Introduction
The purpose of this Environmental Checklist is to identify and evaluate probable
environmental impacts that could result from Federal Way Public Schools’ (FWPS) proposal
and to identify measures to mitigate those impacts. FWPS proposal would involve the
following:
Demolish the existing Olympic View Elementary School and construct a new
two story approximately 64,078 SF K-8 school.
At this time construction is scheduled to begin in early spring 2022 with occupancy in Fall
2023. This Environmental Checklist provides additional, project-specific details concerning
the proposal.
The State Environmental Policy Act (SEPA) requires governmental agencies consider the
environmental impacts of a proposal before the proposal is decided upon. This
Environmental Checklist has been prepared in compliance with the State Environmental
Policy Act; the SEPA Rules, effective April 4, 1984, as amended (Chapter 197-11,
Washington Administrative Code); and Federal Way Public School District Policy No. 6890,
which implements SEPA for the District.
This document serves as SEPA review for site preparation work, grading/ excavation,
building and site construction, and operation of the Olympic View K-8 School. Analysis
contained in this Environmental Checklist is based on Design Plans for the project, which are
on file with Federal Way Public Schools (FWPS). While not construction-level detail, the
plans accurately represent the eventual size, location and configuration of the structure and
are adequate for analysis and disclosure of probable environmental impacts.
The Environmental Checklist is organized into three major sections. Section A of the
Checklist provides background information concerning the FWPS proposal (e.g., purpose,
applicant, contact person, project description, location, etc.). Section B contains the analysis
of probable environmental impacts that could result from implementation of the proposal,
based on review of major environmental parameters. This section may also identify possible
mitigation measures. Section C contains the signature of the person preparing the checklist,
confirming the completeness of this Environmental Checklist.

11. Give brief, complete description of your proposal, including the proposed uses and the size
of the project and site. There are several questions later in this checklist that ask you to
describe certain aspects of your proposal. You do not need to repeat those answers on this
page. (Lead agencies may modify this form to include additional specific information on project

The new Olympic View K-8 School campus will be reconstructed on the same 9.42-acre
site as the current Olympic View Elementary School to provide a new facility. The school
will be converted from the current elementary school (K-5) to a K-8 school and will provide
additional capacity to support approximately 600 students and 65 staff members. The
proposal will replace the existing, aging school which is approximately 44,000 SF with a
new two-story approximately 64,078 SF building. The entire existing school campus
improvements (including all current building, hardscape, and a majority of landscape) will
be removed. The proposed Olympic View K-8 School campus will not include any big
sports programs and will resemble an elementary school campus. The project includes
construction of a new school building, a staff and visitor parking lot with an approximate
845-foot queuing and drop off lane, bus loading area, lighting, new ADA accessible
sidewalks, soft and hard play playground, covered play structure, and grass playfield.
Students and staff will be temporarily housed off-site at Elementary School #24 during
construction (3600 South 344th St., Federal Way, WA 98001).
Two acres of existing forested land to the north, west and northeast sides of the property
will remain. The existing access points off SW 327th Street and 26th Avenue SW will

remain. The project is planning for 63 parking stalls and 11 bus spaces . All existing
utilities within the development footprint will be removed and/or relocated. A new
domestic water and fire sprinkler service line will be installed for the new school building.
The project will also include approximately four new fire hydrants to provide the required
fire coverage of the proposed building. Stormwater will be infiltrated onsite to the extent
feasible and runoff will be treated through enhanced basic water quality treatment
measures.
12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address, if any, and section, township, and
range, if known. If a proposal would occur over a range of area, provide the range or
boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic

1. Earth a. General description of the site:

approximately 25% in the northeast portion of the site.

