• Watershed inventory and receiving water prioritization based
upon findings in SWM Comprehensive Plan
• Interdisciplinary team convened in summer 2020
• Working towards a Stormwater Management Action Plan in

2. Public Education and Outreach
• Storming the Sound with Salmon annual education program with FWPS
— Salmon release events cancelled in 2020 due to Covid-19; SWM staff released salmon fry
into the West Hylebos Creek in April 2020 and cleaned all 35 participating schools' tanks
• Partnership with the Environmental Coalition of South Seattle (ECOSS) to provide
multilingual stormwater education and free spill kits to local businesses
• Inaugural year of Paint the Plow program with the Boys & Girls Clubs of Federal Way

Plan Update on January 29, 2020
• Ongoing partnership with NASA/UNC's lake level monitoring program
• Volunteer stream team program on hiatus due to Covid-19

• Ongoing updates to stormwater infrastructure assets in GIS
• Outfall inspections using GIS ArcCollector to record
classifications and create a comprehensive inventory

5. Illicit Discharge Detection and
Elimination (IDDE)
0 Responded to and eliminated over 100 illicit discharges and illicit connections
Continued updating the IDDE Field Procedures and Response Plan
Increased the volume of technical assistance letters sent out to potential
water quality violators with best practice resources to prevent discharges
6. Controlling Runoff from New Development,
Redevelopment, and Construction Sites
• 532 construction sites inspected
• 113 plans reviewed
7. Operations and Maintenance
• Inspected nearly 5,500 and cleaned over 1,500 catch basins
• Inspected 418 stormwater treatment and flow control facilities
• Continued implementation of mobile technology into inspection
program
8. Source Control Program for Existing
Development
• Inspected 97% of sites in the source control program inventory of
245 local businesses

Options Considered:
1. Approve the 2021 Annual Report and SWMP Plan
documents and authorize the Public Works Director to
submit these documents to the Department of Ecology
by March 31, 2021 to satisfy the City's NPDES Permit
obligations.
2. Do not approve the 2021 Annual Report and SWMP Plan
documents and provide direction to staff.
Mayor's Recommendation
The Mayor recommends forwarding Option 1 to
the March 16, 2021 City Council Meeting
Consent Agenda for approval.
