Macadam .., °� ,° ,--. ._: y� Portland, OR 97201 RE: Fred Meyers Satellite Dishes, Permit #91-804 Dear Mr. Metz, I am in receipt of a request from Fred Meyer to install two satellite dishes on the roof of the structure in Federal Way. The application was reviewed for compliance with the Federal Way Zoning Code under chapters 115.60 (Height Regulations, Exception to) and 115.120 (Rooftop Appurtenances, Required Screening). The applicant has proposed placement of two antennas on the northwest roof sector. The antennas are dish satellites bolted to two parallel curbs which in turn are bolted to the roof. The southern satellite dish is three feet in diameter, sitting atop a one foot tall wooden curb, and will be used for the in-store music. The southern most dish is a ten foot tall dish, also bolted to a one foot wooden curb. The pitch of both satellites is based upon manufacturers specifications. The height of the Fred Meyer Building is 28', with gable roof ends peaking to 37'. The allowable height in the BC zone, according to section FWZC 45.45 (retail establishment, selling goods or providing services including banking and related financial services) is 30 'above average building elevation if adjoining a low density zone, otherwise 35' above average building elevation. The zoning of the parcels to the east and to the south of the Fred Meyer lot is RS 7.2, (Single Family Residential). The allowable height would be 30' above average building elevation. The average building elevation of the Fred Meyer building, including flat and gabled portions, is 29', using the criteria established on Federal Way Ordinance number 90-51 (Definitions relating to building elevation). This height is acceptable with the BC zoning requirements. The satellite dishes as appurtenances are allowable under the stated code and are within the height regulations set for the zone. According to FWZC 115.602.b, "rooftop appurtenances may exceed the applicable height limitation by a maximum of 4 feet if the area of all appurtenances and screening does not exceed 10 percent of the total area of the building footprint. The appurtenances must be located in such a way as to minimize the view blockage." While the location of the appurtenances mini�nizes view blockage, both satellites will be visible from surrounding locations. Building gable ends and adjacent foliage block some of the satellite dish from view, yet dish visibility from 21st Ave SW and from the northwest corner of the Albertson's lot is prime. Approximately 5' of the ]arger satellite dish will be visible above the parapet, while up to 2' of the smaller disll will be seen. FWZC section 115.120 states that all appurtenances that extend above the roofline must be obscured by a sight obscuring screen. The satellite dishes are proposed to be screened from view on the north and west sides. The applicant has proposed an "expanded metal" mesh structure to screen the satellite dish. The rigid material, similar to a catwalk, is in a diamond pattern with openings 1-1/2 " by 1/2 ". The unit, including structural supports, is 11' high. The screen is proposed to be 17' on the north side and 7'6" on the east side. The screen is to be painted the beige color of the existing building. While the screen height and placement is acceptable for accomplishing the task at hand (screening the satellite dish from view), the length of the screen does not complete the job. The screen must extend 25' along the west elevation to fully screen the two proposed satellite dishes. It is understood that the screen may be placed further from the antenna in order to permit unimpaired reception, but the non-visibility of the antenna shall not be compromised. In addition, the applicant shall be required to add a 6' painted lip to the top of the beige painted . . screen. This paintec� element will provide a visual edge to the screen, and complement the roof line. Without the required screening, both satellite dishes are visible and in non-compliance with the Federal Way Zoning Code. It will barely be noticeable above the parapet wall and then only from the southeast corner of 336th and 21st Ave. SW. Our 10' diameter dish needs to be installed by 7/26/91.