agricultural land of long-term commercial significance and whether the proposal results in
removing any of these soils.
According to the Geotechnical Engineering Report prepared by Associated Earth
Sciences, Inc., soils encountered at the site consisted of fill of variable thickness
overlying native sediments interpreted as Vashon advance outwash.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so,
describe.
According to the Geotechnical Engineering Report prepared by Associated Earth
Sciences, Inc., there are no indications of unstable soils and a detailed quantitative
assessment of slope stability was determined to be not warranted to support the project.
e. Describe the purpose, type, total area, and approximate quantities and total affected area of
any filling, excavation, and grading proposed. Indicate source of fill.
The project site (property) is roughly 9.20 acres with approximately 2.30 acres of
forest and vegetated area that will be left undisturbed. Of the remaining 6.90
acres of disturbed area, approximately 2,900 cubic yards (cy) of organic topsoils
will be stripped and disposed of off-site. To grade the areas required for the new
parking lot, bus drop-off/loading, fire lane, proposed building, paved play, and
field space, approximately 12,000 cy of material will be excavated and hauled
off-site and 6,000 cy of material will be imported to the site. Excavated material
to be hauled off-site and not be re-used is anticipated to be trucked to Lloyd
Enterprises located at 80 5th Avenue Milton, WA 98354. Fill material imported to
the site is also anticipated to be sourced from Lloyd Enterprises, and will be
approved by the City as a clean source.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Temporary erosion could occur during construction activities associated with
grading, filling, and excavating. The site development permit will include a
Temporary Erosion Control Plan that will include construction procedures and
best management practices.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
Approximately 52% of the site will be covered with impervious surfaces at the
completion of the proposal.

h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
Temporary erosion and sediment control (TESC) best management practices will be
employed during construction activities to ensure that earthwork is not deposited on
City streets or allowed to flow into stormwater conveyance facilities. Planned
measures include installing a gravel working pad placed within and around the
proposed building footprint and a gravel and quarry spall or ATB construction drive
and entrance/exit for construction access. The TESC plan will be prepared in
accordance with the requirements of the City’s adopted stormwater manual.
2. Air
a. What types of emissions to the air would result from the proposal during construction,
operation, and maintenance when the project is completed? If any, generally describe and
give approximate quantities if known.
Construction activities have the potential to create temporary dust emissions during
earth-moving activities and exhaust emissions due to the combustion of gasoline and
diesel fuels. Dust and exhaust emissions are expected to be minimal, localized, and
temporary. After construction, emissions will be generated by vehicles accessing the
site and will be similar to existing conditions.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If so,
generally describe.
Other than vehicle emissions from adjacent traffic, there is no source of off-site
emissions that will affect the proposal.
c. Proposed measures to reduce or control emissions or other impacts to air, if any:
Potential construction related BMPs include using water sprays or other non-toxic dust
control methods on unpaved roadways, minimizing vehicle speeds on unpaved surfaces
and preventing the tracking of mud onto public streets. Work may also be minimized
during high winds. Vehicular emissions are regulated by two agencies: the US
Environmental Protection Agency (EPA) and the Washington State Department of
Ecology (Ecology). Demolition practices may require approval from Puget Sound Clean
Air Agency (PSCAA). Proposed construction of the project will be in accordance with the
agency regulations. Vehicles will be turned off when not in use.

3. Water a. Surface Water: 1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe
type and provide names. If appropriate, state what stream or river it flows into.
There are no surface water bodies on or in the immediate vicinity of the site.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the described
waters? If yes, please describe and attach available plans.
No work will occur within 200 feet of any water bodies.
3) Estimate the amount of fill and dredge material that would be placed in or removed
from surface water or wetlands and indicate the area of the site that would be affected.
Indicate the source of fill material.
No fill or dredge material will be placed in or removed from any surface water or wetlands.
4) Will the proposal require surface water withdrawals or diversions? Give general
description, purpose, and approximate quantities if known.
Surface waters will not be withdrawn or diverted as a result of this proposal.
5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan.
According to FEMA Firm Panel 53033C1250G, effective 08/19/2020, the property does not
lie within a 100-year floodplain.
6) Does the proposal involve any discharges of waste materials to surface waters? If so,
describe the type of waste and anticipated volume of discharge.
No waste materials will be discharged to surface waters.
b. Ground Water: 1) Will groundwater be withdrawn from a well for drinking water or other purposes? If so,
give a general description of the well, proposed uses and approximate quantities
withdrawn from the well. Will water be discharged to groundwater? Give general
description, purpose, and approximate quantities if known.
No groundwater will be withdrawn as part of this proposal.

