11-03-2021 Title VI/VII Diversity Equity and InclusAdding New Position — Title VI/VI I I/Diversity, Equity, and Inclusion Analyst Wednesday, November 3, 2021 ,ACITY OF �L Federal Way Centered on Opportunity Policy Question • Should the City Council authorize the creation of a regular, full-time Title VINI I I/Diversity, Equity, and Inclusion Analyst to operate out of the General Fund and be funded through a combination of General Fund, Transportation Funding (306), and CDBG Funding (1 19)? Development of Proposed Position • Vacancy in the DEI Coordinator position presented an opportunity to review goals of the position and related Title VI/TitleVlll work within the City. • Proposal creates a comprehensive citywide program for DEI work and implementing next steps of Title VI and Title VI11. • Proposed to report to Community Services Manager in collaboration with Human Resources and Public Works. • Change title to Title VI/VIII/Diversity, Equity, and Inclusion Analyst • Originally the Diversity, Equity, and Inclusion Coordinator Proposed Full -Time, Regular Position • Approved in the 2021-2022 budget as a part-time and limited -term position • Proposal to make the position full-time and permanent to be funded as follows: • General Fund (in the approved budget): $ 709000 • CDBG Fund (proposed): $ 209000 • Capital Transportation Fund (proposed): $ 209000 Total: $1 10,000 Primary Proposed Job Duties • TitleVl plan and annual reports. • Develop and train on limited English proficiency outreach and engagement standards. • Complete assessments, implementation plan, and reports for fair housing strategies. • Citywide internal DEI review and consultation in conjunction with H R. • Outreach plan for DEI community engagement. • Serve as staff liaison with the Diversity Commission. • Develop and facilitate community engagement and participation in city programs with emphasis on engaging traditionally underserved and underrepresented community members. • Identify Title VINIII and DEI training and development opportunities for elected officials.
