2016 School Impact Fees
• Calculated annually based on a prescribed formula.
• Formula contains more than a dozen variables including:
— Facility Costs
— Student Generation Rates (single family (SF) and multi -family (MF))
• The Student Generation Rate is the single variable that drives
different fees for SF and MF housing

2016 School Impact Fees
• Student Generation Rates are based on the actual number of
students, by grade span, living in residences built in the last
five years.
• When there is no new construction for the dwelling type (SF or
MF), the District is required to use other King County school
district's student generation rates.

• Last spring, when the 2016 plan was prepared, the multi-
family (MF) school impact fee submitted for your consideration
is based on a King County average of .162 student per unit.
• This small generation rate is reflected in a lower MF fee.

• With the recent completion of a MF complex in Federal Way,
our actual Student Generation Rates are much higher.
• Instead of .162 student per unit, the actual rate is 1.17
students per unit.
• This single variable change moves the MF school impact fee
from the submitted $506 to $9,276.

• On behalf of Dr. Tammy Campbell, I am requesting the fee
schedule be adopted as presented, with a request that an
amendment to the Multi -Family fee for 2016 be considered by
the Federal Way City Council once adopted by the Federal
Way School Board.
