SUMMARY MINUTES
Meeting held remotely via Zoom
CALL TO ORDER: Council Chair Tran called the meeting to order at 5:00 p.m.
COMMITTEE MEMBERS VIA ZOOM: Chair Tran; Councilmember Craft and Councilmember Kochmar.
COUNCILMEMBERS VIA ZOOM: Council President Honda; Councilmember Baruso and Councilmember
Assefa – Dawson.
STAFF MEMBERS VIA ZOOM: Accounting Manager, Chase Donnelly; City Attorney, Ryan Call; Contract
Administrator, Autumn Gressett; Community Center Manager, Leif Ellsworth; General Manager, Brian
Hoffman; Executive Assistant to the Council, Jeri‐Lynn Clark; and Administrative Assistant II, Jennifer
Pettie.
PUBLIC COMMENT: No public comment.
A. Approval of Summary Minutes – February 23, 2021 Meeting
Motion made by Councilmember Kochmar to approve the minutes from February 23, 2021; motion
seconded by Councilmember Craft and carried 3‐0.
B. Federal Way Community Center Hot Water Tank Replacement RFB: Presented by Contract Administrator,
Autumn Gressett.
Contract Administrator Autumn Gressett explained last April, one of the three water heaters went
out and is requesting to put out a Request for Bids as they need to be replaced to bring the
Community Center back to capacity.
Council President Honda asked how long do we expect the replacement water heaters to last?
Gressett stated she doesn’t currently have an answer but that is one of the questions they have
included in the Request for Bids.
Councilmember Baruso asked if they have looked into switching out the water heaters for On‐
Demand Water Heaters? Community Center Manager Leif Ellsworth said they are looking into it,
when they had someone out to look at the water heater they did recommend converting over to
an On‐Demand system but with a tank reserve.
Council President Honda asked what the cost would be? Community Center Manager Ellsworth
stated they are unsure of the exact cost but should be around $30,000 ‐ $35,000.

Council Chair Tran asked if only one is being replaced or will it be all three? Gressett answered the
request is for all three to be replaced to bring the efficiency up and for all to be at the same
standard.
Councilmember Kochmar wanted verification if this was already in the budget and if installation
would be included? Gressett stated yes, this purchase was in the budget and yes, the quote would
include installation.
Motion made by Councilmember Kochmar to forward the proposed Request for Bids for the
Federal Way Community Center Water Heater Tank Replacement to the April 6th, 2021 consent
agenda for approval; motion seconded by Councilmember Craft and carried 3‐0.
C. King County COVID‐19 Pandemic Funding for Performing Arts and Event Center (PAEC): Presented
by Contract Administrator, Autumn Gressett.
Contract Administrator Autumn Gressett explained King County has set aside within their 2021
funding, $25,000 for the PAEC as a relief grant. Gressett added this relief funding is completely
separate from a stimulus package, and is part of King County’s general budget that was set at the
end of last year.
Councilmember Kochmar asked if we know how the $25,000 will be spent? Gressett stated it will
go directly towards operations for the PAEC. General Manager Brian Hoffman added they do not
have the full $25,000 allocated yet, it will go towards the operating budget but they will be setting
some money aside to go towards the Arts for Youth program.
Council President Honda asked General Manager Hoffman if he can be more specific as to where
the money would go? Hoffman said they don’t have the money yet, and have not planned for where
all $25,000 will be spent, but reiterated funding for the Arts for Youth program. There was
discussion for a portion to go to a Show Fund, touchless scanners for ticketing, and other
operational needs. Council President Honda asked if they knew when they might be able to re‐
open? Hoffman stated their goal is May to have audience members back in the facility.
Motion made by Councilmember Craft to forward the proposed acceptance of the $25,000 funding
from King County for COVID‐19 Pandemic Relief Funding for the Performing Arts and Event Center
to the April 6th, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar
and carried 3‐0.
D. AP Vouchers 02/16/2021 ‐ 03/15/2021 & Payroll Vouchers 02/01/2021 – 02/28/2021: Presented by
Accounting Manager, Chase Donnelly.
Council President Honda sent questions through email earlier and Accounting Manager Chase
Donnelly addressed the questions at the meeting.
Motion made by Councilmember Kochmar to forward the Vouchers to the April 6th, 2021 consent
agenda for approval; motion seconded by Councilmember Craft and carried 3‐0.

E. Monthly Financial Report – February 2021: Presented by Accounting Manager, Chase Donnelly.
Accounting Manager Donnelly shared his screen and summarized the February 2021 Monthly
Financial Report. Notable areas include:
Sales Tax
Community Development Permits & Fees
Business License Fees
Park & General Recreation Fees
General & Street Fund
Utility Tax
Jail Fund
Federal Way Community Center
Council President Honda asked when Sound Transit applies for their building permits, do they have
to pay them at the same time like other building permits or do they have a special agreement with
the City as to when they have to pay? Accounting Manager Donnelly stated he will follow up with
Public Works and Community Development as well as Ryan Medlen, the Sound Transit Liaison who
is managing those contracts. Donnelly added we do have a separate agreement where we do bill
for some fees that Sound Transit owes to the City, but will follow up for more detail.
Council President Honda asked if the City knows how much funding we will receive for the American
Rescue Plan and will the City Council be involved on how the money is spent? City Attorney Ryan
Call stated there are no final numbers but it is roughly $18 million dollars and the normal spending
guidelines are in place and will still have to go to Council for authorization of funding to be spent.
Motion made by Councilmember Craft to forward the February 2021 Monthly Financial Report to
the April 6th, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar
and carried 3‐0.
