What a Moratorium Does:
Preserves the status quo of the temporary ban of
recreational marijuana related businesses
Allows the City to see the effects of E2SHB 2136, which
would preempt the City's authority to prohibit
recreational businesses
Allows the City to bring forth a public vote
House Bill — E2SHB 2136
Would establish that no local jurisdictions may enact or
enforce a moratorium or prohibition on recreational
marijuana related businesses unless the public voted in a
general election to prohibit such activities
A public vote at the general election would be binding on
upon Council
Timing for an Advisory Vote
Any advisory vote should be held at the November
general election.
City general elections have approximately twice as many
voters as City primary elections
Primary ballot measures are significantly more expensive than
those submitted for the general election
If E2SH6 passes, an advisory vote in August would be
duplicative
Past practice and policy of City to hold elections at the general
election when possible to reduce costs and reach the largest
number of voters
An overwhelming number of voters agree with City policy and
in 2013 restricted citizen initiative elections to the November
general election
