Program Prioritization Method • 12 Criteria Established (40.5 Possible Points) • Criteria matrices developed to analyze: — Pedestrian Collision History Roadway Characteristics Potential Pedestrian Use Transit Ridership Cost Feasibility Potential Vehicular Safety Improvement 7/ 13/2021 tJ CIT Federal Wa Pedestrian Collision History Criteria • 10 years of collision history (2004-2013). • Point scale double that of other criteria. • 2 Criteria established — Pedestrian Collisions Pedestrian Fatality Collisions 7/ 13/2021 M CIT Federal Wa Pedestrian Collisions Crossing Major Street at Unsignalized Locations — 2005-2014 7/13/2021 CIT Federal Wa Roadway Cross -Section Criteria • Longer Crossings =potential vulnerability for pedestrians. • Excluded Roadway Sections: Pedestrian crossing greater than two lanes at one time: ❑ Only assuming restriping to incorporate pedestrian refuge island. Roadway cross -sections greater than 79 feet: ❑ Excluded from consideration. ❑ Crossing distance too great to provide proper safety with RRFB system. ❑ Only such locations have HOV lanes. 7/ 13/2021 CITY OF Fe d e ra I Wa Vehicular Traffic Volumes • Based upon Average Daily Traffic (ADT) per lane. • Higher traffic volumes =reduction in gaps =more need for pedestrian crossing countermeasures. 7/ 13/2021 7 CIT Federal Wa Distance to Nearest Marked Crosswalk • Alternate marked pedestrian crosswalks? • New crosswalks likely to generate more pedestrian traffic if placed where no alternates exist. • Installation of one location may affect the scoring of other nearby locations. • Staff does not recommend installations at all intersections in corridor segments. 7/ 13/2021 CIT Federal Wa Pedestrian Traffic Criteria • Locations which likely would be utilized by Greater pedestrian volumes. More vulnerable pedestrians. • Three Criteria Established School Frontage & Safe Walking Routes ❑ Priority given based upon youngest to oldest students. Parks, Recreation & Libraries ❑ Priority given to Largest City Parks and Facilities down to small private recreation facilities. — Roadways separating Land Uses ❑ Priority given to land uses which tend to yield more pedestrians from the City Center area down to Single 7/13/202, Family Residential. Increased score for Senior Housing. 9 CIT Federal Wa Transit Ridership Criteria • Ridership data obtained from King County Metro &Pierce Transit. • Two Transit Ridership Criteria established: • Ridership at existing/proposed crosswalk location • Ridership at other bus stops in nearby vicinity • No data available for KC Metro —DART 901 & 903 routes (assumptions made for average). • Coordination with Transit will occur to evaluate existing bus stop locations, if needed. 7/ 13/2021 10 CIT Federal Wa Cost Feasibility Criteria • Determine most cost effective locations. • Cost Evaluation included: RRFB System & Signage (Number of units needed?) Pedestrian Refuge Island Construction Curb Ramp Construction Crosswalk Striping Modifications to Existing Pavement Markings Possible need for Additional Street Lighting — Need for C-Curb installation 7/ 13/2021 11 CIT Federal Wa Additional Vehicular Safety Improvements Criteria • Additional 1.5 Points given to locations where installation could potentially address vehicular safety. • Such countermeasures could include: Restriping to provide: ❑ Two -Way Left Turn Lanes ❑ A Designated Bus Stop Pullout ❑ Right Turn Lane Addition of c-curb to: ❑ Reinforce existing signage restricting movements. ❑ Address turning movements to/from side streets which have existing safety concerns. 7/ 13/2021 12 CIT Federal Wa Evaluation of Locations • 77 locations evaluated Some locations dismissed due to: ❑ Sight Distance Requirements not met. ❑ Roadway Cross -Sections greater than 79 ft • Error found that reprioritized some locations • Proposing minimum score of 6.0 points 7/ 13/2021 13 CIT Federal Wa Existing and Proposed Locations 7/13/2021 City of Pedestrian Safety Program Federal Way Puge15'aottl Des Kent Floines n2rh s: A • a c i Yd Federar Way Way eot = s3aamst PAA e O ' 6w I121h St 052rh St I awns% 4 it 1 ' C• /, I SIN 32eth S, a 32•h s 2om st St • m • _J; l J _ (I, _ J G 3241h3t Federal < ntpd s 3361h St Legend 9 s sarnh.St City Gmds ; Pptental Annexation Area 3W3591ti$ fI Way Streets PAA nneriai 3 y 3 ' `" Calleaar ,p d E a F.,.y Freeway R. Mac, 1, Local .k b Pedestrian Safety Program Status - 28 Completed ,Fv • Completed In 2015 Milton • Pmpaaaemrzo,a © Edgewood Q Fife Au atv or This map is intended for use t Federal Way o 0.5 1 Tas he graphical representation Miles The City of Federal Way makes tlerikelPWlTrafllclProjecfslTraHic INSgnalslh9apsV2apltlFlashirgArrews-mxd no warranty as to its accuracy.
