SITE SPECIFIC REQUESTS a) Who may apply? Any person may, personally or through an agent, apply for a decision regarding property he or she owns. b) When can you apply? Application for a proposed amendment must be made by submitting a completed application form to the Community Development Department, between August 1 St and September 30t" by 5:00 p.m., each year. Applications for a comprehensive plan amendment will not be accepted prior to August 1 St of each year. Applications are considered the following year. Prior to August lsr, any amendment must be docketed with the city (please refer to the "Docket Process" handout). c) How to apply — submit the following: 1) A completed Master Land Use Application, the following information, and the support for the amendment as stated in section 3. 2) A vicinity map showing the subject property with enough information to locate the property within the larger area. 3) The following site data: a) Tax Parcel No. 172104-9038 b) Lot Size/Acreage 6.0 acres c) Existing Comprehensive Plan Designation Office Park d) Existing Zoning OP e) Requested Comprehensive Plan Designation Multi -Family fl Requested Zoning RM-1800 4) Services. Bulletin #024 July 24, 2018 Page 1 of 4 k:\Handouts\Comp Plan Amendment Application 6) Prior to issuance of Lite threshold determination and the public hearing by the Planning Commission, the applicant must submit the following: a) A set of stamped envelopes, and a list of the same, labeled with the name and address of all current owners of real property (as shown in the records of the county assessor for the subject property) within 300 feet of each boundary of the subject property, with the return address of the Community Development Department (33325 81h Avenue South, Federal Way, WA 98003).1 Note, please do not submit metered envelopes. The Federal Way Post Office may refuse such envelopes. b) A copy of the county assessor's map identifying the properties specified in subsection 6 of this section. REQUESTS FOR TEXT AMENDMENT a) Who may apply? Any pet•son may, personally or through an agent, apply for an amendment to policies of the comprehensive plan. b) When can you apply? Application for a proposed amendment must be made by submitting a completed application form to the Community Development Department, between August 1" and September 30t" by 5:00 p.m., each year. Applications for a comprehensive plan amendment will not be accepted prior to August 15t of each year. Applications are considered the following year. Prior to August Is', any amendment must be docketed with the city (please refer to the "Docket Process" handout). c) How to apply. The applicant shall file a completed Master Land Use application and the information indicated in sections d) and V.J. d) Proposed Amendment. A proposed amendment can be either conceptual or specific amendatory language. Please be as specc as possible so that your proposal can be adequately considered. If specific wording changes are proposed, this should be shown in str-ikeout/underline format (attach additional pages if necessary). The property owner would like to change the Comp Plan and zoning designations from Office Park (OP) to Multi -Family Residential (RM-1800) to match the adjacent property designations to the north and east, and allow for redevelopment of the site with residential uses such as townhomes. e) Reference. Please reference the chapter of the comprehensive plan (e.g., Land Use, Transportation, Housing, Capital Facilities, etc.) and the page number where located. SUPPORT FOR THE AMENDMENT (Please fill out for all amendments, whether site specific or otherwise) Please explain the need for the amendment (wiry is it being proposed). Include any data, research, or reasoning that supports the proposed amendment (attach additional pages if necessary). The site is home to the old Bally's Fitness Center, which has been vacant for many years and is in disrepair. There does not appear to be any market demand for a gym at this location; however, the City and region are still experiencing a lack of housing inventory and are in need of additional opportunities. The current zoning could be considered a "spot zone," and we believe the community would be better served with a zoning designation that matches the surrounding properties. FEE The fees required for a comprehensive plan amendment shall be as provided in the city's fee schedule in effect at the time of application. 5. Please be advised that an application for a comprehensive plan amendment lacking the requited information will not be accepted. SIGN POSTING The City of Federal Way requires the applicant to post a Public Notice sign on the property where an application for a comprehensive plan amendment has been received and is being considered by the city. See the "Instructions for Obtaining & Posting Public Notification Signs" and the "Sign Installation Certificate" handouts for further information. NOTE: THE ASSIGNED PROJECT MANAGER WILL CONTACT YOU WHEN SIGNS ARE READY FOR PICK-UP AT CITY HALL, THE APPLICANT MUST PROVIDE A SIGNED SIGN INSTALLATION CERTIFICATE ACCOMPANIED BY A LEGIBLE PHOTOGRAPH OF THE SIGN POSTED ON THE SITE.
