Response to Crimes
Contributed to by Addiction
and Untreated Mental Illness
Individual & Community Impacts
Individual Impacts = family, relationships,
education, employment, housing, and other
quality of life issues
Most people do not commit crimes
Community Impacts = trespassing, theft, and
other crimes.
Community economic impacts include financial losses due to the
above crimes
Government resources are also challenged with the increased
use of EMS, police, emergency rooms, courts, and jails
No longer a local issue

Responses to Impacts
Punitive vs. Therapeutic
Do it or else vs. seek the rewards of success
The court's job is to stop or minimize
community impacts
The difficulty
is that
addiction
and mental
illness
speak
louder
than we
do
"I run a repair shop., not a
junkyard"
We Need Both Approaches
"Canis" versus the "Won'ts"
Cants = Sincere barriers are contributing to
criminal behavior
Won'ts = Although barriers may exist, the
person is not interested in stopping criminal
behavior

Therapeutic Court
Work with the "whole person" and help reduce or eliminate
barriers
Frequent court appearances to help keep matters on track
More time spent with the person to build rapport and self-esteem
COVID-19 had a large impact on the court.
We lost Valley Cities as care coordinator
Pretrial Assessment and Linkage Services
PALS
Partnership with King County Adult and Juvenile Detention
Almost immediate Substance Use Disorder Assessments through
Asian Counseling and Referral Services (ACRS)
This fills a huge void that has been responsible for so many
relapses and failures
ACRS works with the "whole person" with wrap around services,
education, and employment
Paid for with Medicaid funds and with .1 % sales tax money
No additional cost to Federal Way taxpayers
Dave Murphy - KCDAJF
"Federal Way was the first municipal court
we approached to start this program with
cities because of its reputation. The rollout
of PALS by Federal Way went so well that it
will serve as the model as we proceed
forward with expanding PALS to other
cities."
Dave Murphy
South King County Pretrial Services Manager
King County Adult and Juvenile Detention
Black Indigenous Growth Gatherers
BIGG
Brand new and still being formed
Grass root coalition of referral sources, providers, and supporters
that will coordinate a "whole person" approach with wrap around
services, education, and employment for people of color in our
community
Not a "court" program
Winston Bell is the chair of the group

Thank You
