21-104105-Project Narrative-10-06-2021-V1 September 16, 2021 Job No. 1316-003-020 Mr. Keith Niven Planning Manager City of Federal Way 33325 8th Ave S Federal Way, WA 98003 RE: Preliminary Subdivision Submittal Twin Trails Subdivision Dear Mr. Niven: Please accept this letter and accompanying information on behalf of Prospect Development, as our subdivision application with City of Federal Way. We would like to submit for review the development of King County Tax Parcel number 242103-9051 and a portion 242103-9008. The property is located at 1605 SW 341st Pl. Project Description The project site totals approximately 9.28 acres of RS-7.2 zoned land. The applicant is seeking to subdivide the land into 38 single-family residential lots, including a 60’ wide public road, a 52’ wide public cul-de-sac, half road of a 78’ wide public road, four (4) private access tract, one (1) tree retention tract, and one (1) stormwater tract. Tree Retention The applicant is proposing a tree replacement tract (Tract F) between the start of the cul- de-sac bulb and proposed lots #3 and 4). The project does not propose to retain any existing trees but will replace the 167 tree credit units required by code. Recreation Space The project does not propose any on-site recreation area and is requesting to pay a fee- in-lieu of providing recreation space. Please see the attached fee-in-lieu of recreation space request letter. Stormwater The applicant has proposed a stormwater facility within Tract A. The tract is located in the northern portion of the site, adjacent to 19th Ave SW. The tract area is approximately 22,070 SF. Mr. Keith Niven October 6, 2021 Page 2 Utilities The project’s water and sewer service will be provided by Lakehaven Water & Sewer District. The applicant has received Water and Sewer Availability Certificates and are being submitted with this application. Water services will be extended south from the existing main on 19th Ave SW to SW 344th St. Sewer services will be extended south from the existing sewer main on SW 341 st Pl to SW 344th St. Access The proposed vehicular access to the development will be provided through a new 60’ wide public road connecting the existing 19th Ave SW to the future SW 344th St. The project will also require a new 52’ wide public cul-de-sac on the southwestern portion of the development. The applicant is proposing half road improvements and dedication for SW 344th St. The 39’ wide improvements will include, curb and gutter, sidewalk, and a bike lane. Additionally, the applicant is proposing three (3) 28’ wide shared access tract, providing access to up to four (4) lots each. A 20’ wide private access tract is proposed for access to lots #7 and 8. As currently proposed the vehicular block perimeter exceeds the 2,640 LF threshold. The City has requested an additional connection to the future SW 344 th St, which the applicant does not believe would be advantageous to the City.
