Policy Questions
• Should City Council authorize staff to purchase a Litter
Vacuum for a price not to exceed $90,000 using
unallocated Public Works Surface Water Management
operations budget?
• Should City Council authorize the creation and transfer
of one (1) existing litter control position to operate out
of the Solid Waste Utility (Fund 106) and the creation
and transfer of one (1) existing litter control position to
operate out of the Arterial Street Account (Fund 102)
and backfill of the two existing positions within the
Streets Account (Fund 101)?
Background Information
• During 2020, per the direction of the Mayor and City
Council, Public Works started performing litter removal
from the Right of Way.
• At the end of 2020, the `Eyes on Federal Way' app was
released to the public.
• With both, the number of requests has significantly
risen and Public Works is not able to keep up.

Based on current trending, since Eyes on Federal Way was implemented, we
are projected to have 4,105 requests this year between litter and vegetation.
Background Information
• Eyes on Federal Way Implementation:
— Reviewed with other local cities that had
implemented this or similar systems including
Renton, Kent, Auburn, Puyallup, Sea Tac, etc.
— Based on their feedback from when they had
implemented, we expected to see a 47%-50%
increase in requests 3-6 months after
implementation
Background Information
Is the City's expectation to maintain the level of service
based on abatement hours/materials removed or the
level of responsiveness to citizen requests?
• Three scenarios were developed:
1. Address the same number of requests, same tonnage of
trash etc. Number of unresolved requests would equal
new requests. No staff availability to address an increase.
2. Pre Eyes on Federal Way, addressed 80% of requests
within 48 hours. Maintain 20% total requests open.
3. Staff to address full increase in requests. No change to
existing 20% that remain open.

Direction was to implement Eyes on Federal Way under scenario
1, with no IT staff added; evaluate; and adjust as needed.
Background Information
• With the new app, the community's expectations have
also increased:
— Historically we would receive follow up calls 5-7 days after
an initial report.
— Currently we are receiving follow up
calls/emails/subsequent reports the next day.
• Response time to litter requests has more than
doubled since last fall.
• Response time to non -litter requests has more than
tripled since last fall.
• Diverting staff from critical maintenance activities to
address community requests.
Impacts
• Work not being completed or significantly
delayed:
— Repairing potholes
— Addressing sidewalks
— Trimming vegetation within the Right of Way
— Preventative maintenance
— City beautification requests
As the workload has continued to increase, we are working
to find increased efficiencies to do this work as proficiently
as possible.

backfill of the two existing positions within the
Streets Account (Fund 101)?
Staffing of Maintenance Operations
• Proposed to move the litter staff from Fund
101 as follows:
—One (1) to Solid Waste Utility (Fund 106)
—One (1) to Arterial Street Account (Fund 102)
• Backfill the two positions within Fund 101
with Streets Maintenance - Maintenance
Worker I positions.
Staffing of Maintenance Operations
• Summary:
— No change in number of positions within Fund
101, which is funded by the General Fund.
• Increase staff within Fund 106 by 1 FTE.
• Increase staff within Fund 102 by 1 FTE.
• Due to previous Public Works re -structuring
and re -programming both the 102 and 106
Funds can support one (1) additional FTE.
Staffing of Maintenance Operations
• Additional staffing will not provide sufficient
resources to allow level of service response
time to return to 2020 levels.
• 2020 Salary Study:
—Identified, based on comparable local cities and
services we are responsible for, we should have 33
Public Works maintenance staff
— We have 16 Public Works maintenance staff

the Solid Waste Utility (Fund 106) and the

control position to operate out of the Arterial
Street Fund Account (Fund 102) and backfill of
