06-22-2021 FEDRAC MINUTESCITY of Federal Way City Council Finance/Economic Development/Regional Affairs Committee Tuesday, June 22, 20215:00 p.m. SUMMARY MINUTES Meeting held remotely via Zoom CALL TO ORDER: Council Chair Tran called the meeting to order at 5:00 p.m. COMMITTEE MEMBERS VIA ZOOM: Councilmember Craft and Councilmember Kochmar. COUNCILMEMBERS VIA ZOOM: Council President Honda; Councilmember Baruso and Councilmember Assefa-Dawson. STAFF MEMBERS VIA ZOOM: Finance Director, A& Ariwoola; Deputy Finance Director, Chase Donnelly; City Attorney, Ryan Call; Parks Director, John Hutton; Public Works Director, EJ Walsh; Community Center Manager, Leif Ellsworth; Contract Administrator, Autumn Gressett; Recreation Manager, Cody Geddes; Surface Water Manager, Theresa Thurlow; Executive Assistant to the Council, Jeri -Lynn Clark; and Accounting Specialist Jennifer Pettie. PUBLIC COMMENT: No public comment. A. Approval of Summary Minutes — May 25, 2021 Meeting Motion made by Councilmember Kochmar to approve the minutes from May 25, 2021; motion seconded by Councilmember Kochmar and carried 3-0. B. Federal Way Performing Arts and Event Center Ticketing System RFP: Presented by Contract Administrator, Autumn Gressett. Contract Administrator Autumn Gressett explained when the Performing Arts and Event Center (PAEC) opened in 2017; a contract was signed with AudienceView Ticketing for 5 years. That contract is set to expire in March 2022. The current contract is costing $56,000 each year and that cost is built into the budget. Councilmember Kochmar asked since there were no tickets sold for almost a year, do we still have to pay the full yearly amount? Gressett stated yes, the PAEC is contractually obligated whether tickets are sold or not. Council President Honda asked how do the financials look for the PAEC and will it need to be subsidized more than in prior years? Gressett said they did not anticipate a greater subsidiary over the last year when they submitted the budget adjustment. Gressett added Spectra was asked to find significant ways for cost savings as well as cost cuts which included furloughs, lay- offs and reorganization of staff and logistics with in the City. Tuesday, June 22, 2021 Page 1 CITY OF Federal Way Motion made by Councilmember Craft to forward the proposed Request for Proposals for the Federal Way PAEC Ticketing System to the July 6th, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar and carried 3-0. C. Summer Experience and Enrichment for Kids Grant: Presented by Recreation Manager, Cody Geddes. Recreation Manager Geddes explained this is a grant through the Office of the Superintendent of Public Instruction (OSPI) and with approval would like to purchase a cargo van for recreational sports and art supplies to go to local parks and provide recreational opportunities free to the community. Geddes added this is a reimbursement opportunity, requiring the City to purchase the items and then submit documentation for reimbursement. Council President Honda asked how would the van be used for the rest of the year and which parks would they be going to? Manager Geddes stated they haven't gotten that far as to what the van would be used for in the off-season, but currently have a 2003 cargo van that is used for special events and is getting close to the end of its life cycle. Therefore it would be used for events and to transport equipment. Geddes added Sacajawea, Lakota, Saghalie parks are all easy geographically but they have not identified specific parks yet. There has also been discussion of potentially going to apartment complexes with grass or playgrounds as identified as in need. Councilmember Kochmar asked how would the van's location be advertised? Geddes said they'd hope to have the schedule posted at the various parks, as well as utilizing social media and potentially working with the school district as well. Councilmember Assefa-Dawson asked for clarification on the terms of being reimbursed. Manager Geddes stated if we receive the grant then we would be reimburse the dollars that were spent, and the money wouldn't be spent until there was confirmation that the Community Center is a grant recipient. Councilmember Tran asked if there was a dollar amount anticipated? Geddes stated he estimated it at about $75,000 which would get the van, wrapped in our logo and it would explain it is a kid's mobile recreation program. Geddes added the amount needed may be less, roughly around $55,000. Motion made by Councilmember Craft to forward the proposed request to apply for the Summer Experience and Enrichment for Kids Grant to the July 6th, 2021 consent agenda for approval; motion seconded by Councilmember Kochmar and carried 3-0. D. Authorization to enter into an Interlocal Agreement with King County for use of Renton Decant Facility: Presented by Surface Water Manager, Theresa Thurlow. Surface Water Manager Thurlow explained this year a vactor was purchased which is used to suck up sediment and water from catch basins and it needs to be discharged at special facilities. The King County facility requires an interlocal agreement for use of their decant facility. Thurlow added there would not be an impact to the budget. E. AP Vouchers 05/16/2021 - 06/15/2021 & Payroll Vouchers 05/01/2021— 05/31/2021: Presented by Deputy Finance Director, Chase Donnelly. Questions were sent through email earlier to the Finance Director and the questions were answered and sent back to all Councilmembers. Motion made by Councilmember Kochmar to forward the May 2021 Vouchers to the July 6th, 2021 consent agenda for approval; motion seconded by Councilmember Craft and carried 3-0. F. Monthly Financial Report— May 2021: Presented by Deputy Finance Director, Chase Donnelly. Deputy Finance Director Donnelly shared his screen and summarized the May 2021 Monthly Financial Report. Notable areas include: • Sales Tax • Community Development Permits & Fees • General & Street Fund • Jail Fund • Utility Tax • Federal Way Community Center • Real Estate Excise Tax (REET) Motion made by Councilmember Kochmar to forward the May 2021 Monthly Financial Report to the July 6, 2021 consent agenda for approval; motion seconded by Councilmember Craft and carried 3-0.
