Response Memorandum
Dear Ms. Chattopadhyay,
I am pleased to present this Response Memorandum to the Traffic Comments contained in
the City's Technical Review Comments dated June 28, 2021. The Traffic Comments were to
my South 348th Street Mixed Use Site Access Traffic Report - Revised March 18, 2021. This
report was prepared for a mixed -use project located in the southeast corner of the 1st Ave. S
at S. 348th St. intersection comprising:
➢ 240 apartment units with 3,500 sf of leasing and tenant amenity space
➢ 12,420 sf commercial/retail space
➢ 2,000 sf coffee shop or other restaurant type use
➢ -450 parking stalls
Subsequent to my report there have been a few minor refinements to the commercial/retail
space as follows:
Stand-alone retail building// 7,523 square feet, of which approximately 2,100 is the
drive-thru tenant. The remaining 5,423 is general retail.
Commercial area in the podium building// 10,769 square feet, of which 1,380 is
"Clubhouse Amenity", 7,174 is lobby, 1,589 is fitness, and 626 is bike storage & bike
workshop amenity.
The changes include a slight increase in the space of the drive -up service tenant to 2,100 sf
from 2,000 sf, a decrease in the general retail space from 12,420 sf to 5,423 sf and the
balance of the space used for Apartment Tenant Amenity space. These changes do not
materially affect the Site Access Traffic Report conducted.
I have provided the City two Technical e-mail responses to the Traffic Comments with the first
one on 07.02.2021 that provided my initial feedback to each City comment and the second
one submitted on 07.06.2021 that delved into the affects to the Site Traffic Generation with
different inputs. This Response Memorandum incorporates the submitted technical e-mails

The north access on 1st Avenue S. is about 360' s/o of NB to WB LT stop bar. During the AM
peak hour the 95% NBLT queue is noted at 119' (4 to 5 vehicles) leaving ample space for a
SB to EB resident motorist to wait in the TWLTL to enter the site. During the PM peak the NB
to WB LT queue is 203' (-8 cars) still leaving ample space for a resident to use the TWLTL;
also at this time the NB through queue is 204' (about 8 cars) that is well short of the access
driveway. The users of this driveway are residents of the building thus regular users of the
access. I do not believe restricting the access is necessary. The short term queuing affects
numerous driveways throughout the region and is within driver expectation

My work on the project started in 2016 when the 9th Edition of the TG was in use. I
inadvertently missed updating some of the LUC designations in the report text, the correct
LUC's were used in the TG table in the updated report.

sent to me as a courtesy from a former employer (TP&E, Inc.) that is no longer in business.

When the ITE Trip Generation 9th Edition was current LUC 826 `Specialty Retail" would have
been used. This LUC generated 2.71 PM peak hour trips/1,000 sf. I used Shopping Center
LUC 820 that has a TG rate of 3.81 PMPT's/1,000 sf.

A lot of the internal trips are due to the Coffee/Donut shop that is expected to be a hangout
spot for residents of the building. I used the NCHRP 684 methodology.

Acknowledged, the City's TIF schedule is based on stand alone facilities and appropriate
refinement to account for shared traffic needs to be made. Does this require an IFC?
Site Traffic Generation Information:
Several of the City comments pertain to items that affect the Site Traffic Generation
projection for the project. The comments are:
#7 - Commercial/Retail space
#8 - AM pass -by rate
#12 - LUC assumptions
#13 - Internal capture rate
Below are two tables, Table 2R that depicts the site traffic generation projection accounting
for the refined Commercial/Retail space, the removal of the AM pass -by traffic and capping
the internal trips at 20 percent and Table 2 from South 348th Street Mixed Use Site Access

Comparing the trip generation data in the two tables shows the AM TG 143.2 versus 142.5
and the PM TG 132.6 versus 123.7 to the City street grid. At the site accesses that account
for pass -by traffic the change in the AM peak is a 2.3 trip increase and during the PM peak
hour a decrease of 22.3 trips. At the City's behest I used conservative data for a Coffee Shop
Use, the typical Fast Food TG rate is significantly less in the AM and about 25% less during
the PM peak hour. The projected Traffic Data used in the report is reasonable and
appropriate.
Summarizing
I have prepared this Response Memorandum to the Traffic Comments contained in the City's
Technical Review Comments dated June 28, 2021. Site access and site traffic generation
assumptions were commented on by the City. In summary:
➢ A formal modification to allow more than one access on each abutting street and
maintain the existing street frontage on 1st Ave. S. is acknowledged. The
modification request has been made by the applicant team.
➢ The City identified a left turn restriction at the north access on 1st Way South. I do
not believe that restrictingthe access is necessary due to ample space available in
the TWLTL for SB to EB left turning traffic to wait for the occasional (AM peak period)
NB traffic queue to clear.
Note: It is acknowledged in the unlikely event of an operational or safety issue was
to occur, the City could restrict turning movements at an access driveway.
➢ The traffic generation projection used in my South 348th Street Mixed Use Site
Access Traffic Report - Revised incorporated a conservative estimate for the drive -up
service use and thus ensured a conservative review.

