Economic Development
This letter addresses your right-of-way modification request dated June 4, 2018 to revise the
requirements for Weyerhaeuser Way South frontage improvements.
Background
The Federal Way Comprehensive Plan designates Weyerhaeuser Way South as a Minor Arterial,
consisting of a 66-foot street with curb and gutter, 6-foot planter strips with street trees, 8-foot
sidewalks, and street lights within a 100-foot right-of-way. Existing conditions vary along this
approximately 1,335' long right-of-way. Existing right=of--way is as low as 66' wide to well over
100'. The existing pavement varies from about 55' wide to 84' wide, with curb and gutter on
both sides. The west side of the road has 5' wide sidewalk only between the Loop Road and the
roundabout, with no planter strip or streetlights. The east side of the road has 5' wide sidewalk
and streetlights for almost the entire length of the frontage, and four foot wide planter strip only
between the roundabout and the SR-18 right-of-way.
A Right -of -Way Modification decision was issued on September 30, 2016 associated with a
314,424 square foot warehouse application on the single parcel located on the west side of
Weyerhaeuser Way S. Frontage improvements for the full width of Weyerhaeuser Way S were
required for the length of the lot. This decision was based on the Weyerhaeuser Company
Concomitant Pre -Annexation Zoning Agreement (CZA) and the 1994 city code in place at the
time the CZA was created.
The warehouse application has since been revised to a "general commodity warehouse"
(Warehouse A) with a gross floor area of 225,950 square feet. In addition, a boundary line
adjustment was recorded on November 3, 2017 that divided the single parcel into two. A second
"general commodities warehouse" (Warehouse B), with a size of 217,300 square feet, has been
proposed for the second lot.

Staff has reviewed the applicable zoning and development standards and the CZA for this site.
Full width frontage improvements and right-of-way dedication for the entire width of
Weyerhaeuser Way S are required for any amount of building square footage exceeding 300,000
square feet. Since the proposed building is less than 300,000 square feet, the CZA states that
only life -safety improvements are required for Warehouse A. Warehouse B would exceed that
threshold, triggering full width frontage improvements.
Modification Requests
The applicant has requested the following modifications:
Modification 1. Planter between sidewalk and face of curb to be planted with grass instead
of street trees until required by future development.
With the Warehouse A development, the applicant has proposed to build 8' wide sidewalk in its
ultimate location along the west side of Weyerhaeuser Way S only. This improvement will run
the length of the frontage on both Warehouses A and B, as shown on the Greenline Warehouse A
Site Plan dated 03/12/2018 (Exhibit A). Full -width right-of-way dedication has also been
proposed for both Warehouse A and B frontages as part of Warehouse A development.
Other frontage improvements proposed to be completed with Warehouse A include: planter strip
(grass only, no trees), relocating bus stops, adding bus shelters, providing a left turn lane for
truck entrance, left -in, right -out driveway, pedestrian crosswalk, and a path through the managed
forest buffer. All proposed improvements are considered either life -safety requirements or
within the scope of the TIA that has been submitted for this development.
This modification is approved, with the following conditions:
1. Street lighting is considered a life -safety issue, and must be constructed on the west side
of Weyerhaeuser Way S. with Warehouse A, concurrent with sidewalk installation.
2. Current ADA standards must be met.
3. Sidewalk and planter strip on the east side of Weyerhaeuser Way S, street trees on both
sides of the roadway, and road widening, may be deferred to a later date that shall be
mutually agreed upon. Improvements must include sidewalk and planter strip built to
current standards on the east side of Weyerhaeuser Way S., from the WSDOT right-of-
way to the Loop Road. Existing street lighting may need to be relocated or replaced.
4. The right-of-way dedication shall insure that right-of-way width is no less than 100' for
the entire frontage of both Warehouse A and Warehouse B.
5. The applicant shall provide a bond for the remainder of the full -width improvements. A
date shall be mutually agreed upon by which time the improvement must be completed.
The applicant shall submit an engineer's estimate for 120% of the cost of improvements,
using prices reasonably expected based upon the agreed required completion date.

Modification 2. Aside from the provided street improvements listed above, leave existing
pavement and channelization intact to maximum extend feasible until required by future
development.
This modification request is denied. Pavement reconstruction and channelization are a condition
of SEPA and will be determined separately from the concomitant agreement and this right-of-
way modification, as applicable to this development.
The right-of-way modification decision issued on September 30, 2016 is no longer applicable.
The conditions of the new modification decision are valid for one year from the date of this
letter. Should this project change significantly from the current site plan, or land use approval is
not obtained within one year, this right-of-way modification shall become void and a new