2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example: Domestic sewage; industrial, containing the
following chemicals. . . ; agricultural; etc.). Describe the general size of the system, the
number of such systems, the number of houses to be served (if applicable), or the
number of animals or humans the system(s) are expected to serve.
No waste materials will be discharged into the ground from any source as part of this
proposal
c. Water runoff (including stormwater): 1) Describe the source of runoff (including storm water) and method of collection
and disposal, if any (include quantities, if known). Where will this water flow?
Will this water flow into other waters? If so, describe.
Runoff sources include rainwater falling on new or replaced impervious surfaces
including the redeveloped building and paved areas. The project proposes to manage all
stormwater flows on-site and install a perforated CMP detention
pipe with gravel finger drains below the pipe to infiltrate the stormwater into the native
outwash soils. An emergency overflow drain will be required to be installed and
connected to the existing storm drainage system in 26th Ave SW. Initial calculations
indicate that approximately 56,000 cubic feet of stormwater detention will be collected and
infiltrated on-site.
2) Could waste materials enter ground or surface waters? If so, generally describe.
No waste materials are anticipated to enter ground or surface waters.
3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If
so, describe.
The proposal is not expected to affect drainage patterns in the vicinity of the proposal
site.
d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage
pattern impacts, if any:
The project will be required to provide enhanced basic water quality treatment of the
stormwater runoff before either releasing the treated stormwater into the ground (where
infiltrating) or to the municipal storm system in the right-of-way. The project proposes to
install two modular wetland vault systems (MWS) that would be installed upstream of
detention prior to infiltrating the stormwater runoff on-site. The MWS vaults would meet
the City’s stormwater code requirement for water quality treatment. Upstream of the
infiltration flow control facility, the project also proposes to install two Contech CDS
Separators, which would be used to separate out any solids (debris, trash, etc.) prior to

stormwater entering detention or water quality treatment system, which will help to
maintain and increase the life of the infiltration storm system.

The existing trees, shrubs, and grass located within the proposed development footprint
will be removed in preparation for construction and earthwork activities. Approximately
two acres of existing forested land to the north, west and northeast sides of the property
will remain. The forested area to remain will be defined and protected by an existing 4-
foot high chain-link fence.
c. List threatened and endangered species known to be on or near the site.
Department of Fish and Wildlife Priority Habitat Species mapping does not identify any
threatened or endangered species on or near the site.
d. Proposed landscaping, use of native plants, or other measures to preserve or enhance
vegetation on the site, if any:
The new landscaping will include parking lot landscaping and perimeter landscape
buffers, conform to the City of Federal Way requirements. Additional landscaping
includes shrub areas and foundation plantings to provide interest at building entries,
screen blank walls, courtyards, and other focal points.
The landscape for this school will be designed to achieve low water use and minimize
maintenance requirements. An emphasis will be placed on using native plants and/or
drought-resistant ornamentals that have proven to adapt and be successful in the Puget
Sound climate. Trees, shrubs, and groundcovers will be specified at sizes optimal for
establishment and for preventing damage by foot traffic or vandalism. The forested