Dear Ms. McDougall:
City departments/divisions have the following comments in response to your March 31, 2021, and April 27,
2021, submittals. Some comments provided herein are required and some are informative; while others may
be applicable during future steps of the project. Comments in this letter need to be addressed prior to
issuance of a land use application decision, or as otherwise noted. Questions regarding technical review

Use Process III
1. General— Technical comments made about an item on one sheet, or in a document, may necessitate
changes to other related sheets and documents. It is the applicant's responsibility to determine any such
necessary adjustments. Please ensure consistent information is communicated throughout the plan set
and associated application materials.
2. Plan Set— Please address the following comments:
a. On Sheet AS1.0:
1. The parking analysis has no unit bedroom detail or commercial building square footage
shown. Detail how the commercial parking requirement was determined. The Preapplication
Summary Letter asked for details to be provided on the number of units by bedroom to
ensure code compliant parking is provided, also see FWRC 19.220.050(6).
2. For the podium building, the building height calculation needs additional documentation.
Existing elevation calculations are not shown. Please see Bulletin #151, "Height

3. Size of southwest related facilities: the space requirement includes this element: (FWRC 19.125.150[7][b]: mixed -
use development that contains both residential and nonresidential uses shall meet the storage space
requirements shown in Table A for residential development, plus 50 percent of the requirement for
nonresidential development. In mixed use developments, storage space for solid waste may be shared between
residential and nonresidential uses, and designated storage space for recycling services shall also be provided.)
4. Provide plans for the collection of SW&R on each floor (per FWRC 19.125.150[7][a][ii], in addition to the
requirement in subsection (7)(g) of this section, plans for stacked multifamily dwelling units shall require
designated interior solid waste accumulation or storage areas on each level, including details on how solid
waste is conveyed to shared storage space[s]).
Public Works — Traffic Division

1. Per FWRC 19,135.280, there may be only one driveway for each 330 feet of lot frontage. This property
does not have the 660 feet minimum street frontage on South 348th Street and 1 st Avenue South to allow
a second access. The applicant is required to submit a written request to the Public Works Director to
modify the standard.
2. First Avenue South is a minor arterial street. The queuing analysis showing the 95th percentile queue
length for the northbound direction for build scenario is 508 feet. The north access on 1st Avenue South
shall be right -in and right -out only as it is conflicting with the queuing length.
3. South access on Pt Avenue South is not conflicting with the present northbound travel queuing length.
However, if in the future any conflict will arise, the city will restrict that access to right -in and right -out
for safety.
4. The city may restrict the west most access to left -in on South 348th Street in the future if any conflict in
queuing will arise.
5. First Avenue South is a Minor Arterial planned as a Type "C" street, consisting of a 72-foot street
including 5-foot bike lanes with curb and gutter, 6-foot planter strips with street trees, 8-foot sidewalks,
and street lights in a 106-foot right-of-way. Assuming a symmetrical cross section, a right-of-way
dedication from 3 to 8.4 feet, and half street improvements, are required as measured from the street
centerline. Please show the future improvement or apply for a modification request.
6. For driveways that serve uses other than single-family residential uses and zero lot line townhouse
developments, the maximum driveway width is 30 feet for a two-lane two-way driveway and 40 feet for a
three -lane two-way driveway (FWMC 19.135.270). Driveway widths may be increased in order to provide
adequate width for vehicles that may be reasonably expected to use the driveway, as determined by the
Public Works Director. Show the driveways width and spacing dimension.
7. The proposed area of commercial/retail space in the submitted plan (17,879 square feet) and the traffic
impact analysis report (14,420 square feet) is different. Resubmit the traffic impact analysis correcting'the
commercial/retail space and trip generation.
8. Pass -by rate of 10 percent for AM peak hours is used for retail. Submit the supporting documents.

9. Submit all the supporting reports and analysis files used in the traffic analysis report.
10. Match the land -use code according to the ITE trip generation manual 10th edition.
11. Submit all the count data for Rainier Valley Starbucks used in the report to calculate the pass -by rate.
12. The retail type is not specified. Hence, Land -Use 814 Variety Store is a more appropriate match.
13. The internal trips look high. The size of the retail in the present project is very small to apply this
procedure. The procedure varies significantly and the internal capture rate needs to be justified.
14. The city has adopted a new 2021 impact fee schedule. Please note the actual impact fee will be calculated
based on the fee schedule in effect at the time a completed building permit application is filed and paid
prior to permit issuance (FWRC 19.100.070[3][a]),
SOUTH KING FIRE & RESCUE

1. Elevators are required for any building that requires emergency personnel to carry a stretcher more than
two stories above the ground level. The elevator(s) shall be capable of fitting a stretcher lying flat.
