Federal Way Mixed-Use School Access Analysis
The site is located at the southeast corner of South 348th Street and 1st Avenue South in Federal Way.
The project has been designed as an urban campus plan. There are eight walk-up apartment buildings, a
podium mixed use building and a retail/commercial building. There is at grade and below grade parking
within the podium and on-site parking for both walk-up apartment residents and commercial users.
Three gate access points allow for a secured residential zone within the gated facility.
The podium mixed-use building holds the site’s northwest edge anchoring the entire project and will
provide 144 residential units on the upper floors, amenity, leasing, an active lobby at grade, and three
levels of below grade structured parking. A public path has been located along the main diagonal axis
connecting the public plaza and both site’s corner access points supporting a more walkable
neighborhood environment. A commercial building is located at the northeast edge of the site to support
the added residential density. Walk-up style apartments are located at the site’s interior in addition to
residential and visitor parking. Outdoor residential amenity zones act as nodes for the residents providing
areas for gathering and play. The project is currently providing 233 units. A wayfinding strategy will be
designed to lead residents and visitors from the right-or-ways to commercial entries, residential entries,
and outdoor amenities.
The bus pick up zone is located on site for all students. This area has been located to the east of the
podium building. This area will be covered with a roof structure to shield the kids from rain and well lite.
The pathways to this pick area have been delineated in AS1.0. These pathways will be lite by both
improved overhead lighting and decorative pathway lighting, see SL1.0 and SL1.1 for preliminary lighting
and photometrics. This lighting will provide a safe path of travel for kids year round. All cross walks must
be delineated using variations of paved material and color and therefore are all clearly marked. The site
and buildings have been designed so that there are views out from the buildings onto these pathways
helping to ensure safety and that the kids can be monitored along the entire pathway as well as at the
bus stop. Sheet C5.04 is provided to show the bus with a more conservative turning radius can enter and
leave the site.
We believe we have a design that allows for safe travel to a bus stop on site. We must comply with the
Federal Way CPTED checklist which also helps for the site to comply with all safety standards making for a
safe and protected space for students and their families.