areas will be delineated and protected by a four-foot tall chain-link fence.
e. List all noxious weeds and invasive species known to be on or near the site.
ESA inventoried the site and discovered Himalayan blackberry (Rubus armeniacus),
English holly (Ilex aquifolium), and English ivy (Hedera helix) are invasive plant species
present in the study area.
5. Animals a. List any birds and other animals which have been observed on or near the site or are known
to be on or near the site.
Examples include: birds: hawk, heron, eagle, songbirds, other: small birds
mammals: deer, bear, elk, beaver, other: small mammals
fish: bass, salmon, trout, herring, shellfish, other ________
b. List any threatened and endangered species known to be on or near the site.
According to the Department of Fish and Wildlife Priority Habitat Species mapping, there
are no known threatened or endangered species on or near the site.
c. Is the site part of a migration route? If so, explain.
The Puget Sound region is part of the Pacific flyway, a bird migration route.
d. Proposed measures to preserve or enhance wildlife, if any:
There are no impacts and therefore no mitigation measures are proposed.
e. List any invasive animal species known to be on or near the site.
No invasive species are known to be located on or near the site.
6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet
the completed project's energy needs? Describe whether it will be used for heating,
manufacturing, etc.
Gas and electricity will be used to meet all the completed project’s power needs. Gas will
be utilized for heating, and new electric systems will be utilized for power, lighting, fire
alarm, data/communications, security/intrusion detection/CCTV, and intercom
clock/speaker systems.

b. Would your project affect the potential use of solar energy by adjacent properties?
If so, generally describe.
The project will not affect the use of solar energy by adjacent properties.
c. What kinds of energy conservation features are included in the plans of this proposal?
List other proposed measures to reduce or control energy impacts, if any:
The construction and operation of the proposed elementary school will conform to
applicable portions of the State of Washington Energy Code. Energy efficient methods
will be used for the mechanical and lighting systems. The on-site lighting will include the
use of LED fixtures. Exterior building lighting will turn on at sun-down and turn off at
sun rise via programmable BOC system. The parking lot lights will generally stay off and
only be turned on for specific evening events.
7. Environmental Health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk
of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal?
If so, describe.
Environmental health hazards that are likely to be present during construction would include
gasoline and diesel fuels, hydraulic fluids, oils, lubricants, and other chemical products
associated with construction equipment. A spill of one of these chemicals could potentially
occur during construction as a result of either equipment failure or worker error.
The existing school building’s materials have been assessed for the presence of
hazardous materials that construction crews may be exposed to during demolition.
Asbestos containing materials of greater than 1% were found in vinyl floor tile, and
black mastic on concrete (under carpet), black speaker box coating, popcorn ceiling,
hard mudded fittings, marble crete, silver paint associated with built up roofing and
presumed to be in the fire door, cement asbestos pipe and in the electric insulator
board panels in the boiler room. Other materials found includes lead in 10/15
samples collected, and mercury and PCB-containing components in the fluorescent
light tubes
1) Describe any known or possible contamination at the site from present or past uses.
Washington Department of Ecology “What’s in My Neighborhood” database identifies a
Chevron site located approximately 0.5 miles northwest of the Olympic View Elementary
site that is identified as containing benzene, lead, diesel, gasoline and other petroleum
as contaminants; however it has a cleanup status of “no further action” required.

The Ecology database also identifies the project site as being located within the Asarco
Tacoma Smelter Plume area and the Department of Ecology Tacoma Smelter Plume map
identifies the site as having 20 ppm – 40 ppm of arsenic levels. The Arsenic and Lead
Soil Sampling Report prepared by PBS indicated an isolated area of elevated arsenic
concentrations. Following a work plan and Voluntary Cleanup Program application to
Ecology, a supplemental sampling was completed in the area.
2) Describe existing hazardous chemicals/conditions that might affect project development
and design. This includes underground hazardous liquid and gas transmission pipelines
located within the project area and in the vicinity.
The National Pipeline Public Mapping System did not identify any hazardous liquid or
gas transmission pipelines with the project area or the vicinity of the site.
3) Describe any toxic or hazardous chemicals that might be stored, used, or produced
during the project's development or construction, or at any time during the operating
life of the project.
The proposal does not involve the storage or use of toxic or hazardous chemicals.
4) Describe special emergency services that might be required.
No additional special emergency services will be required other than those normally
provided such as police, emergency medical, and fire protection.

