Updated Plan
• The original 2021 Annual Action Plan included placeholder
funding in the Housing Repair Program.
• Timing precluded the City from a new process to allocate the
funds.
• The City's 2021 CDBG allocation is $768,610.
• At the time of the Human Services Commission meeting on
February 22, 2021 the actual allocation was not known.
• The actual allocation is reflected in the materials presented
to City Council.
Changes in the Updated Plan
Available funding could range from $403,610 to $440,610 due to:
■ $235,000 from the Section 108 debt service
Suspended for 2021
■ $146,417 in Housing Repair Program funding
Program has enough prior year funds to operate in 2021
■ $22,193 due to an increased 2021 allocation
Difference between the anticipated allocation and the actual, less
pro rata increases to planning and admin and public services
■ *$37,000 — potentially from Code Compliance
May change due to program alignment
Proposed Use of Funds
Capital funds for acquisition and/or rehabilitation for shelter for
adults experiencing homelessness
Homelessness continues to be a priority for the City.
• The City added a goal to the approved 2020-2024 CDBG program to
prevent and address homelessness — included Human Services
Commission, Mayor, and City Council support.
• Permanent shelter for adults continues to represent a gap in the City.
City support of establishing a year round shelter
■ Homelessness Task Force included expanded shelter as the first
recommendation in its 2018 report.
■ City Council approved the recommendation at a special meeting in
October 2019.
■ Mayor Ferrell supports establishing a permanent, year-round
shelter.
Shelter Project Details
Neither a project nor a provider has been identified.
The City will use a competitive process.
The Human Services Commission would review and present a
recommendation to City Council.
As capital needs will exceed available CDBG funds, a timeline is not known,
but this funding may be held for a future project.
Different recommendations will be made if a feasible project is not
identified in an appropriate timeframe for use of CDBG funds.
Timeline
• February 12, 2021: Public Comment period opened
• February 22, 2021: Public Hearing at the Human Services Commission
Meeting
• March 9, 2021: Presented to Parks, Recreation, Human Services, and
Public Safety Committee
• March 16, 2021: Public Hearing and Council consideration
• Submit to HUD with the King County Consortium, dependent on other
consortium members' timelines
