CALL TO ORDER: Council Chair Tran called the meeting to order at 5:01pm.

A. Approval of Summary Minutes – September 28, 2021 Meeting
Motion made by Councilmember Kochmar to approve the minutes as written from September 28, 2021.

B. Adding New Position of Title VI/VIII/Diversity Equity and Inclusion (DEI) Analyst: Presented by
Community Service Manager Sarah Bridgeford
Community Service Manager Bridgeford & Human Resources Manager Audett requested
authorization of a regular, full-time Title VI /VII/Diversity, Equity, and Inclusion Analyst to operate
out of the General Fund and be funded through a combination of General Fund, Transportation
Funding (306) and CDBG Funding (119).
Motion made by Councilmember Kochmar to forward creation of the proposed position to the
November 3, 2021 business agenda for approval.

C. Federal Way PAEC Ticketing System Proposal Acceptance: Presented by Community Relations
Liaison Autumn Gressett.
Community Liaison Gressett requested approval to accept the bid proposal from Etix, Inc for the
Federal Way PAEC Ticketing
Motion made by Councilmember Craft to move forward accepting the bid and approving the
proposed agreement with Etix, Inc to the November 3, 2021 for council consent.

D. Acceptance of the US Small Business Administration Shuttered Venue Operator Supplemental
Grant Award for the Performing Arts and Event Center: Presented by Community Relations Liaison
Autumn Gressett.
Community Relations Gressett requested the City Council accept the $177,022.80 supplemental award
funding from the US Small Business Administration Shuttered Venue Operators Grant for Performing
Arts and Event Center.
Motion made by Councilmember Craft to forward with accepting the supplemental award funding
from the US Small Business Administration Shuttered Venue Operators Grant for the Performing
Arts and Event Center to the November 3, 2021 for council consent

E. Resolution: 2022 Fee Schedule: Presented by Finance Director Steve Groom
Finance Director Groom & Finance Deputy Director Donnelly requested approval for the proposed
resolution Fee Schedule for 2022.
Motion made by Councilmember Craft to forward proposed 2022 Fee Schedule resolution to the
December 7, 2021 business agenda for discussion.

F. Ordinance: 2021-2022 Biennium Budget Amendment: Presented by Finance Director Steve Groom
and Deputy Director Chase Donnelly
Finance Director Groom & Finance Deputy Direction Donnelly requested approval to adopt proposed
ordinance of the 2021/2022 Biennial Budget.
Motion made by Councilmember Kochmar to move to hold a Public hearing on November 3, 2021 and
forward the proposed ordinance to the November 16, 2021 Council Meeting for first reading.

G. Ordinance: 2022 Property Tax Levy: Presented by Finance Director Steve Groom.
Finance Director Groom presented increasing the regular property tax consistent with the limit factor
prescribed by the RCW 84.
Motion made by Councilmember Craft to hold a Public Hearing on November 3, 2021 and forward to
the proposed ordinance to November 16, 2021 Council Meeting for the first reading.

H. AP Vouchers 09/16/2021 - 10/15/2021 & Payroll Vouchers 09/01/2021 – 09/30/2021: Presented
by Deputy Finance Director Chase Donnelly.
Deputy Director Donnelly presented a summary of the disbursements for the month of September
2021.
Motion made by Councilmember Kochmar to forward the Vouchers to the November 3rd, 2021
consent agenda for approval.

I. Monthly Financial Report - September 2021: Presented by Finance Director Steve Groom.
Finance Director Groom summarized the September 2021 Monthly Financial Report, providing

Motion made by Councilmember Craft to forward the September 2021 Monthly Financial Reports
to the November 3rd, 2021 consent agenda for approval.