Soil remediation is in process for an isolated area containing elevated levels of arsenic.
A workplan and Voluntary Cleanup Application was submitted to the Department of
Ecology, and supplemental sampling was recently completed by PBS Environmental. A
request has been submitted to the Washington State Department of Ecology for a No
Further Action likely opinion letter.
Should the Department of Ecology issue the opinion that cleanup activities at the site
are not sufficient, additional remediation will be completed until the No Further Action
Letter is provided.
The removal and disposal of hazardous building materials will occur following the
required local, state and federal regulations and the recommendations provided in the
Hazardous Materials Survey.

The primary source of noise in the area is generated by traffic along SW 327th Street and
26th Ave SW. The speed limit is posted at 25 mph for both streets with a reduction to 20
mph when lights are flashing on the sign. The Noise Study prepared by Stantec in
September 2020 found that the noise generated by adjacent residential properties and by
vehicular traffic would have minimal impact on the school acoustically.
2) What types and levels of noise would be created by or associated with the project on a
short-term or a long-term basis (for example: traffic, construction, operation, other)? Indi-
cate what hours noise would come from the site.
The operation of trucks, excavators, and front-end loaders will likely result in temporary
noise and vibration impacts during construction. The temporary increase in noise will
return to the original noise levels once construction of the project is complete. Noise
levels will not exceed the maximum permissible noise levels allowed under FWMC 7.10.
3) Proposed measures to reduce or control noise impacts, if any:

capacity for approximately 600 students and 65 staff.

facilities goals and policies to provide capital facilities, including schools, to
serve future growth within the City. The building and site design will conform to
city code. As the school use and general location of the school on site is not
changing, it is not expected to have any adverse impacts on existing or
projected land uses.
m. Proposed measures to reduce or control impacts to agricultural and forest lands of long-term
commercial significance, if any:
There are no impacts and therefore no mitigation measures are proposed.

The new building height will be approximately 30 feet (to the top of the parapet,
39 feet to the top of the rooftop HVAC unit) and includes a single-story structure
at the entry plaza to reduce massing and provide structural modulation. Exterior
materials have been selected to provide durability and ease of maintenance. The
exterior wall materials consist of different profiles and arrangements of fiber
cement panels, metal panels, vinyl windows, aluminum storefront and brick
veneer.
b. What views in the immediate vicinity would be altered or obstructed?
This proposal will not negatively affect the views in the immediate vicinity.
Views of the site will change from an aging facility to a new construction using
new/updated building materials.
c. Proposed measures to reduce or control aesthetic impacts, if any:
Aesthetics will be enhanced through the replacement of an aging school and
grounds with new construction. The proposal will conform to the development
and design standards required for the RS7.2 zone as established by the Federal
Way municipal code.
11. Light and Glare a. What type of light or glare will the proposal produce? What time of day would it mainly
occur?
The proposal will not increase light or glare from the current conditions.

No, the lighting will be produced to enhance safety. The lights will be directed

Lighting fixtures will be shielded, and lighting will be cast downward to reduce
light and glare impacts to adjacent properties. Exterior lighting will utilize an
astronomic timeclock-based lighting control panel. To meet the Washington
State energy code exterior lighting requirements, all exterior building lights will
be programmed to turn on at 100% light output from dusk. Parking lot lighting
will only turn on for special evening events. The applicant intends to meet the
City’s lighting standards; this will be reviewed as part of construction plan
permitting.
12. Recreation
a. What designated and informal recreational opportunities are in the immediate vicinity?
The existing Olympic View Elementary School site includes a gymnasium,
playground equipment, playfields, and paved play courts. The Twin Lakes Golf
and Country Club, a private facility, is located to the west. Lake Ponce de Leon
Park, also private, is located to the north. Olympic View Park is located to the
southwest.
b. Would the proposed project displace any existing recreational uses? If so, describe.
This proposal includes temporary impacts to the onsite recreational resources while
the elementary school building is replaced. This proposal includes the relocation
and/or replacement of the recreational opportunities currently onsite with
new/enhanced facilities.
c. Proposed measures to reduce or control impacts on recreation, including recreation
opportunities to be provided by the project or applicant, if any:
The proposal includes replacing and/or relocating the on-site recreation facilities with
the redevelopment of the elementary school. No additional measures are required or
proposed.
13. Historic and cultural preservation a. Are there any buildings, structures, or sites, located on or near the site that are over 45 years
old listed in or eligible for listing in national, state, or local preservation registers? If so,
specifically describe.
The existing school building was constructed in 1963. The Washington State Department
of Archaeology and Historic Preservation (DAHP) Washington Information System for
Architectural and Archaeological Records Data (WISAARD) online database did not
identify any site, structures, or buildings eligible for listing in national, state, or local

