ARTS MINUTES 07-01-21City of Federal Way ARTS COMMISSION Thursday, July 1, 2021 8:30 a.m. Federal Way Comm. Center 876 S 333rd St MINUTES In attendance: Chair Vickie Chynoweth, Vice-Chair Karen Brugato, Kim Bowman, Iveta Felzenberg, Kenny Byrne, Cory Young, Angela Neubauer, Alyson Soma Excused: Shelly Tsui Unexcused: N/A Staff: Cody Geddes, Recreation Manager; Trisha Plucknett, Administrative Assistant Vice-Chair Chynoweth called the meeting to order at 8:36 a.m. June minutes were approved as written with the changes announced to commissioners before approval. The excused and unexcused absence lines were swapped to be correct and the year 2022 was added after “September” in the PAEC Arts Exhibition section. PUBLIC COMMENT None. COUNCIL LIAISON None. ACTION/NEW PROJECT – DISCUSSION ITEMS 1. Future Meeting Start Time – After brief discussion it was suggested that Arts Commission regular meetings continue to start at 8:30am and in person if possible moving forward. Vice- Chair Brugato MADE A MOTION for future meetings (August and moving forward) to begin at 8:30am and in person if possible. Commissioner Young SECONDED THE MOTION. The MOTION PASSED unanimously. 2. Traffic Graffic – Approve new theme – Staff Geddes reported that there have been two artwork submissions for the box located on SW 356th St and 21st Ave SW. He presented the photos to the commissioners and all of the photos received a positive response. After brief discussion it was decided that staff should reach out to the artists to have them fill out an application. Commissioner Neubauer suggested that all artists that apply be properly vetted to make sure that they have a good standing in the community. The Traffic Graffic committee could start this process for vetting the different artists. Vice-Chair Brugato has tried to contact Federal Way Public Schools regarding the high school art contest for future wrapped boxes, but has not received a response. She recommended this idea be postponed until school officials are back in the office. 3. Budget Update – Staff Geddes presented a budget update for 2021. He reported that cost savings are roughly $3,800.00 due to the programs that were cancelled this year. Chair Chynoweth reminded commissioners that this balance does not roll over if it is not used. Vice-Chair Brugato suggested that this topic be tabled until the August meeting so that commissioners have time to come up with ideas of how to utilize that money this year. 4. Arts Exhibition with PAEC – Vice-Chair Brugato reported that there is a meeting with the Foundation for Performing Arts, which has voted to partner with the Arts Commission on this project, at Poverty Bay on July 7th at noon to discuss some budgeting concerns She said these concerns should be cleared up after this meeting. Chair Chynoweth, Vice-Chair Brugato, and Commissioner Felzenberg plan to attend the meeting. Vice-Chair Brugato also suggested that other commissions be asked to partner with the Arts Commission on this project because it is a big undertaking. A good share of the $20,000 being funded by the City should be expected to go towards advertising costs. UPDATES 1. Make Music – Vice-Chair Brugato reported that this was a very fun event to attend this year. It was a great crowd and there were lots of activities for the kids. However, she also reported that the artwork at the PAEC is still not lit well and is surrounded by overgrown weeds. It was suggested that there be a work day for the Arts Commission or some of the additional money left from the budget be used to beautify the area and artwork if it is not taken care of by the City. Staff Geddes will follow up with Park Maintenance on this issue. Chair Chynoweth was unable to attend this event, but she did hear that there was some lag time between performances and some people left before the main attraction. However, she also stated that it is a great event that is getting bigger and better each year.
