APPLICATION STATUS According to Federal Way Revised Code (FWRC) 19.15.045, the application is deemed incomplete. This determination is based on a review of the submittal relative to requirements outlined in FWRC 19.15.040. The submittal requirements are not intended to determine if an application conforms to the city code; they are used only to determine if all required materials have been submitted. For the application to be considered complete and ready for processing, the item below must be provided. • Per Public Works Development Services Division: The scope of the project has changed since being reviewed under the preapplication submittal. The addition of the new parking lot, along with the new building addition, triggers the requirement for a full drainage review, as outlined in the 2016 King County Surface Water Design Manual (KCSWDM) (i.e., the project results in over 2,000 square feet of new and/or replaced impervious surfaces). The applicant will need to have a licensed civil engineer provide an analysis of the 9 Core and 5 Special Requirements of the 2016 KCSWDM as they apply to this project. This analysis should provide the applicant, and the city, with the information needed to determine what, if any, of the 9 Core and/or 5 Special requirements may apply to the project. PRELIMINARY TECHNICAL COMMENTS A full technical review of the Process III application will occur after the drainage analysis is submitted. I.D. 81223 COST ESTIMATE As noted in the April 7, 2020, Revised Preapplication Conference Summary letter, the critical areas report may be peer-reviewed at the applicant’s cost per FWRC 19.145.080(3). The submitted report needs to be peer-reviewed at this time. Enclosed please find the consultant task authorization with a scope of work for review of the report. The department’s wetland consultant, ESA, was asked to provide an estimate for their review of information prepared by Altmann Oliver Associates, LLC. The normal course of action is for the city to set up an account to be funded by the applicant and drawn down by the work performed by ESA. Please note that if any of the funds are not used, they will be returned to the applicant. To begin this process, provide the following items to the Permit Center through the electronic submittal process: the enclosed invoice, payment in the amount of $4,895.00, a signature on the enclosed consultant authorization form, and the enclosed Resubmittal Form. Following receipt of all requested items, and a determination that the Use Process III application is complete for processing, the city will authorize ESA to begin their formal review. CLOSING Any resubmittals for this application must be accompanied with a resubmittal form (enclosed). After receipt of the requested information the department will notify you within 14 days whether your application is considered complete for processing, or what, if any, information is still needed. The review clock for processing your formal application will not begin until all items are submitted. The Department of Community Development is implementing safety protocols and modifying our services. As a result, our doors will remain closed for in-person business.