preservation registers within 0.25 miles of the site. Per DAHP’s request, the building
was evaluated for eligibility for listing in the National Register of Historic Places on
Historic Property Inventory Forms in order to fully understand any potential impacts the
project may have on historic properties. It was determined the school would not be
recommended as eligible for the National Register of Historic Places or the Washington
Heritage Register and any recommendations for eligibility or affect are not appropriate.
b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation?
This may include human burials or old cemeteries. Are there any material evidence, artifacts,
or areas of cultural importance on or near the site? Please list any professional studies
conducted at the site to identify such resources.
The DAHP WISAARD did not identify evidence of historic, archeological, scientific, or
cultural landmarks, or evidence of such on or within the vicinity of project site.
c. Describe the methods used to assess the potential impacts to cultural and historic resources
on or near the project site. Examples include consultation with tribes and the department of
archeology and historic preservation, archaeological surveys, historic maps, GIS data, etc.
The proposal utilized the Washington Information System for Architectural and
Archaeological Records Data (WISAARD) online database to assess potential impacts to
cultural and historic resources on and near the proposal.
d. Proposed measures to avoid, minimize, or compensate for loss, changes to, and disturbance
to resources. Please include plans for the above and any permits that may be required.
No disturbance to cultural or historical resources is expected. The Washington State
Department of Archaeology and Historic Preservation (DAHP) will be notified if any
cultural or archeological objects are found during the site development work. If cultural
or archaeological resources are found, then all site work will stop until DAHP provides
guidance.
A Historic Property Inventory Report was prepared to evaluate the building for eligibility
for listing in the National Register of Historic Places or the Washington Heritage Register
and it was deemed not eligible.
14. Transportation a. Identify public streets and highways serving the site or affected geographic area and
describe proposed access to the existing street system. Show on site plans, if any.
The site is bounded by SW 327th St to the south and 26th Ave SW to the east. SW 327th
Street is a two-lane Minor Collector. Along the project frontage, head in parking is
allowed on the north side of the street. West of the site driveway on SW 327th Street,

sidewalks exist on the north side of the street and parallel parking is allowed on both
sides of the street. The posted speed limit is 25 mph, with a 20-mph posted speed sign
when school children are present.
26th Avenue SW is a two-lane roadway and is classified by the City of Federal Way as a
Minor Collector. Sidewalks exist on both sides of the street north of SW 327th Street.
South of SW 327th Street, a protected pedestrian path exists on the west side of the
street and sidewalks exist on the east side of the street. The speed limit is posted at 25
mph, with a 20-mph flashing posted speed during school arrival and dismissal periods.
Existing access to the site is provided by two driveways on 26th Avenue SW and one
driveway on SW 327th Street. Student pick-up/drop offs occur on the south side of the
building with vehicles entering the site via the south driveway on 26th Ave SW and
exiting the site on SW 327th Street. Buses & delivery access is currently provided via the
two driveways on 26th Avenue SW.
The proposed site access for general vehicles will be via a proposed west leg to the 26th
Avenue SW/SW 326th Street intersection for entering and exiting site trips and would
provide access to a relocated student pick-up/drop-offs area and a designated parent
and visitor parking lot. Access to a bus pick-up/drop-off area and staff parking area will
be provided on SW 327th Street via two separate enter-only and exit-only driveways.
b. Is the site or affected geographic area currently served by public transit? If so, generally
describe. If not, what is the approximate distance to the nearest transit stop?
King County Metro route 187 serves the site with a stop south of the site at the corner of
SW 327th St and 26th Ave SW.
c. How many additional parking spaces would the completed project or non-project proposal
have? How many would the project or proposal eliminate?
There are 58 existing parking spaces on site. The proposal will provide approximately 63
parking stalls (for a net increase of five spaces) and 11 bus spaces. Additional visitor
parking will be available in the bus parking area during special after-school events.
The proposal also includes a parent drop-off/ pick-up area with an estimated queuing
length of 845 feet, an increase from the current queue length of 375 feet on site. The
additional queue length is anticipated to prevent on-street vehicle dwell during peak
drop-off periods.

