The process to amend the Comprehensive Plan is a Process VI decision (FWRC 19.80).
FWRC 19.80.080 (prioritizing the docketed proposals) provides eight criteria to be considered in determining whether a request should be considered further
Those criteria are provided and addressed in the LUTC memo prepared by staff for this meeting
