POLICY QUESTION:
Should the City grant T-Mobile West,
LLC a Franchise Ordinance to place

appurtenances within and through the
City of Federal Way?

Backiround:
• T-Mobile West, LLC has requested a franchise from the
City of Federal Way, in order to place wireless
transmitting facilities and related appurtenances in the
City owned or controlled rights -of -way. This ordinance
is to replace the previous ordinance, which expired
August, 2013.
• The term of this Franchise is for a period of ten (10)
years commencing on the effective date of this
Franchise consistent with franchises the City has
granted to other utility provider.

Backiround:
• The Franchise Ordinance bypassed FEDRAC review
through approval by Chair Duclos in order to speed up
the time for implementation of the ordinance. This will
allow T-Mobile West, LLC to move forward with work
within the City as quickly as possible upon approval of
the Franchise Ordinance.

The options before Council are:
• Approve to send the T-Mobile West, LLC Franchise
ordinance to the City Council Meeting on October 20,
2015 for the second reading.
• Do not approve to send the T-Mobile West, LLC
Franchise ordinance to the City Council Meeting on
October 20, 2015 for the second reading and provide
direction to staff.