Frontage improvements are required for both 26th Ave SW to the east and SW 327th
Street to the south. According to the City of Federal Way, both frontage streets are as a
Minor Collector. Per City Standards, both streets, measured from the right-of-way (ROW)
centerline, will be required to be improved to provide a 10-ft drive lane, an 8-ft parking
lane, a vertical curb, a 4-ft planter, and a 5-ft concrete sidewalk. Street lighting
improvements will also be provided per City of Federal Way Development Standards.
e. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or air
transportation? If so, generally describe.
The proposal is not in the immediate vicinity of water, rail, or air transportation.
f. How many vehicular trips per day would be generated by the completed project or proposal?
If known, indicate when peak volumes would occur and what percentage of the volume would
be trucks (such as commercial and nonpassenger vehicles). What data or transportation
models were used to make these estimates?
Based on the net increase of 150 students, the net increase in vehicle trips on a
daily basis is estimated at 236 daily trips, with approximately 85 new trips
generated during peak arrival periods (AM peak hour), 52 new trips generated
during peak dismissal periods (Afternoon peak hour), and 25 new vehicle trips
during the PM peak hour of adjacent street traffic.
Data was derived from the Trip Generation Manual, 10th Edition, 2017, Institute
of Transportation Engineers (ITE), for Land Use Code 520 - Elementary School
and LUC 522 – Middle School/Junior High School.
g. Will the proposal interfere with, affect or be affected by the movement of agricultural and
forest products on roads or streets in the area? If so, generally describe.
This proposal will not impact, nor be impacted by, the movement of agricultural and
forest products within the vicinity of the project site.
h. Proposed measures to reduce or control transportation impacts, if any:
Mitigation measures described in the TIA include:
• The City of Federal Way assesses a traffic impact fee rate of $1.86 per new square-
foot of floor area for elementary schools (2019 Federal Way Impact Fee
Components and Schedule). Based upon a net increase of 24,298 square feet of

new school building area (42,702 square feet existing and 67,0 square feet future),
Olympic View Elementary School would be assessed a traffic impact fee of
approximately $39,759.36. The final fee would be determined at building permit
issuance.
• The applicant would be required to construct the necessary frontage
improvements along SW 327th Street and 26th Avenue SW which will include half
street improvements as follows: 10-foot lane, 8-foot parking lane, curb and gutter,
4-foot planter strip, 3-foot utility strip, street lighting, and 5-foot sidewalk. It could
also include right-of-way donation and the addition of paved shoulders.
• It is recommended that a crossing guard be present at the intersection of 26th
Avenue SW / SW 326th Street during peak arrival and dismissal times to ensure
that students can safely cross the street and help maintain orderly pick-up/drop-
off operations.
15. Public Services
a. Would the project result in an increased need for public services (for example: fire protection,
police protection, public transit, health care, schools, other)? If so, generally describe.
This proposal is for the replacement of the existing aged elementary school with a new
K-8 school that will add capacity. It is not anticipated to generate a significant increase
in the need for public services.
b. Proposed measures to reduce or control direct impacts on public services, if any.
The proposal has been designed to meet the requirements of the International Fire Code.
The increase in capacity may result in incrementally greater demand for emergency
services; however, it is anticipated that adequate service capacity is available within the
area.
