3b - Council Rules of ProcedureCouncil Rule 2.1 (6) (p. b) Council Retreat is to be scheduled for the last week or weekend in January Some years it is difficult to find a date in January that works for all Councilmembers Council Rule 2.1 (6) (p. b) May be desirable to have more flexibility to schedule the retreat Mayor's Recommendation: Extend the date range for holding the retreat through February Council Rule 2.2(5) (p.8) Does not reflect current practice o Recommended change is delete: "Items on the Consent Agenda include but are not limited to, minutes, resolutions and ordinances discussed at a previous City Council or Committee meetings, bid awards and previously authorized agreements." o Mayor's recommendation: Delete inaccurate language from Rule 2.2(5) Section 3 (p.io) Rules do not reflect current practice regarding agenda preparation Mayor's recommendation: Re -draft Section 3 to reflect current practice and procedure. Council Rule 5 (p.i i) Amend to allow for written comments Previously presented in 2012 but never officially approved Reflects current practice Council Rule 5 (p.i i) o Proposed new language: Written comments received prior to the start of the meeting will be accepted by the City Clerk. The City Clerk will read the written comment into the record during the Public Comment portion of the meeting. The time limits as set forth in Rule 5.1 will apply to written comments being read into the record. Council Rule 5 (p.i i) Mayor's Recommendation: Update Rule to reflect current practice of accepting written comments Council Rule 5.1 (p. i i) Amend to reflect current practice Delete the following from 5.1 and 2.2: "provided the City Clerk has been notified in advance (preferably by 3:00 p.m., but no later than before the beginning of the meeting)." Mayor's Recommendation: Delete language that does not reflect current practice Council Rule 9,.] 1 (p. 16) Adopted by Council in 2010 Prevents Councilmembers from meeting with members of bargaining units during times of active negotiations Purpose is to prevent misunderstandings or perceptions of circumventing formal negotiation process Council Rule 9.11 (p. 16) Currently in negotiations with all four labor groups, which is more than half of the City's employees Mayor's Recommendation: Eliminate this rule Council Rule 1 1.4 (new) Council Rules currently do not address attendance from remote location New rule would allow attendance from remote location and provide for protocol and procedures Council Rule 1 1.4 (new) Attendance from remote location would allow voting as if councilmember were present in person For Mayor, would allow participation in discussion, but Deputy Mayor (if present) would be presiding officer to allow for efficient facilitation of meeting Would not be allowed for executive session Council Rule 1 1.4 (new) Intended as an alternative and infrequently -used method for participation in meetings Presiding officer would announce the participation of councilmember from remote location and clerk would reflect remote participation in minutes All communication to and from remote location must be clearly heard by all others in attendance Council Rule 1 1.4 (new) Participation must be from beginning of meeting o If not participating through entire meeting, presiding officer will announce through what portion attendance by remote location will occur If remote communication is broken or significantly degraded, the presiding officer shall confirm the loss of connection and close the remote attendance Council Rule 1 1.4 (new) Mayor's Recommendation: Adopt new Council Rule 11.4 to allow for participation from a remote location Additional Housekeeping Several other items that are purely housekeeping that will be included in draft amendments at next business meeting QUESTIONS?
